CRITERIA FOR ACCREDITATION
The followingof criteria shall be applied in the evaluation for accreditation Contractors’/Consultants’ Materials Engineers:

CRITERIA FOR ACCREDITAT ATIION
Practical Examination Practical examination shall be administered to an accredited Materials •
Engineer I at applying for upgrading to Materials Engineer Enginee r II. Office It shallinbe conducted the Bureau of Research and Standards (BRS) Quezon City or at a selected/identified selected/identified DPWH Regional Office.
DPWH Engineers and other government engineers are prohibited from taking the examination for for the accreditation of Contractors’/C Contractors’/Consultants onsultants Materials Engineers to prevent private entities from engaging the services of the former while still employed by the government.

1.0 CRITERIA FOR ACCREDITATION •

Other government engineers who were previously accredited as Contr Con tract actors ors’/ ’/ Consult Consultant ants’ s’ Ma Mate teri rial alss Engi Engine neer erss bu butt whos whose e accr accred edit itat atio ions ns were revoked per Department Order No. 60, Series of 2003 may be reinstated as Contractors’/Consultants’ Materials Engineers corresponding to their rank after separation from the government service upon their request, subject to the approval of the Secretary upon up on reco recomm mmen enda dati tion on of th the e Accr Accred edit itat atio ion n Comm Commit itte tee. e.

CONTRACTORS’/CONSULTANTS’ MATERIALS ENGINEERS 2.0 PR 2.0 PROC OCED EDUR URE E FO FOR R AC ACCR CRED EDIT ITAT ATIO ION N Upon application for accreditation, the following must be submitted to the Accreditation Committee, thru the Chief of the Quality Assurance and Hydrology Division of any DPWH Regional Office. •
Duly
accomplished application form that can be downloaded through DPWH Website (www.dpwhnet.gov.ph (www.dpwhnet.gov.ph)) or can be secured from any DPWH Regional Office. Photo copy of Professional Regulation Commission (PRC) identification card. Two (2) passport size (2” x 2”) photographs, one of which should be pasted in the application form.

2.0 PROCEDURE FOR ACCREDITATION Accreditation Examination An accreditation examination shall be administered to all

qualified applicants. Two (2) examinations per y year ear to be be held on the second Saturday of March and September will be given simultaneously in Manila, Cebu City and Davao City City.. Applicants
who applied but failed to take the examination three (3) times without valid explanation shall be barred perpetually from taking the examination.
I. CONTRACTORS’/CONSULTANTS’ MATERIALS ENGINEERS 2.0 PROCEDURE FOR ACCREDITATION •
Issuance of Certificate of Accreditation A Certificate of Accreditation Accreditation and an Accreditation I.D I.D.. will be issued to all applicants who meet the accreditation criteria. The
Certificate of Accreditation, unless revoked or suspended for cause, shall be valid for three (3) years from the date it was issued, and shall be renewed thereafter.

Accredited Materials Engineer I may be upgraded to Materials Engineer II by undergoing only a Practical Examination and not a written examination. Applicants must obtain a total score of at least 75% in the Practical Examination to qualify as Materials Engineer II. Accredited Materials Engineer I who applied for upgrading but failed failed to be upgraded to Materials Engineer II after two (2) successive attempts is barred from taking the Practical Examination for one (1) year and should take a refresher course related to Materials Quality Control.

An accredited Contractors’/Consultants’ Materials Engineer who enters the government service and wishes to be accredited as DPWH Materials Engineer may apply ffor or acc accreditation. reditation. His/her score in the written examination will be considered and he/she must undergo the practical examination. However, However, in the case of upgraded Materials Engineer II who have undergone practical examination, he/she will be automatically conferred the same rank.

I. CONTRACTORS’/CONSULTANTS’ MATERIALS ENGINEERS CRITERIA FOR THE ASSIGNMENT OF CONTRACTORS’/ 5.0 CONSULTANTS’ MATERIALS ENGINEERS Classification Materials Engineer I
Limits of Assignment - One (1) project costing not more than P150M, or - Two (2 (2)) pr projects, ojects, with an a aggregate ggregate cost of not more than P250M, or - Three (3) projects, with an aggregate cost of not more than P200M.
Materials Engineer II
- One (1) project, no cost limit, or - Two (2 (2)) pr projects, ojects, with an a aggregate ggregate cost of not more than P300M, or - Three (3) projects, with an aggregate cost of not more than P250M.
Non-accredited materials engineers may be assigned to three (3) projects, with an aggregate cost
of P15.0M or below.

The total rat rating ing shall be the sum of the ratings ratings obtained from the training and experience and the accreditation examinations. The classification of DPWH Materials Engineers shall be as follows: •The designation of DPWH Materials Engineers shall be given to those holding permanent plantilla items except except for the Project Management Office (PMO) where most of the plantilla items are contractual, with classification ranks determined as follows: Classification

II. DPWH MATERIALS ENGINEERS ACCREDITATION 2.0 CLASSIFICATION OF DPWH MATERIALS ENGINEERS •
Classification ranks of DPWH Materials Engineer I shall be upgraded to DPWH Materials Engineer II upon request of the concerned engineer and submission ofnumber his acquired additional qualification requirements such as trainings, of projects handled and number nu mber of years assigned in the projects as DPWH Materials Engineer I and the latest accreditation examination rating, (if (if any ), ), to obtain a total rating of not less than 80%.

An accredited DPWH Materials Engineer who retired or separated from from the government service shall be considered as accredited Contractors’/Consultants’ Materials Engineer corresponding to his/her classification rank upon his/her request subject for approval of the Chairman, Accreditation Committed for Materials Engineers.
