1.0

INTRODUCTION:

1.1

PURPOSE All electrical equipment installed in newly build substation is necessary to test and inspect according to the site test procedure being presented here.

1.2

OBJECTIVES To keep the contractors testing work in line with SCECO requirements, so that no equipment is left unchecked before energization.

1.3

APPLICATION Contractors and SCECO witnessing staff should follow the attached guide line for precommissioning tests so that no test is forgotten and equipment remained unchecked. The guide line specifies all kinds of site test to be performed on most of the S/S equipment meant for transmission of electrical power.

GUIDE LINE TO SITE PRE-COMMISSIONING

TESTS AT NEW SUBSTATION For newly being built Substation by Contractors under Turnkey Projects or extension to existing Network. Following Site Pre-Commissioning Tests should be performed by the Contractor regarding specified equipment as under:

TEST DESCRIPTION

Main circuit insulation Resistance Measurement by 2kV Megger or 2kV A.C.H.V. Test for one minute. Phasing check.

Visual inspection drawings.

2, 3 time ON/OFF hand operation.

c.

Trip test in each Phase by over current injection and noting the Trip time.

a.

All Ammeters and Volt Meters should be Calibrated at 20%, 50% & 100% of FSD. All C.Ts to be checked for ratio test at least. All selector switches should be checked for R, Y, B & N position and its labels. All secondary wiring to be Meggerred.

Main circuit resistance Measurement including ciucuit breakers and check against Factory test results.

b.

A.C. H.V. Test for the Main Circuit with Circuit Breaker in close position and then open position also.

c.

All Voltage transformers tobe checked for insulation resistance winding resistance, Ratio Polarity and A.C. H.V. Test at 1.5 Un at no burden. All 13.8kV panel meters like Ampere Amp MDIS, KV, MW, Mvar, Transducers e+ to be calibrated. All relevant C.Ts should be checked for Mag. curve ratio polarity.

TEST DESCRIPTION Fan Motors current to be Measured and check against rating also check wiring size suitable to carry the currents. MCBs in Cooler Control Cubical to be checked by current injection for trip test. Check oil level in main tank tap changer tank, Bushing etc. Test the oil level gauges and its alarms. Check earthing of Transformer wheel stopper, silica gel color blue etc. Check wiring size of Supply Cable of Fans Motors and Main MCBs and incoming cable. Run all Fans together and then measure current in all wires of Fan Motors and input supply cables. Check no temperature arises on the Supply Wires. Check Main MCCB in L.V. Distribution Panel is of correct rating to Supply the Transformer auxiliaries. Labelling: All auxiliary devices to be labelled as shown in relevant drawing and actual name should be written on the labels like Oil Temp. Gauge, Winding Temp. Gauge, pressure relief valve etc. All Cable should be marked R, Y, B in big letters on H.V. side and small letter on L.V. side. Name plate data should be complete and installed at Mains light visible place. Check for oil leakage, radiator valves open position, Colour of Transf. or any bending of body. Oil pockets of Thermosens of Gauges, have oil inside etc.
