Switchgear and Controlgear A. Background

Scope and responsibilities: To establish and maintain standards on high- and low-voltage switchgear and controlgear as well as their assemblies, together with associated control and/or power equipment, measuring and signalling equipment. Subcommittees 17 A: High-voltage switchgear and controlgear 17 B: Low -voltage switchgear and controlgear 17 C: High-voltage prefabricated switchgear and controlgear assemblies 17 D: Low –voltage switchgear and controlgear assemblies Liasons Inside IEC liasons are not formally established. Environment B.1 Business environment

IEC Standardization for switchgear and controlgear worldwide has reached a level far higher than that for most other types of equipment, today. As the development of electric power systems is a key issue for less industrialized and developing countries, and as these countries to a large extent lack experienced personnel, IEC standards on switchgear and controlgear also serve as means for the transfer of knowledge and as guideline for planning. In many cases high-voltage switchgear serves as the ultimate safety device in transmission and distribution networks. This aspect has great influence on the philosophy of work of the subcommittees dealing with high-voltage equipment and substations. Also, the interaction of high-voltage switchgear with networks and loads as well as the system’s reaction to switching operations have to be taken into account. High-voltage enclosed switchgear is mainly used due to environmental constraints of various types. It has special advantages regarding safety for personnel and flexibility. Interfaces with connected equipment require collaboration with other equipment committees. Gas-insulated transmission systems (GIL) have been developed in the recent years to replace lines and cables for very high transmission energies. 2/7

Low-voltage switchgear built to IEC Standards is used mainly in industrial environments. However, possible handling by unskilled operators has to be taken into account. Therefore, increasing safety demands necessitate the development of new and the adaption of existing international standards. Low-voltage switchgear assemblies are of growing importance due to a higher degree of automation and control in buildings, construction sites, factories, offices, etc. Common to all types of switchgear are requirements for upmost reliability. This leads to high levels of testing during development and manufacture which are based on comprehensive standards for type and routine tests. The standards for the different spectra of products and applications of high-voltage and lowvoltage switchgear and controlgear address, along with the manufacturers of the equipment, mainly two groups of users: in the field of high-voltage particularly utilities, in the field of lowvoltage primarily industrial users and manufacturers of equipment into which low-voltage switchgear is integrated. While, generally speaking, the manufacturers of switchgear and controlgear are adequately represented in TC 17 and the subcommittees it would be desirable to have a more active participation from the users’ side. The evolution of switchgear and controlgear technologies, the trends toward higher degrees of automation, the integration of various additional functions into primary equipment, the changing political environments – saving of energy, deregulation, etc. – and the growth of the international trade require the maintenance of the existing as well as the development of new IEC standards on high- and low-voltage switchgear and controlgear. B.2 Market demand

Global market expansions continue to create high demands for international standards on switchgear and controlgear. Upon this background the harmonization of existing national standards through their integration into IEC is of major importance. B.3 Trends in technology and trade

No dramatic changes are foreseen in the principal technology of switchgear and controlgear. Yet, there is an ongoing evolution, particularly in the area of low-voltage towards power electronic switchgear and towards electronic control equipment. The complexity of low-voltage switchgear and switchgear assemblies will continue to grow. Integrated sensors are more and more used to control the operation of switchgear. In high-voltage switchgear electronic circuits are being incorporated for the integration of the switchgear into automated substation and network controls. Monitoring and life management aim at lowering the operatonal costs. High-voltage switchgear assemblies are installed to save space and further improve reliability. Gas-insulated transmission lines (GIL) will be an alternative to overhead lines and cables particularly to transport high amounts of energy. Political and economic constraints will reduce the safety margins, necessitate lower equipment and operational costs, and enforce development trends for higher reliability and availability. Electromagnetic imission will have to be considered very carefully due to the higher complexity of the switchgear and controlgear and the extensive application of electronic devices. B.4 Ecological environment

The nature of the primary technologies of switchgear and controlgear implies that practically all constructional elements can be recycled without limitations. There are no detrimental emissions during the switching process. Care is taken to avoid the use of toxic materials or materials which may produce toxic byproducts.

One of the extinguishing media used in high-voltage switchgear is Sulphur Hexafluoride (SF6). This gas is listed as a greenhouse gas. This is recognized by establishing very low limits for permissible leakages and requiring the use of the gas in a closed cycle. Low- and high-voltage switchgear and controlgear does not emit electromagnetic disturbances. Visual and acoustic impact is controlled closely. C. Work programme Current work

The current status of programmes of work for TC 17 and its subcommittees (projects and timescale) can be found in the updated IEC database sheets which are included in annex A of the present report. TC 17 and its subcommittees meet every 18 months (on average). Up to now, no real difficulties were experienced in recruiting WG members – apart from the fact that a more active cooperation is desired from the users’ side – and in obtaining invitations for WG, SC and TC meetings. C.2 Resources/infrastructure needed

The available resources are sufficient for the ongoing work. The administrative support is considered adequate. Liasons within IEC, to external standardization bodies, organizations of manufacturers and users, and scientific corporations are established according to the need from ongoing work. On the high-voltage side the harmonization with ANSI/IEEE standards is being started. D. Future work

As there is almost no more common ground for high- and low-voltage switchgear and controlgear, their technologies, applications, manufacturers and users, TC 17 is reconsidering its structure. The aim is to improve the efficiency of the individual product committees. Close cooperation is maintained between the high-voltage side of TC 17 and Sector Board 1. SC 17 A and 17 C continue their efforts for harmonization particularly with ANSI/IEEE standards. The existing publications are being reviewed continuously. Taking into account the necessity to transfer the knowledge established within the subcommittees, particularly within the working groups, certain application guides will be worked out. They will be issued as reports under individual IEC publication numbers. All subcommittees of TC 17 are concerned with the subject of EMC, particularly to ensure proper operation of components within the secondary and control circuits of different types of switchgear and controlgear. Based on work carried out by CIGRE on behalf of SC 17 A the testing requirements for highvoltage circuit-breakers rated below 100 kV will be reviewed. SC 17 B has accomplished to prepare the new IEC 60947 series publications concerning lowvoltage switchgear and controlgear and their maintenance. The work is continued to complete this IEC 60947 series and to prepare amendments on the existing publications for items left under consideration. SC 17 C has given high priority to the standardization of communication systems within the prefabricated high-voltage switchgear assemblies and their links to the substation protection and control. Future subjects of SC 17 D will be insulation coordination within low-voltage switchgear and

controlgear assemblies and the standardization of enclosures for such assemblies. Overlapping subjects are being and will be treated jointly by SC 17 A/C and SC 17 B/D. Consequently, these subcommittees conduct joint meetings. E. Maintenance cycle of SC 17A
