The value of f s here is at the centroid of the tension steel bars. At the bottom layer of bars, the distance from the neutral axis is one inch larger, so the stress in the bottom layer is calculated calculat ed using y = 12.33 in. instead of 11.23 in. The resulting value of f s = 14,037 psi.
