Youth is the pillar of any civilization and the fuel of any human development… In Qatar, HH Sheikh Hamad bin Khalifa Al Thani Emir of the country wisely acted once again through the Emiri Decree stating that the former General Youth Authority will be annexed to the Ministry of Culture, Arts and Heritage, uniting thus the two streams of development: Culture and Youth. In Fact, the youth centers, the specialized centers and the associations are covering all parts of the State, from borders to borders, attracting boys and girls, reformulating their skills and thoughts and guiding them to the right track. The developmental process, the support and the creation of a new spirit in our Youth institutions shouldn’t stop, since a cultural or an artistic evolution will not exist without brains capable to bear responsibility and hold the banner in the future. We won’t stop making emphasis on the partnership and the essential role played by the youth field, throughout its different centers and associations, in the realization of Qatar future vision 2030 in which we all seek to participate. Youth centers in Qatar have achieved the hard task of integrating and enabling girls and people with special needs to take part in the public and community work, by providing the needed tools of support and boosting them to represent Qatar in regional, Arab and international events. The youth institutions greatly contributed also over almost 50 years, since the establishment of Al-Jasrah Club during the sixties of the previous century, in producing generations whose members are now among the country leaders in the different domains of the professional life. Thus, Qatar has possessed an immense stock of expertise in the field of Youth’s work in addition to the institutions that gained international participations and that are duly recognized today. They had great contributions in the fields of administrating youth institutions, endorsing plans and programs, follow-up and implementation of policies. We all hope that our youth institutions achieve what we aspire thanks to the reasonable policies of administrations and the available means of attracting the targeted categories. Those institutions have to be a shield and an assist to the families at home, to the teacher at school and to the Imam in the mosque, in order to build the proper personality and to preserve the original Qatari Arab identity. If the world celebrates the youth’s day only once a year, we celebrate (thanks to God) our youth every day, standing committed to dedicate our work to this nation. Preamble Over more than 30 years, youth work submitted successive and great developments. This vital field also went along several stages of ripening and formation and proceeded until now… The most important stages are: • HH the Emir of the State filled the position of Chairman of the Higher Council for Youth Welfare since its establishment in 1979 until 1991. Therefore, it is a great honor and a matter of pride for us, as we are completing a process that was once introduced by His Highness with his futuristic vision and thoughts. Today we are reaping the fruits of that vision and thoughts under his sponsorship, care and wise leadership of the country. • The first stage came after the establishment of the Higher Council for Youth Welfare and next to the promulgation of the Emiri Decree № (90) for the year 1990 which issued the establishment of the (General Authority for Youth and Sport). In this period the features of youth movement gradually started to appear on the surface. Thus, several youth institutions that played various cultural and educational roles evolved in Qatar. • At the beginning of the new millennium, the General Authority of Youth superseded the General Authority for Youth and Sport next to the Decree № (57) for the year 2000 issuing the appointment of the Chairman of the General Authority of Youth. HE Sheikh Saoud Bin Khaled Al Thani served as Chairman of the authority with the rank of Minister. • The Decree № (5) for the year 2004 formed another distinctive stage in youth journey: this decree issued the transference of (Youth Department) from Qatar National Olympic Committee (QNOC) to the General Authority of Youth. • By the end of the year 2008, youth field with its two branches; Activities and Youth Centers became affiliated to the Ministry of Culture, Arts and Heritage. • In 2009, a ministerial decision № (81) was issued nominating Mr. Salman Ibrahim Al-Malik Director of the Youth Centers Department. • In 2010, a ministerial decision № (107) was issued appointing Mr. Salman Ibrahim Al-Malik Director of the Youth Centers Department. • In 2011, a ministerial decision № (296) was issued appointing Mr. Abderrazak Abdullah Saeed Al-Rabiaa Al-Kuwari Director of the Youth Centers Department.
Youth Centers Department Youth Centers Department is one of the departments affiliated to the Ministry of Culture, Arts and Heritage according to the Emiri Decree № (37) for the year 2009 which defined the organizational chart of the Ministry and stated the specialties of the department in the article №(12). The specialties of the Youth Centers Department: 1- Discussing and studying the licenses for establishing youth centers and lifting any kind of recommendation about them. 2- Supporting and sponsoring youth centers in coordination with the competent authorities in the State. 3- Following up the works of the youth centers and setting up periodical rapports about their achievements. There are 25 youth institutions affiliated to the Youth Centers Department providing services to the different youth categories in all fields through various ways, in order to satisfy the interests and needs of Qatar society and the targeted age categories. The youth institutions affiliated to the Department are classified accordingly: First: Public Centers: There are 7 centers affiliated to the Youth Centers Department and they are geographically distributed in different areas of the State; starting from Doha with (Doha Youth Center) to the uttermost north where we find (Barazan Youth Center - Smaisma Youth Center - Al-Jamiliya Youth Center Althakheera Youth Center - Al-Kaaban Youth Center and Alkhour Girls Center).
Second:Specialized Centers: The specialized Centers affiliated to the Department include 9 institutions providing services to a variety of interests and talents for every single individual in the society. There are 5 Arts Centers: Girl’s Creativity Center - Youth Creative Art Center - Musical Arts Center – Performing Arts Youth Center and Cultural Creativity Center. There are also two Centers for people with special needs: Qatar Cultural and Social Center for Deaf - Qatar Social and Cultural Center for the Blind. Furthermore, there are two other centers for technology services and volunteer work: Qatar Volunteer Center – Information Technology Center. Third: Clubs: The Youth Centers Department Supervises 3 clubs: one of science, another one of culture and a third one of hobbies. They attract many youngsters and girls through a set of activities and programs. Those clubs are: Al-Jasrah Cultural and Social Club - Qatar Scientific Club and Qatar Club for Amateurs of Collecting Stamps and Coins. Fourth: Associations: There are 6 associations. All of them are affiliated to the Youth Centers Department. They are classified among the most specialized associations in the attraction of amateurs and they greatly contribute in providing social services. These associations are: Qatar Society of Youth Hostels, Qatar Photographic Society, Qatar association of Radio Amateurs, Homing Pigeons Qatar Association, Qatar Horse Breeders and Owners Association and the Falconry Association.
The Main Goals of Youth Centers The Youth Centers Department oversees the implementation of several common tasks and goals to which it is committed. Those tasks and goals present an essential framework that youth centers work accordingly. There are also other particular tasks for each center that distinguish each one of them from the other and meet the surrounding environment characteristics and the type of interests of each center’s affiliates. The main goals of those centers are the following: Creating the appropriate environment to practice the different hobbies and activities Encouraging the affiliates to participate in the local and foreign competitions and events Consolidating the values of loyalty and belonging Enhancing the cooperation and the exchange of experiences Profiting from the spare time Encouraging girls to engage in youth work as they represent the half of the population Preserving Qatar old heritage, traditions and customs The organizational schedule of work at the youth centers For further organization of work within the youth institutions, HE Dr. Hamad Bin Abdulaziz Al-Kuwari, Minister of Culture, Arts and Heritage issued the decision № (133) for the year 2010. This decision determines the organizational plan of work at the youth institutions (Centers – Clubs – Associations) affiliated to the
Ministry of Culture, Arts and Heritage. This decision highlighted also the necessity of opening youth centers during holidays and weekends to welcome youngsters and youth and allow them practice their different activities. This idea presented a quantum leap in the domain of youth work and won the approbation of all due to its great impact upon the community. In fact, youth would profit from their spare time during holidays by attracting them to a fertile environment, where they can develop their skills and talents. The ministerial decision defined also several standards required in those who find themselves able to properly plan and manage any youth institution. This was in the context of motivating the qualified citizens to fill the leading position in youth work and habilitating those who are competent to promote with the youth institutions. First of all, the candidate should be a Qatari citizen. His/her academic qualifications and experiences should match with the center’s activity and specialties in order to avoid any disharmony between the academic qualification and the activity dealt with. Moreover, the candidate should be more than 25 years old, holding a higher degree and working fulltime for the youth institution. To emphasize the fairness of the selection, the ministerial decision stipulated that the candidate shouldn’t be fired before or his/her membership was definitely suspended from any other authority working in the youth fields, unless that incident happened at least four years before the new candidacy. When these conditions are met, the Youth Centers Department appoints the selected candidate. Furthermore, and in order to create a new spirit in the institution, the period of appointed candidate and that of the board of directors should go in parallel. Therefore, the period of appointment shouldn’t be exceeded unless the new board of directors issues a proposal about it. This proposal has to be approved also by the Youth Centers Department.

Doha Youth Center was established under the name of (Al-Gharrafa Youth Center) in 1983, and it was officially inaugurated on the 2nd of July, 1983. The establishment of this Center was the idea of HE Dr. Sheikh Mohammed Bin Eid Al Thani who was the director of Vice-Chairman Office of the Higher Council for Youth Welfare at that time and the former Chairman of the General Authority of Youth and Sport. The Center’s goals and tasks: 1- Youth spare time has to be well exploited in what might be beneficial for them. 2- Youth personality has to be integrally built: culturally, socially, morally, artistically, educationally, psychologically and sportily. 3- Exploring talents and work on refining and developing them in the different domains. 4- Consolidating friendship and the spirit of cooperation among youth categories. 5- Forming staff from the competent young individuals who are able to participate in the different events. 6- Welcoming youth and effectively supporting them in order to achieve the desired goals.
Center’s sections: The center has 3 main sections: First - Section of Cultural Activity: supervising 3 other subsidiary sections: - The center’s library - The Administration of Projects: Overseeing the center’s website designing and launching as well as providing and editing the scientific data. The administration supervises also the designing of the center’s publications such as the MatwiyatAlforsan (Knights leaflet), Baraim (kids) and Dial Up magazine which is a scientific magazine specialized in the computer and internet field. - Religious activity: In this section, kids and youngsters read the Holy Quran. This section organizes also educative sessions and holds internal and open religious lessons and lectures by inviting several sheikhs and daa’iyahs (religious men) from inside and outside the country. It organizes also periodical and annual religious competitions for the members of the center and for common people. In this section the youth department participates as well in the annual competition of the recitation of the Holy Quran and Hadeeth (prophet speech). - The scientific activity: This section focuses on the development of youth abilities in computer and photography fields. Second - The section of social activity and camps includes: - The social agenda for youngsters and youth - Sport activity - Camps This section organizes several social activities for youngsters and youth. Those activities include internal and external trips, visits, ceremonies and annual public festivals for children, in addition to the annual planning of the social activities, holding camps of internal and external services as well as training and scouts camps. The sport activity section organizes martial sport sessions such as Karate, Taekwondo, kickboxing in addition to other collective sports such as volleyball, football and table tennis. Third - The section of artistic activity includes: Plastic Arts - Arabic Calligraphy - Artistic Workshop - Weaving Art - Youth Theatrical Ensemble - Doha Singing Ensemble - Media Section - Girls’ Section (Sonnaa Al-Hayat / Life Makers)
Barazan Youth Center The Center was established under the name (Umm Mislal Youth Center) after the promulgation of the decision № (3) issued on the 12th of February, 1994 by the Chairman of the General Authority of Youth. In 1999 the name of the center was modified into (Al-Jazeera Youth Center). Then, in 2004, the center’s name submitted a second modification and it changed into (Barazan Youth Center). The first Board of Directors was formed under the chairmanship of Sheikh Turki Bin Ahmed Bin Ali Al Thani. Al-Jamiliya Youth Center Al-Jamiliya Youth Center or the former (Alnasir Youth Center) was a cultural, sport and social institution. It was inaugurated in 1996 at Al-Jamiliya city. The reason beyond the establishment of this center was to provide services to the inhabitants of Al-Jamiliya region and its suburbs including Dokhan, Al-Ghawiriya, Al-Aturiya and many other areas. All these efforts were made in the context of propagating religious and cultural awareness as well as refining youth artistic talents and encouraging them to practice sport. Althakhira Youth Center On the 18th of June 2006, HE Secretary-General of the General Authority of Youth promulgated the decision № (16) for the year 2006, issuing the establishment of Althakhira Youth Center. It is a youth center founded thanks to the initiative of a group of Althakhira youngsters in order to create the suitable environment for verbalizing youth’s potentials in the region in youth and social fields. Sumaisma Youth Center Sumaisma Youth Center was founded the 25th of November, 2007. The center’s activities started before its official opening which took place the 23rd of June, 2008 next to the promulgation of the decision of Sheikh Saoud Bin Abdulrahman Al Thani, Secretary General of Qatar Olympic Committee (QOC). The Sumaisma Youth Center is about 45 km fare away from Doha, and it is about 12 km fare away from Al-khour city. It is serving the region of Tambouk, Al-Jaryan and their neighboring areas.

Al-Kaaban Youth Center is among the newest youth institutions which joined the Ministry of Culture, Arts and Heritage. The decision of the establishment of this institution was promulgated on the 13th of November, 2008. HE Sheikh Saoud Bin Abdulrahman Al Thani, Secretary General of Qatar Olympic Committee, inaugurated the center on Thursday 1st of January, 2009. This center is serving the inhabitants of Al-Kaaban, AlGhwiriya, EinSinan, Al-Jatheea, Al-
Ghashamiya, Fwitar, Laoub, Nouman and the nearby regions. The city of Al-Kaaban is about 65 km far away from Doha the Capital. Alkhor Girls Center Al-Khour Girls’ Center was established following the decision of the Minister of Culture Arts & Heritage N. (39) of 2010. Consequently, they will have the chance to purposefully exploit their spare time and thus, both girls and their social environment will benefit from those activities.
This center is the first of its kind in Al-Khour city which is one of Qatar biggest cities and the second capital after Doha city. Al-Khour Girl’s Center was established to take into account the rituals and the traditions which forbid girls from attending centers situated far away from their houses to practice their activities. Al-Khour Girl’s Center, as the first public center for girls in the State, is effectively contributing to the building up of Qatari girl’s personality and preparing her to be an active member in the society. It is evident throughout this division that the roles of youth institutions vary and harmonize in a splendid integral way. In fact, they tackled almost all fields and created for every single talent an outlet and a space. This wouldn’t be accomplished without the effort of a comprehensive department which adjusts the performance of the affiliated institutions and highlights the fact that “the adequate administration is the secret beyond the success of any institution”. In the coming era, the department is working on annexing new youth institutions to its organism, so that all regions in the State from the north to the south will benefit from those efforts. Qatar Cultural and Social Center for Deaf HE Sheikh Saoud Bin Khaled Al Thani, the Chairman of the General Authority of Youth promulgated the decision № (11) for the year 2005 issuing the foundation of a center for deaf -Qatar Cultural and Social Center for Deaf - on the 21st of July, 2005. The center will provide the programs and the activities for the Center’s deaf members to refine their talents and coherently build up their personalities. The establishment of the center was also meant to make deaf people profit from their leisure time and facilitate their integration in the society. Youth Creative Art Center is one of youth institutions affiliated to the Youth Centers Department in the Ministry of Culture, Arts and Heritage. This decision, issued on the 30th of December, 2004 aimed at providing the needed care and the coherent services for blinds and short-sighted. Youth Theatrical Arts Center presents an extension to a long history of support to the theatrical works of youth. The theater emerged in the State of Qatar since the fifties throughout the National Cultural Clubs. In the sixtieth, the Folklore Group for Performing Arts was formed. However, in the early seventies Qatar witnessed the real birth of theater by the foundation of the first theatrical ensemble - Qatar Theater Troup - formed in 1972. The youth theatrical works had a great impact upon the theatrical scene in Qatar since it gave birth to several young talents including directors, actors and writers. Al-Jasrah Girls Forum Mrs. Sheikha Al Mahmoud - former Minister of Education inaugurated the forum on the 15th of Ramadan corresponding to the 30th of October, 2004. The forum is related to AlJasrah Cultural and Social Club which is in turn affiliated to the Ministry of Culture, Arts and Heritage, that’s why it was named Al-Jasrah Forum. The forum introduces a set of various activities including lectures about religion or other scientific, social and cultural activities covering all Arab girls and ladies’ concerns. Those activities are held in cooperation with schools to introduce for students valuable information in the different fields. The forum organizes also special sessions such as sport activity, swimming as well as various handicrafts occupations. Qatar Association for Radio Amateurs Qatar Association for Radio Amateurs was established on the 17th of June, 1991 next to the promulgation of the decision № (2) issued by the General Authority for Youth and Sport. It was affiliated to Qatar Telecom (Qtel) and acted under its supervision. Qatar Association for Radio Amateurs was officially inaugurated on the 22nd of February, 1993. The association’s goals and tasks: Developing the hobby of radio among citizens and residents and organizing its activities according to the regulations of this field. Training the amateurs on using radios and providing the needed equipment for that purpose. Establishing humanistic relationships and worldwide friendships between amateurs in Qatar and their colleagues outside the country which would contribute in introducing Qatar and its evolution abroad. Cooperating with authorities in establishing the regulations related to the grant of radio licenses and the equipment used, within the framework of the international conventions organizing the different aspects of this hobby. Organizing local and regional competitions for radio amateurs and giving them the opportunity to participate in the international competitions held in this field. Participating in the conferences and symposia related to this hobby held in Qatar and abroad. Providing technical counseling for the members concerning the choice of equipment and antennas and assisting them in the installation process. In the association there is a library holding special magazines and books about the radio hobby. The association provides different kinds of contacts for amateurs such as the contact by means of code (Morse code) or the contact through the radio.

Qatar Club for Amateurs of Collecting Stamps and Coins The idea of creating Qatar Club for Amateurs of Collecting Stamps and Coins evolved in 1995, and then it was introduced to the General Authority for Youth and Sport. Thus, the outline and the general goals of the club establishment which was largely successful were traced. Qatar Club for Amateurs of Collecting Stamps and Coins was established on the 16th of December, 1995 and on 23rd of November, 1998 HH Sheikh Tamim Bin Hamad Al Thani inaugurated the club’s headquarter. The idea of establishing the association started when a group of photography amateurs gathered to introduce their photos of the national heritage. They decided upon generating the first Qatari group of photographic arts in the State of Qatar. This group affiliates to the Culture, Arts and Heritage Department which once was affiliated to the Ministry of Information. In 1995, Qatar Photographic Society was officially proclaimed. The association counts now 650 members of men and ladies. The association is also a member in the International Federation of Photographic Art (FIAP) and a member of American Photography Association. The association’s goals: Reviving the field of horse owning and breeding as a part of Qatar heritage and traditions and propagating those traditions among the large community of youth.
