Project Specification  – Procedure for Instrument Systems SAT

1.

PURPOSE

PETRONAS intends to build a grassroots Refinery and a Petrochemical Complex by developing the Project RAPID (Refinery and Petrochemical Integrated Development) to meet both domestic and regional demands. The refinery shall process 300 000 BPSD of Basrah Light crude. This Project Specification covers the overall requirements for t he execution of the Site Acceptance Testing of Instrument Systems (called SAT in this document) which is part of Instrument Site activities. Instrument System SATs will be performed for all Instrument Control and Safety Systems installed for the PROJECT (including packaged equipment and advanced control system). These requirements shall be used as a base statement for SAT activities which will be performed during PRE-COMMISSIONING phase and shall be followed and adopted by all concerned parties (CONTRACTORS and OWNER) during engineering phase (detailed SAT procedure preparation  by VENDORS and CONTRACTORS) and during the execution phase. 2.

SCOPE OF WORK

The scope of work to be performed and services to be rendered by CONTRACTOR under the CONTRACT in relation to the realization of the PROJECT.

4.2

Order of precedence

In case of conflict between Laws, Project Specifications and Codes & Standards, the following order of precedence shall be considered: - 1.

Malaysian Laws and applicable regulatory requirements,

- 2.

Project Specifications and supplemented PTS,

- 3.

Applicable Malaysian Codes and Standards,

- 4.

Applicable International Codes and Standards.

If a Lower Level requirement is more stringent than an upper one in the above documents, a request shall be raised to OWNER for written decision before proceeding with the Design, Manufacture or Construction.

5.

SCOPE OF WORK FOR INSTRUMENT SYSTEMS SAT

5.1

General

Site Testing of Instrument systems is done in 4 Steps: 

Step I: Stand-alone Check of Each Control and Safety System (including package PLC and advance Control system)



Step II: Communication Test Between Sub-Systems and DCS (Serial Links, OPC links)



Step III: Loop Checking (Input / Output)



Step IV: Functional Test (Complex Loops, Sequences)

Step I and II are covered by this Project Specification. Steps III and IV are covered by dedicated specifications as listed in paragraph 2. 5.1.1

Step I: Stand-alone Check of each Control and Safety System Step I will ensure that each stand-alone system of the PROJECT, that is powered-up but isolated from the field instrumentation, is free of basic software errors and built software wise and hardware wise as per specifications. The main purpose is to ensure the integrity of the main components of the system after site installation. Software Configuration understood as software implementation of  parameters specific to each Input / output loop and the logic associated will only be checked during Steps III and IV. For the DCS and each control system, completion of Step I will be recorded on dedicated check sheets to be developed by CONTRACTOR with the support of related Instruments Systems Suppliers or check sheets developed by VENDOR’Ss such for MAC.

5.1.2

Step II: Communication Test between Sub-Systems and DCS Step II will check all physical connections, test the communication protocols (serial link) and redundancy between the DCS and each sub-system and check the consistency of communication tables at both sides. The full check of the exchange tables in not done at this stage but during Loop Checking. Completion of Step II for each sub-system will be recorded on dedicated check sheets to be developed by CONTRACTOR with the support of related Instruments Systems Suppliers.

5.2

Instrument System Site Acceptance Test (SAT) Activities

The following test activities are the minimum required for the SAT. However CONTRACTOR is responsible for carrying out all tests required to fully demonstrate the satisfactory performance of the equipment and additional tests may be required, which shall be described in the SAT  procedures to be issued by CONTRACTOR during Engineering Phase. All Instrument Control system installed on RAPID Project shall be subjected to a SAT. Prior to kick-off of SAT, CONTRACTOR and respective SUPPLIERS shall develop document and identify all temporary vs. final hardware/software implementations for SAT, e.g. temporary workstations, server, software forces and overrides, etc. A formal kick-off shall be held between all parties to define scope of test, identify key participants and review schedule. The SAT will be performed in various steps detailed hereafter 

5.2.1

Serial Communication (Modbus and OPC) Check (Protocol, redundancy, sample serial I/O check)

Installation Check Instrument System equipment installed in the building/control room shall be checked visually and the following points shall be verified against respective drawings and bill of material:

: Equipment is installed and fixed properly and no equipment is missing.

 b) Damage

: There is no damage visually outside/inside of the equipment

c) Indication

: Equipment Name Plate is properly installed.

Wiring Check Verify that internal Cables within the Building/Control Room are properly connected: a) Power Cables : Visually check that power cables from Power Distribution board to equipment are properly connected.  b) Earth Cables : Visually check that earth cables between Earth Cabinet and equipment are connected properly. Visually check that Main Earth Cables between Earth Cabinet and Building Earth bar is connected properly. c) System Cables : Visually check that System cables and Ethernet Cable provided by System VENDOR are connected properly. d) Others : Visually check special cables, such as Fiber Optic cables / patch cords, and Serial Communication cables are properly connected. Within the equipment, all terminals for power supply lines, which are not only main power but also internal power supply, shall be checked and tightened before power up to ensure no loose connection for power supply lines. Signal cables from field may not be necessarily 100 % connected / tested for the SAT since they will be checked during Instrument Loop Test. 5.2.3

FAT Remaining Punch Clear (Hardware) If there are some FAT remaining punches for Hardware which have to be completed before system is energized, they shall be completed and checked. VENDOR ’s FAT report shall be referred to, as well as any FAT punches, all known outstanding items should also completed. In order to track efficiently all the FAT outstanding items, they shall be transferred into the site Master Punch List database so as to be tracked and cleared in due time.

5.2.4

Power Up Once the above cold tests are completed, equipment is ready to energize. Prior to power up, VENDOR, CONTRACTOR and OWNER must confirm that all installation and inspection records have been signed and accepted and that the equipment is ready for energisation. Proper Electrical Lock out/Tag out procedure should be followed for circuit not utilized (e.g. spare circuits and equipment not ready for energisation). Energisation shall be performed as per VENDOR procedure, if any. At first, main power for equipment shall be powered up one by one from Instrument Power Distribution Board. Supply power voltage shall be measured and documented before power up to check correct power supply is available. After main power is energised, subsequent power supply within the cabinet shall be switched on one by one.

5.2.5

System Boot-up and Software Loading Once the system is energised, it will be boot up simultaneously. After boot up the system, it shall  be checked via its diagnostics and confirm its healthiness. If necessary, the latest software/configuration shall be loaded depending on the equipment.

5.2.6

System Network and Diagnostic Check and Performance Test Once all associated system equipment is started, available system equipment diagnostics shall be checked and verified for healthiness. System network, including peer to peer communication and redundancy, shall also be checked and verified. System networks are categorized as following for this project: a) Process Control Network (PCN)  b) Control System Networks (CSN) c) Plant Information Network (PIN) d) Plant Security Network (PSN) –   For Telecommunication Systems only e) Electrical Control Network (ECN) –  For Electrical Systems only Subject to the provision of Article 13 of the CONTRACT, TECHNIP hereby grant PETRONAS the copyright of this document. Following major dedicated system networks are provided as minimum, but not limited to: a) DCS PCN and CSN  b) ESD CSN (Safety Network and ESD EWS Network) c) FGS CSN (Safety Network and FGS EWS Network) d) RIO link for DCS, ESD, FGS e) PLC CSN f) IAMS CSN g) ASC CSN h) MCS CSN i) TGS CSN  j) MMS CSN k) TTLR CSN l) PIN for following systems: PIMS, ACMS, CMMS, AMADAS, LIMS, OMS, BCS, SPWM etc. m) Communication links with other systems / sub systems (Modbus and OPC) n) External Interfaces communication links (OPC) with other plants (SUMMER, PCP, RGT2, PDWT, etc.) When some error is found during SAT, System VENDOR shall verify the root cause and solve such error under his responsibility. If it is caused by construction work, System VENDOR shall identify the cause and report to CONTRACTOR. However, overall responsibility and coordination remains with CONTRACTOR. 5.2.7

Sample I/O Check Once system healthiness is confirmed, sample I/O check shall be carried out randomly. One of the  purposes to do this I/O check is to verify the system cable connection between the Field Termination Assembly and the I/O modules are correct. a) Conventional Signals

FAT Remaining Punch list clearance (Software) If there are some remaining FAT punches related to software which have to be confirmed after system is energized, they shall be implemented and checked. VENDOR ’s FAT report shall be referred to. Re-testing required as part of FAT punches should be supported and documented via the agreed to test sheets.

5.2.9

Serial Communication Check (Modbus and OPC) If there is serial communication between the different systems, communication healthiness shall be checked during SAT. This test is not the individual I/O (address) test, i.e. complete address check is  part of Loop Checking scope. For the serial communication test, both systems shall be available. If one of the systems is not available for this test, it shall be logged as an outstanding item in the SAT report and recorded in the Punch List. It will be checked when both system is ready to test. DETAILS FOR IMPLEMENTATION

6.1

SAT Organization

Instrument system SAT will be carried out with several parties including System VENDOR. General SAT organization is provided in Figure 4.1 as below.

6.2

Instrument System SAT Work Flow

MAC or other System VENDOR shall provide the system SAT procedure in which the requirements described in this specification shall be included as minimum. OWNER and CONTRACTOR will review and comment the SAT procedure prior to the commencement of SAT. When construction is completed and status is confirmed as ready for SAT, CONTRACTOR will  provide the SAT notification with SAT planned date. After completion of SAT, CONTRACTOR will provide the SAT completion certificate (SAT Check sheet), which shall be signed off by all parties, with system VENDOR ’s SAT report.

6.3

Preparation prior to SAT

6.3.1

Condition of the Instrumentation building Following building conditions shall be satisfied before start SAT: a) Each building shall be air conditioned and dust free.  b) CONTRACTOR shall demonstrate that the air conditioning provided is adequate to ensure conditions within the Vendor’s maximum temperature and humidity requirements for the equipment following energisation and a comfortable working environment for personnel working in the building.

6.3.2

Construction Construction activity listed below shall be completed before start SAT: a) Equipment Installation (Cabinet, Cable Tray, etc)  b) Power Cable Installation and Test c) Earth Cable Installation and Test d) System Cable Installation e) Heat calculations for temporary HVAC (if applicable) f) Dust control and cabinet internals thoroughly cleaned g) Permanent workstations, consoles, printers installed h) Temporary equipment installed to be documented i) Either permanent or temporary flooring erected around respective equipment

6.3.3

Fiber Optic Cable Network between Buildings SAT for each building can be executed without Fiber Optic Cables between each building and MCB. SAT items related to fiber optic network between MCBs and each FAR building shall be included in the SAT of the systems in MCB, which may be in the scope of other CONTRACTOR. SAT items related to fiber optic network between 2 buildings in the scope of the CONTRACTOR (e.g. FAR and Substation) shall be performed by the CONTRACTOR.

6.3.4

UPS Power UPS power supplies shall be available prior to SAT start.

6.3.5

Instrument System SAT Application Instrument System SAT notification shall be submitted to OWNER prior to the date of SAT per system and building/control room wise.

6.4

SAT Execution

Individual System SAT Procedure, in which the detail of SAT activities and acceptance criteria are  provided by System Vendor, shall be referred and SAT will be carried out as per approved VENDOR ’s SAT Procedure. 6.5

SAT Punch list

If there are some comments and/or punch items during SAT, they shall be listed in the SAT punch list. SAT punch list will be attached to the SAT Certificate and included in the Site Master Punch list in the relevant Sub-system. 6.6

SAT Application / Certificate Format

When SAT is ready to start, SAT Application shall be provided to OWNER in advance. When test is completed, SAT certificate shall also be provided as a record with this format including all attachments such as detail SAT report and punch list.  Note that detail SAT report will be provided by each System VENDOR and his test report shall be attached as part of this SAT completion certificate.
