1 Introduction The purpose of this document is to specify the RAN KPI definition as well as counters used to calculate the KPI. The original KPI definition comes from the experiences of commercial network management and radio network optimization. The KPI definition shall be updated according to the requirement from customers.
2 KPI Definition Template The template used to describer the KPI is listed as follows: z
KPI name (Clause header) This is a descriptive name of the KPI that is specified.
z
Description This sub clause contains an explanation of the KPI.
z
Measurement Scope This sub clause specifies the KPI work scope. If the scope is ‘RNC’, indicating that the KPI value shows the performance on the RAN and the associated counters can be obtained from RNC statistic directly. If the scope is ‘Cell’, indicating that the KPI value only shows the performance in a cell and the associated counters can be obtained from cell statistic.

Formula This sub clause contains a formula used to calculate the KPI. Generally the formula consists of several counters which are explained in other sub clauses.
z
Associated Counters This sub clause contains counters used in the formula. It also contains the description of the counters. Annex A provides the counter list.
z
Class This property is labeled on the KPI name. Class A means that the KPI is a basic one and must be monitored on the M2000. Class B means that the KPI is an additional one and is an optional KPI monitored on the M2000. It is useful for optimization.

5 Accessibility KPIs Accessibility is the ability of a user to obtain the requested service from the system. RRC connection and RAB setup are the main procedures of accessibility. These items can be calculated per cell and per RNC, and the RNC level KPI is calculated by aggregating all the cell counters that belong to the RNC.
5.1 Class B - IU Paging Success Ratio 5.1.1 Description This KPI can be used to evaluate the successful responses to the paging from the Core Network (CN) in one RNC. However, the lower paging success ratio does not always mean the lower paging response because paging may be occurred due to the unnecessary paging messages from the CN. Therefore, the terminal radio access success ratio and the CN’s paging strategy should be analyzed for further confirmation.

5.2 Class A - Radio Access Success Ratio 5.2.1 Description A complete call setup procedure contains the RRC connection, RAB setup, and Direct Transfer. Generally only the RRC connection and the RAB setup can be observed from RAN and it is usually assumed that no error occurs when RAN handles the direct transfer messages. That is, the authentication procedure is considered to be successfully performed.
