Reselection within same LTE frequency layer: Intra-frequency reselection based on coverage Reselection between L900, L1800 are Inter-Frequency reselection based on coverage LTE  U900/U2100/G1800: Reselection based on coverage (G900 not involved since only S1/1/1 ) U900/U2100/G1800/G900  LTE: Reselection based on priority (L1800 has higher priority than L900) 2G/3G interworking to L900 will be deleted after all L900 shutdown

Propose to set L900 to higher reselection priority than U2100 & GSM1800/900.



LTE capable UE always prefer to camp on LTE due to higher cell priority than UMTS/GSM.







UE prefer to reselect to U2100 only when LTE signal is low and UMTS signal fulfill the cell reselection triggering threshold. Only U2100 is not available and U900 is available then reselect to U900.  Absolute priority will be set for both LTE and UMTS network to facilitate cell reselection preference to LTE network.  Absolute priority ranges from 0 to 7, where 7 indicate the highest priority and 0 indicate the lowest priority.

HO within LTE same frequency: Intra-frequency handover based on coverage HO between LTE different frequency: Inter-Freq HO triggered by coverage, and by LTE cell load (MLB: Mobility Load Balance) LTE  U2100/G1800: Inter-RAT PS Redirection for PS service, CSFB by redirection for CS service (G900 not involved). Blind redirection will be adapt when U900 co-located with LTE UMTS & GSM LTE: Redirection for PS Service (fast return only co-locate with LTE), 3G to LTE service based redirection 
