Step: 1 1.1 Concept of a problem: The study is concern about traffic problems, impact and effect of violation of traffic rules and regulation.

1.2: Introduction and background:

This report is all about violation of traffic rules, its disadvantages and the causes which harm us by violating the traffic laws. This report is helpful for all Pakistani people to be aware of traffic rules and avoid violating the traffic laws. The readers can know every basic cause of road accident and get an idea to prevent themselves from this mishap; it includes all the topics necessary to understand the traffic laws, rules and regulations very well and to cope up with serious situations. Traffic signs or road signs are signs erected at the side of roads to provide information to road users. With increasing speed of transport, the tendency is for countries to adopt pictorial signs or otherwise simplify and standardize signs, to facilitate international travel where language differences can create barriers and in general to reduce the risks in driving. Such pictorial signs use symbols in place of words and are usually a result of international standards. Such signs were first developed in Europe, and have been adopted by most countries to varying degrees. Traffic rules and laws are violated in Pakistan with impunity. Most of the road accidents that occur, including fatal ones, are result of traffic law violations. Even otherwise, if no accident takes place still driving on roads in Pakistan is a stressful job because most of the drivers are least bothered about observing rules (According to Pakistan Times National News). A majority of the traffic law violators are the commercial drivers. All are mostly uneducated and have no idea about traffic rules and regulations. Even educated lot, for some reasons, ignore the traffic rules by taking wrong turns, going on the wrong side and in opposite direction on double roads, driving in wrong lanes, breaking signals, usurping rights of pedestrians, bicycle and motorcycle riders.

This is mainly because of two reasons one, getting driving license in the country does not require driving skills or knowledge of traffic rules rather it requires acquaintance with the traffic police officials and guts to bribe. The second reason why traffic rules are violated is the pathetic fact that our traffic constables are absolutely powerless and most of them, if not all, are conscienceless as well, resulting that most of the time traffic violators escape penalties. Pakistan, as a third world country, is facing the world’s ninth biggest life-threatening problem, traffic accidents. About 87 per cent accidents are occurred due to the negligence of drivers that indulged in over-speeding, overloading, wrong overtaking and driving under the influence of alcohol. There are several other traffic rules violations and factors which are cause of road accidents in the country. Most vehicles use blazing headlights during the night which dazzle the driver coming from the opposite direction and this may result in a head-on collision. Zebra crossing is ignored by some drivers. They do not reduce the speed when they are close to it. People are seen using mobile phones while driving which also cause accidents.

1.3: Justification: The justification of my study rests on the following considerations; it is going to help: 

Traffic police of Pakistan to understand the causes of road accidents.



Traffic police to launch mass awareness campaign.



The people of society to be aware of this serious problem.



Especially the youth how to remain protected from the road accident.

1.4: Research objective: The objective of the present study is limited especially to the people who violate traffic rules and laws, more specifically for the teenagers who violate the traffic laws and become the cause of accident

STEP: 2 2.1: Literature review: Traffic Rules Violation is the main cause of accidents in Pakistan, especially in Karachi. All traffic runs on the left side in Pakistan. International and national license is valid for driving. All

vehicles must be insured and registered. Minimum age for driving is 18 years. Speed limit is 65 km/h at most roads and Highways and 120 km/h on Motorways. Traffic rules and laws are violated in Karachi without thinking about its worst impact on the valuable lives of people and their families. Most of the road accidents that occur, including fatal ones, are a result of traffic law violations. Driving on roads in Karachi is a very stressful and difficult job because most of the drivers are least bothered about observing rules, and that is the main cause of accidents Although there is a very well-developed network of roads and flyovers in Karachi, the drivers do not follow the traffic laws. It is observed that the majority of the people drive on the wrong way without hesitation. Neither do they care about their lives, nor anybody else’s. They do not even think about the horrible accidents which can damage and ruin everything including lives and homes. Reckless driving has become very common, no one can stop the drivers from coming from the wrong side because they start quarreling and fighting and do not even think about their mistake, a mistake which can cause lifealtering and permanent damages. A majority of the traffic law violators are the commercial drivers, underage drivers, and teenagers. Commercial drivers are uneducated and have no idea about traffic rules. Others which are educated do not bother to follow the traffic laws; they take wrong turns, drive on the wrong side. Drivers do not consider the signals as well; they have become habitual to break the signals. Pedestrians, bicycle and motorcycle riders think that traffic laws are not for them. The use of mobile phone while driving has become very common and drivers do not keep their attention on the road. Use of mobile phone during driving can cause fatal accidents, and even the ringing of these phones is very dangerous, because it can distract the driver. The traffic situation in Karachi is getting worse day by day. Traffic jams are also one of the reasons of violating traffic rules, as people in a hurry decide to choose illegal routes to reach their destination on time, rather than waiting till the traffic jam clears. Sometimes different kinds of protesters for some reasons block the roads and even bridges which create problems and hazards in traffic. This causes traffic jams and due to this situation drivers violate traffic rules. (by:Kausar Rahmati Khan)

Violations of traffic rules and lack of awareness about road safety practices especially among the public service drivers and are one of the major causes of the fatal road accidents. That’s why, besides other required steps, there is dire need of a comprehensive awareness campaign to educate road users through adopting certain precautionary measures lives of many innocent could be saved. Traffic signs identification and their meanings plus the road sense should have been developed in us as part of the school training. Unfortunately serious attention is not given to this particular area. Special awareness programs should be developed for the rural areas in order to educate the people to minimize the life loss and accidents ratio due to ignoring of traffic rules. 8. The licensing authorities take a brief test from the candidates and they are on the road. The way people drive on the roads these days, the whole procedure of issuance of driving licenses is questionable. There is not penalty points system valid in Pakistan, people are booked on traffic violations, they pay fines and they are good to drive. There should be serious penalties like suspension of license and cancellation of license in case of dangerous violations. Road fitness certificates should be issued twice a year to monitor the state of the cars to decide whether these should be allowed to be on roads or not. 9. The worst part is over speeding in the residential areas where youngsters do not slow down cars for allowing ladies and families to cross the road. Similar situation is in the shopping malls, loud music is heard in cars and people tend to move in with high speed even in the areas crowded by pedestrians. As a matter of courtesy one should slow down the speed of the car or stop it for few seconds to allow ladies and children to cross the road. 10. The sudden urge on our lower middle income class to have everything over night the Elite class enjoys, is making people to gather money by unfair means and buying big houses and Cars to get out of the complex they had been for years and in order to show their wealth you will often find them showing off and do nasty things especially driving their super saloons on the road. 11. We must learn to respect people in order to earn respect for us. It is always good to live your life by the laws of the state and by the laws of our wonderful Religion Islam. We need to have tolerance, patience and love for the fellow human beings to go for a peaceful coexistence. We seem to be busy in a rat race of having more than the people around us, the lust for wealth is taken us to nowhere except the road to destruction. It is not always the State’s responsibility to play the role of a watch dog and the Punisher; we must develop a civic sense within us to realize our responsibility as a citizen of Pakistan. 12. Over speeding on the roads, passing nasty remarks on the young females and ladies, trying confusing the female drivers on the roads with close passes with their cars or stopping the cars with sudden full breaks application does not reflect a good impression of us all as a Good Nation. There should be other ideas of enjoyment rather than teasing the females. Here a major role has to be played by the law enforcing agencies and Judiciary, we have seen 7

that people who have good links and belong to the elite class of the society, they can get away from such crimes easily and at times can get away with murder as well. 13. People of Pakistan need something to cheer about, we are already under great deal of stress with the ever rising cost of living and income resources still very limited, lack of road sense, lack of discipline, un-equal distribution of wealth, lawlessness, lack of opportunities for lower middle class, high education costs, high costs of medical treatment and top of that if we see a storm of ill mannerism on the malls and streets, it gives us no hope combined with great deal of frustration. 14. Let’s correct our ways on the individual level first and then the combined effort from all of us would give us a healthy living and stress free life. By: Nayab Sarhandi

3.1 Abstract: The study adopts survey research report method is; identification of problem, introduction and background, justification, research objectives, literature review, conceptual frame work and the report writing. In this report we does not conduct any survey and sampling process because the time constraints. 3.2: Conclusion: The report is all about violation of traffic rules, its disadvantages and the cause which harm us by violating the traffic laws. This report is helpful for all Pakistani people to be aware of traffic rules and avoid or to prevent violating the laws. 

Most of the people say that they violate the traffic rules lot of time in life.



Majority of people think that people themselves are responsible for road accidents.



Most of people think that people belong to elite class or on key posts don’t follows traffic rules.



Majority of people suggest that traffic police should launch mass awareness campaign.



Result of my study indicates that operation should launch against traffic rules violation.
