MUNICIPAL DISASTER RISK REDUCTION MANAGEMENT COUNCIL STANDARD OPERATING PROCEDURESI. RATIONALE: Disasters cause irrefutable irrefutable losses in the community, loss of lives, properties and others. Disaster Risk Reduction and Management Act (DRRM Act) signed into law on May 27, 2010 otherwise known as Republic Act No. 10121 (RA 10121) designed to reduce reduce risk and answer to disasters. disasters. The law is designed to answer the weakness and enhance the capability capability to reduce the risk of every calamity. Calamity funds are now transferred as Disaster and Risk- Reduction Management Fund (DRRMF), wherein 70% of which can be used even without the declaration of State of Calamity.

II. MISSION: The Municipal Disaster Risk-Reduction Management Council shall initiate, orchestrate and supervise the conduct of immediate search and rescue operations during typhoons, floods, earthquakes, landslides, fires, epidemics and other man-made and natural disaster to attain a zero casualty or minimize unnecessary loss of lives in the Municipality.

III. PURPOSE & OBJECTIVES: A.  Purpose: 1.  2.  3.  4.  5.

B.  Objectives: 1.  To attain sustainable development atone with sensible disaster management ma nagement through community’s active and responsive participation;  2.  To mitigate disaster hazards for the overall security and welfare of general populace.  3.  To sustain active involvement of the LDRRMC including private and national sectors.   4.  To fully ensure the availability and accessibility of DRRM facilities.  5.  To promote mitigation-oriented disaster management system for the overall safety, health and livelihood of the community.

MDRRM STANDARD OPERATING PROCEDURES B. Institutional Task There shall be joint collaboration between the LDRRMO and the Department Heads of Offices in the Municipality specifically the MSWDO, MAO, Municipal Engineer, Municipal Health Offices (MHO), MPDC, MENRO, DepED, BDRRMC and the Community Disaster Volunteers in the implementation of LDRRM Plan, The LDRRMC shall actively participate in the deliberations of local policy proposals, formulation, amendment and modification pertinent to disaster prevention, mitigation and preparedness programs.

C. Monitoring and Evaluation Monitoring and evaluation is the process of gathering, filing, accessing and analyzing information for consideration of the LCE-Chairman of the LDRRMC to determine the progress of carrying out the LDRRM Plan based on the activities as scheduled. Disseminating to the public the monitoring and evaluation output enhances transparency of governance. The LDRRMO shall be chiefly responsible in carrying out monitoring and evaluation activities and shall submit a monthly, quarterly and an annual report for consideration of the LDRRM Council.

D. The LDRRM Officer The LDRRMO is tasked to work cohesively with the council’s vision to be motivated and responsive in alleviating disaster risks for the common good and security of the municipality. Likewise, the LDRRMO must be prepared at any given instant and is geared to perform prompt and quick response in times of disaster. Other duties and functions of the LDRRMO shall include: a.  To ensure immediate disaster operation and delivery of rehabilitation services by providing rapid and timely support to all committees and task units in order to attain zero casualty and minimize further disaster related damages and injuries
