Rationale/Background 



Traffic roads may consist of pedestrian ridden or herded animals, vehicles, street’scar , and other conveyance, either singly or together, while using the public way for purpose of travel. Traffic laws are the law which govern traffic and regulate vehicles, while rules of the road are both the law and informal rules that may have developed over time to facilitate the orderly and timely flow of traffic. Organized traffic generally has well- establish priorities, lanes, right of way, and traffic control at intersections. (Child 2003)



Traffic is formally organized in many jurisdictions, with mark lanes, junction, intersection, traffic signals, or signs. Traffic is often classified by type: heavy motor vehicle (eg. Car, truck); other vehicle (eg. Moped, bicycle);and pedestrian. Different classes may share speed limit and easement, or maybe segregated. Some jurisdiction may have very detailed and complex rules of the road while others rely more on drivers’  common sense and willingness to cooperate.





Organization typically produces a better combination of travel safety and efficiency. Rules of the road are the general practice and procedures that road users are required to follow. These rules usually applied to all road users, though they are of special importance to motorist and cyclist. These rules govern interaction between vehicles and with pedestrians. The basic traffic rules are defined by an international treaty under authority of the united nation, the 1968 vienna convention and, among signatories, local variations in practice maybe found. There are also unwritten local rules of road, which are totally understood by drivers.



Research Design

The study made use of the descriptive method of research. This method is design to gather information about present existing conditions. It is considered with reasons why there are occurrences of traffic accidents, its effect in our society, the contributing factors for its existence and primarily, to identify the role of the Implementation of Traffic Ordinance in Laoag City to reduced such incidents.



Respondent of the Study

The researchers selected the Traffic Aides and enforcement of Department of Public Safety Laoag City Department who are currently active in the present year as the respondents of the study.



Statement of the Problem 

The main purpose of this study is to determine the implementation of traffic ordinance in Laoag City. Specially, this study is focused on the following questions: 1.What is the demographic profile of the respondents in term of: a)Gender b)Age c)Educational Attainment 2.What are the common cause and of traffic accident? 3.What is the current rate of traffic accident in the year of 2011-2013? 4.How do the Philippine National Police and traffic aide implement the traffic ordinance in such place particularly in Laoag City?



Summary of Findings 1.Most (94%) of Traffic Enforcers are males. 2.Most (22%) of the Traffic enforcers are in the age bracket of 25-29 years old. 3.Majority (50%) of the said Traffic Enforcers have the educational attainment of College Level only. 4.Most (78%) of traffic enforcers answered that the most common cause of traffic accidents are Human Error. 5.Most (40%) of all the recorded accidents were in the involvement of Motor Vehicles. 6.That the years with the most recorded traffic accidents were in the year 2013 with 1568 in numbers. 7.Most (88%) of the respondents answered that they are conducting Seminar. 8.Most (44%) of traffic enforcers answered that the target participants of their seminar are the Public Officers. 9.Majority (53%) traffic enforcers answered that they are conducting seminar every monthly. 10.Majority (63%) traffic enforcers answered that they are conducting Ocular Inspection.

11.That (47%) of the respondents answered that they are conducting ocular inspection every day. 12.Majority (97%) of the respondents, when asked if their department is developing in traffic management over time, answered Yes. 13. Majority (91%) answered Yes when asked if their department increased its employment for better traffic management. 14.Majority (91%) answered Yes when asked if their department increased placement of signage and equipments for better traffic management. 15.Majority (91%) answered Yes when asked if their department compares the traffic system and management of other places for better traffic management in Laoag City. 16.Majority (94%) answered Yes when asked if they want to recommend some revisions or creations of new ordinances for better traffic management. 17.Only (72%) of the respondents answered Fire Truck In Siren when asked if what vehicle will they prioritize when a Presidential Car, Ambulance and Fire Truck in Siren all meet up in a busy intersection coming from different directions at the same time.



Conclusions

The PNP-DPS department is dominated by males.



The majority of PNP-DPS traffic enforcers are in the age bracket of 25-29 years old.



That half or majority of the total traffic enforcers reached college but did not finish their course.

That they are conducting seminars monthly and their target participants are the Public Officers. That they are conducting ocular inspection every day.

That the PNP-DPS conducts comparison of traffic system and management with other places for better traffic management in Laoag City. That the respondents suggest some revisions and creation of new ordinances for better traffic management.

Not all traffic enforcers passed majority has the correct answer.

Recommendations

The researchers recommends the following based on the information that was stated in Summary of Findings and Conclusions. 1.As to the Demographic Profile 



The PNP-DPS department should employ more females in the service because the researchers believes that females are more serious than males, they are less corrupt than males and at the same time, heated arguments seldom arise when females will communicate with traffic violators. The age must be carefully consider in employing traffic enforcers, like the elderly should retire when he can’t already perform his duties, because the road is a dangerous place and many things can happen any time.

2.As to the most common causes of traffic accidents. 

That the LTO should be more strict in granting Driving License to lessen the burdens in the road that is mainly contributed by Human Error.

3.As to the traffic accident rate. 

That the LTO, PNP-DPS, DPWH, Drivers, Citizens and other concern offices and departments should harmonize in creating and following the traffic system, rules and regulations, ordinances and alike in order to lessen the occurrences of traffic accidents.

4.As to the actions in preventing accidents and implementing traffic ordinances.  That the concern offices should reach out to the general population to educated them about the traffic system, rules and regulations, ordinances and alike in order to lessen the violators and 

accidents. Also to eliminate ignorance about the use of the road.
