Supreme Student Government Presidential and Vice Presidential Debate Rules & Format Introduction This document provides information about the rules and format of this year’s presidential and vice presidential debate. The document is primarily provided as a resource to the candidates in preparing for the debate. Debate Topics The following is a non-exhaustive list of topics expected to be covered by the moderators during this year’s debate: 

Moderators may cover additional topics as they see fit, including points from the platforms or experience of specific candidates. They may also not be able to cover some of these topics, depending on how time allows. Our goal for this debate is not necessarily for a particular candidate to “win” over the other, but rather to emphasize the differences between the candidates–whether that be differences in your positions on the issues or differences in your approach to the office–so that the students can make an informed vote. Allotted Time for Answers Each candidate will have up to 60 seconds at the beginning of the debate to make an opening statement, and an additional 60 seconds at the end of the debate to make a closing statement. 1|Page

For each question posed by the moderators, each candidate will have up to 2 minutes to respond to the question. Once all candidates have had the opportunity to respond, candidates may offer rebuttal or follow-up comments in any order for up to 30 seconds apiece as permitted by the moderators, however rebuttal may only be offered once per candidate per question. There will be an official timekeeper who shall be responsible for keeping time. The timekeeper will hold up a green poster when the candidate has 30 seconds left, a yellow poster when the candidate has 10 seconds left, and a red poster when the time has expired. However, the moderators shall be responsible for enforcing time limits, and will allow candidates to complete their thought (within a reasonable amount of time) if they go over the limit. Answering Order Prior to the beginning of the debate, candidates will draw lots to determine the order in which they will deliver their opening statements, as well as their seating arrangement in-studio. This order will then be re-used for subsequent questions, but rotated. For example, if Candidate 1 is first to deliver an opening statement, followed by 2, then 3, then 4. Then for the first question Candidate 2 will go first, and for the second question Candidate 3 will go first, and so on and so forth. The order for delivering closing statements will be the reverse of the order used for opening statements. “Party Favors” All candidates and moderators will be provided with a notepad, pen, and a bottle of water for their convenience. Other Rules and Provisions for Candidates 

There will be a professional dress code for moderators and candidates.



Candidates are asked to maintain a professional decorum during the debate, and refrain from using inappropriate language. ATV’s live broadcast does not have any tape delay.



Candidates will not be allowed to bring campaign posters, stickers, buttons, or other campaign-related props for the purpose of showing during the debate.

Presidential Questions: 1. If given the chance to win, as president you have the policy to issue or make policies for the welfare of the JNHS studentry. What will be your very first order or policy to make in your first day of service as president of the SSG? 2. Based under Article VII, Section 2, Letter G of the revised standard Constitution and ByLaws of the Supreme Student Government in Secondary Schools, one of the powers and duties of the Supreme Student Government is the participation in the crafting and formulation of the School Improvement Plans (SIPs). What priority program or project are you going to propose to the school administration? 3. How will you make sure of the transparency and accountability of all Student Government funds? 4. As noticed, one of the prevalent problems of our students here in JNHS is the minimal participation of all students in all school programs and activities? How will you increase student involvement in your administration?

Vice Presidential Questions: 1. Under Article IX Section 2 Letter C. of the revised standard Constitution and By-Laws of the Supreme Student Government in Secondary Schools, as Vice President, you will be head of the Internal Affairs Committee and conceptualize programs and projects and plan activities with the Year Level Representatives. In this connection, if elected, what will be your priority programs and projects? 2. How will you help implement the school rule on cleanliness and orderliness? 3. How will you promote the campaign of Barkada Kontra Droga under your administration?

Presidential and Vice Presidential Questions: 1. What will be your administration’s main advocacy if given the chance to win? 2. How do you view the SSG – School Administration and School Administration – SSG relationship?
