INTRODUCTION The NGL/LPG Plant at Khor al Zubair (KAZ) produces Propane, Butane and Natural Gasoline, and the Um Qasr (UQ) Storage Terminal (which comprises Iraq Receiving Terminal (IRT) and Iraq Storage Terminal (IST)) provides facilities for the refrigeration/cooling and storage of these products. The Marine Terminal at UQ was constructed in the 1980s for the export of Propane, Butane and Natural Gasoline supplied from the UQ Storage Terminal. However none of these facilities at UQ were ever commissioned and they have never operated as originally designed. Instead they have been used to import pressurized LPG and Gasoline to supplement domestic production and meet domestic demand. Currently, the Propane and Butane produced at KAZ are being combined in spheres at KAZ and pumped as pressurized LPG to the Propane and Slops storage spheres at UQ Storage Terminal. However, since there currently is insufficient production of LPG to satisfy domestic demand, LPG is currently also being imported via the South Jetty at the UQ Marine Terminal. The combined pressurized LPG is then transferred to the Nassariya pumping station and then on to the Iraqi domestic market via multi-product pipeline. Iraq is also currently not self-sufficient in Gasoline, so Gasoline is imported via the North jetty at the UQ Marine Terminal and is then distributed via a truck loading system situated near the Marine Terminal. The UQ Marine Terminal consists of two main jetties (North jetty – berth 1 and South jetty – berth 2). Located approximately 500m south of the two main jetties is a service jetty which provides berthing space for tugs and other small vessels.

As part of the Iraq South Gas (ISG) Utilization Project, it is intended that these facilities at UQ shall be rehabilitated back to their original design capacity by 2016. During the rehabilitation works, import of pressurized LPG and Gasoline must be continued to satisfy the domestic market. It is therefore necessary during the rehabilitation of the North and South jetties at the Marine Terminal to provide alternative means for the import of LPG and of Gasoline in order to continue to satisfy the domestic market. The option to modify the existing Service jetty to allow for safe import of pressurized LPG on a temporary basis has been adopted, with a target milestone of 1 calendar year (365 days) from rehabilitation contract award. When improvements are made to Kor Al Zubair (KAZ) and the upstream facilities and the associated oil fields are further developed, local LPG production is expected to increase gradually. There will therefore be a point at which production will exceed the domestic market requirements; currently anticipated to be Q3 2014, when the pressurized LPG operation will switch from import to export. A plan has therefore been outlined to also modify the service jetty in order to be able to reverse the current mode of operation for importing pressurized LPG so that instead pressurized LPG can be exported as an interim “insurance” mode of operation that can be used if KAZ is capable of producing export volumes of LPG before the rehabilitation of Um Qasr has been completed. Some background information on the original design, current operations, future throughput requirements, and forecast berth utilization rates can be found in report 1000-SGI-U001-GE00-G00000AA-6480-00001-000 - Design Requirements for the Rehabilitation of Um Qasr and the Marine Terminal. 2.3 Changes and Additions BIDDER obligation is to provide a complete equipment as per specifications listed in section 3.0, such that all facilities are safe, reliable and easily maintainable and operable, based on Contract requirements, CONTRACTOR specifications and standards, site conditions and Bidder experience. Specific BIDDER equipment requirements and normal detailed design studies / options, coming out from design detail during the project progress are considered to be included in BIDDER scope of work and will not be a change order. Typical changes on BIDDER supply that may occur and are considered as “no change” are listed herebelow; if a change cannot be clearly categorised using the criteria described herein, “fair play” will be used in resolution of the issue:

AMENDMENTS AND ADDITIONAL TECHNICAL REQUIREMENT 4.1 Technical requirements a.
Nitrogen Bottles shall be designed & manufactured as per ISO 9809-1
b.
Each bottle shall have a nominal Capacity of 50 litres of equivalent water volume, 10 NM3 of Gas volume , adjusted to a service pressure of 210 bar g, Equipped with manual shutoff cylinder, Pressure indicator gauge & valves.
c.
Cylinders shall be seamless, manufactured from alloy steel (34CrMo) in accordance with ISO 9809-1. Cylinders shall be filled with industrial grade nitrogen, certificate of purity shall be provided. Purity of Nitrogen shall be Minimum 97%.
d.
Cylinder working life before it goes under re-qualification / testing shall be two (2) years minimum.
e.
Cylinders shall be dried immediately after hydrostatic testing to remove all traces of free water and shall be clean, free from rust and scale.
f.
Rack shall be welded construction. Welding shall be in accordance with AWS D1.1.
g.
Complete skid shall be provided with four (4) lifting pad eyes suitable for single point lift. A minimum lift load factor 2 shall be considered.
h.
Each Nitrogen Bottle Rack shall be designed to have arrangements for fork lifting. Arrangement shall be provided to ensure removal/ placement of eack rack without disturbing the operation of standby/ spare rack.

Each rack shall be provided with name plate manufactured from SS 316 material.Name plate shall contain following details:

The anchor bolts calculation report with foundation loads table shall be submitted to the CONTRACTOR within 30 days from order date. The allowable stresses for the support/ Anchor bolt design shall be as per following:
For Anchor Bolts: Allowable Shear Stress = 100Mpa Allowable Tensile Stress = 150Mpa For Base Plate / Foundation: Allowable Stress under Compression= 165Mpa in bending compression and 185 Mpa is bearing. 4.2 Material Vendor shall be responsible for the final material selection. Material selection for all components shall be based on the stream (industrial nitrogen) operating temperatures and pressures. Preliminary material selections have been indicated in this specification and in Nitrogen Bottle datasheets. Vendor shall verify suitability of all material selections, or propose alternative materials for CONTRACTOR/COMPANY review and approval. 4.3 Nozzle loads Piping system for package shall be designed to avoid any piping load transfer at tie-in point. 4.4 Welding All Welding Procedure, WPS’s and PQRs shall be aprroved by CONTRACTOR prior to fabrication and start welding and all the welding work shall be subject to Inspection and signing off. Welding Procedure Specifications (WPS) and supporting Procedure Qualification Records (PQR’s) shall be in accordance with AWS D1.1. Subsequent welding shall conform to the later engineering standard. 4.5 Area Classification Area classification shall be Zone 2, IIB, T2 ( HOLD). 4.6 Inspection level The Nitrogen Bottle Rack shall have an Inspection Level “I” (HOLD). 4.7 Inspection and testing documents: The Bidder shall supply the COMPANY with all the certificates (Manufacturer Data Book) in accordance with the dates and procedures specified in the order: Certificates of materials; Checks, examinations and tests specified in the contract documents and/or required by the reference codes; Construction drawing; Rubbing of name plate and/or marking. 4.8 Transportation load Transportation loads shall be calculated based on Best Engineering Practices by the Transportation Contractor and, as minimum, conform to the following:

QUALITY ASSURANCE REQUIREMENTS BIDDER shall have and shall implement a quality management system in line with ISO 9000 series Standards and in particular with: ISO 9001:2008 “Quality Management System – Requirements” The minimum Quality Assurance Requirement for Bidders to be implemented for the project and the BIDDER quality documentation to be supplied with the bid and after award of the purchase order are defined in the Doc. No. 4300-SAI-S003-ISGP-G00000-QA-6050-00001 “Quality Requirements for Suppliers, EPC Subcontractors and Construction Contractors (only for bidding phase)”, see Attachment 4.
6.0
INSPECTION AND TESTING 6.1 General Equipment shall be subject to the tests and check, before packing and shipment, according to the documents listed in the job and detailed specifications (see Attachment 4 and Data Sheet as listed in para 3.3). BIDDER shall be primarily responsible for ensuring conformance of the materials to the relevant specifications. CONTRACTOR inspection shall not relieve BIDDER of ultimate responsibility of the material conformance. The shop inspection and tests shall be in accordance to: The requirements indicated in the specification/ Design Criteria. The Mechanical Data Sheet listed in the para 3.3 of this specification. BIDDER shall provide all testing facilities and equipment to allow testing of each part of the supply. BIDDER, who is fully responsible of the supply, may perform additional test in accordance with his quality control plan. BIDDER shall be fully responsible for inspections and tests on Sub-Vendor materials. The factory tests shall be carried out by the BIDDER; CONTRACTOR and COMPANY reserves the right to send his own inspectors to witness tests to ensure that equipment are in accordance with the project specification, codes, drawings and any other document referred to in the purchase order. The presence of CONTRACTOR and/or COMPANY inspectors shall not relieve the manufacturer of his responsibilities 6.2 Description of Tests As a minimum the BIDDER shall carry out the tests in accordance with Mechanical Data Sheet. 6.3 Additional Test The CONTRACTOR reserves himself the right to order particular tests to be agreed upon.

6.4 Required Test and Inspection Certificates On final test, the BIDDER shall give the certificates to CONTRACTOR in English language and number of copies agreed in the order. 7.0
PACKING AND SHIPMENT The packing for shipment shall meet the previsions contained in the purchase order instructions and in agreement to the Specification (refer to Attachment 2). All equipment shall be adequately protected to withstand several months outdoor storage at the job site prior to installation. Packaging of spare parts shall be for long term storage, and shall be separate from the packing of main supply. The process connections shall be protected with suitable plugs in order to avoid dirty inlet during transport and erection. The BIDDER shall advise of any special transportation and storage precautions to be undertaken by the CONTRACTOR in order that the equipment guarantee remains valid.

BIDDER DRAWING AND DATA COMMITMENT All the Bidder documentation will follow the requirement indicated in Appendix 2 “Bidder Drawing and Data Commitment (SDDC) Form “. The words “Buyer” wherever used in the documents shall mean “Saipem S.p.A.”. The words “Bidder” wherever used in the documents shall mean “Successful Bidder”. Bidder document numbering system will follow the indication in the “Project Document Numbering Procedure” Doc. No. 4300-SAI-S003-ISGP-G00000-JA-6017-00001. Bidder will be responsible to incorporate Company and Contractor comments.
9.0
HSE REQUIREMENTS The safety of personnel and the preservation of the environment during all Bidder activities are of paramount importance and no equipment, procedure or operation, which would violate this principle, will be allowed. BIDDER shall consider a paramount importance to health and safety of employees and protection of environment. BIDDER shall comply with all regulations and procedures relating to health, safety and environment requirement as detailed by statutory authorities and the CONTRACTOR/ COMPANY Specifications/requirements, including the CONTRACTOR’s Project Specific HSE Plan. During the bidding phase, BIDDER shall submit all the relevant documentation/details as per the CONTRACTOR’s HSE Requirements for Subcontractors. Corporate Specification “HSE Requirements for Subcontractors (Low HSE Risk)” (Doc. No. SPC-COR-HSE-001-E); Project HSE plan ( 4300-SAI-S003-ISGP-G00000-HX-5798-00007) All reasonable precautions shall be taken for the protection of the workers and the members of public and property that might be affected by the Bidder activities.

APPENDIX 2 : PDDM BIDDER DRAWING & DATA COMMITMENT (SDDC)
INSTRUCTIONS:
1. BUYER completes the Drawing & Data Requirement Columns I thru VI with the following (I) BUYER's Drawing/Data Requirement Reference Number. (II) Description of BUYER's Requirements for SUPPLIER Drawing/Data (III) BUYER's Document Code (refer to Note 5 for more information on BUYER Document Codes (IV) Priority Code: Priority 1 = Critical for BUYER's plant design to maintain a cost optimized production schedule. HIGHEST PRIORITY DATA! Priority 2 = Required to verify compliance with specifications and authorization to proceed with SUPPLIER's fabrication. Priority 3 = Required for field installation, operation and maintenance plant data books (V) Type and Quantity = Type and number of copies of data required P = Print E = Electronic File (VI) EXPECTED SUBMITTAL time in weeks after Receipt of Order (ARO), when the BUYER expects to receive the drawings and data 2. SUPPLIER enters in Column VII (If not specified by BUYER) the PROMISED SUBMITTAL time in weeks After Receipt of Order (ARO). SUPPLIER must return the completed form to BUYER with his QUOTATION. SUPPLIER's authorized signature is required to certify his binding commitment. 3. The Due Date AT BUYER's OFFICE (Column VIII) will be entered by the BUYER at the time the P.O. is issued. The Due Date will be based on the Promised Submittal Time provided by SUPPLIER with his quotation (Column VII) and the Commitment Start Date. After P.O. award, the SUPPLIER must provide the BUYER the Drawings and Data specified on or before the Due Date 4. SUPPLIER's Transmittal Letter shall include the PROJECT NAME, CONTRACT NUMBER, PURCHASE ORDER NUMBER, BUYER's REFERENCE NUMBER (I) corresponding to SUPPLIER's drawing and data submitted (II). 5. For the turnaround period of the review and comments by BUYER, SUPPLIER shall consider the “Issue Reason” of documents (IX) as follow : (i). Documents for Company Approval [A] – Twenty-eight (28 days) calendar days for Saipem and Company comments (ii). Documents for Company Review [R] – Twenty-one (21 days) calendar days for Saipem and Company comments (iii). Documents for Company Information [I] – Seven (7) calendar days for Saipem comments Within 10 (ten) calendar days after the receipt of BUYER, comments, the SUPPLIER is requested to resubmit the documents with these comments incorporated.
