This Health and Safety Plan is compiled as guidance to employees, subcontractors and others with genuine interest, as to the structure, organization and arrangements currently in place, for securing the health, safety and welfare of all personnel employed on the project and to others who may be affected by their acts or omissions. The Health and Safety Plan is a live document and is intended to reflect what is happening in  practice. The project comprises of construction of main accommodation building [6 Blocks – total 492 individual rooms with attached bathroom], central amenities building, Indoor sports facility, Staff Accommodation and external pavement. Total Total built –up aarea rea = 29,500Sqm.

 On a weekly basis, the safety committee will carry out a safety walk once a

week in all the areas of work to record their observations. The day and time will  be fixed in agreement with the Project management. The safety problems identified and action required to be taken.  The safety committee shall convene to discuss the major safety issues and  project safety performance. Every reasonable effort will be made in the elimination or control of all accidents, fire, health and occupational hazards assoc ass ocia iated ted wi with th th thee co comp mpan any’ y’ss activ activiti ities es an and d to main maintai tain n th thee he heal alth th of  employees in preventing injury and exposure of illness. Do not work on scaffolds if your physical condition is such that you feel dizzy or  unsteady. Scaffolding components shall be used for the purpose for which it was intended. Before climbing up any scaffold, clean up oil or mud build up from work boots to  prevent slipping. All scaffold platforms shall have steel tubing handrails 42" high and 21" high coupled to handrail post, and 3 %" minimum toe boards rigidly secured. Scaffolds shall be inspected daily prior to use by a designated competent person. The competent person shall fill up an inspection tag (scaff-tag) and secure it to the  point of access.

The job of riggers requires through training. The person assigned will be well acquainted with the capabilities of the crane being used, hand signals, the different functions of lifting gear, and various methods of loading. o

Rigging equipment must be constructed according to recognized standard. The safe working load (SWL) of rigging equipment is the maximum load which the equipment will be subjected to; this load will never be exceeded. Before use, all new equipment will be subjected to a proof load test by the manufacturer and certified. The safe working load (SWL) and serial number will be clearly marked on the sling and the lifting gear.

Riggers will not use lifting gear unless the safe working load is clearly visible.

Engineer Engin eer shall establish the perimeter of the site by agreement with the proponent Department. He may consult the HSE Division for assistance. The perimeter fence shall be of sound construction construction and of a design appropriate appropriate for  the intended protection of the area and property grounded. Any access paths through the proposed site shall be re-routed outside the perimeter. A suitable number of access gates shall be provided and be of sound construction. Temporary signs should be erected to route traffic in the safest manner to, from and throughout the site. All power driven construction equipment must have the ignition locked and key removed. Where this is not possible with a crane boom then the boom will be locked off in such a manner that it cannot be dropped or   blown with the wind. Supervisors must checked ladders before using to ensure that workers are not overreaching or using two hands to work. Damaged ladders will be broken up or removed from the workplace immediately. Since the duct insulation adhesive compounds are highly flammable, it should  be ensured that there is no hot work such as welding, flame cutting or grinding takes place in the vicinity. As far as possible insulation of pre-fabricated duct  pieces will be done in an isolated location. Ladders used at construction sites shall be designed for extra heavy industrial use.. All hinged ladders shall have four supporting rails or legs. Folding ladders that have a vertical extension ladder at the top step of the ladder are  prohibited. Ladders should have firm footing and provision for firm supporting. Single ladders must not be longer than 6m. Extension ladders must not be longer than 11m. Step ladders and platform ladders must not be longer than 3.5m. The Secant Piling when done with powered equipment (diesel engine driven drilling machine and crawler crane, etc.) shall be under the supervision of the supervisor / foreman or any other person authorized by the site engineer, to avoid accidental damage to underground services All emergency measures shall be taken to ensure safety in case of damage of any of the underground services during piling.

Warning Signs and Barricades 







During night works the area where there is activity and the risk is high shall be suitably  protected with appropriate barrier. The Red/White barricade tape shall be used around area to indicate danger and the  presence of potential hazard. Cone barricade supports shall be used which shall be adequately supported to avoid falling. Signs and symbols shall be visible at all times when work is being performed. A barrier gate for the vehicles movement manned by assigned security personnel shall be installed.

Crane/Hoist Signal & Flagman/Banks man 

Rules for crane and hoist signaling shall be followed by person operating or guiding cranes and hoisting machines.

  Permit to Work System 



A permit to work system is especially designed issued only by a responsible person indicating that certain test or inspection have been made, that a special precautions have  been taken, that is safe to work to proceed for a specified period on site or in the area indicated. Hot Work Permit shall be implemented. The Permit Form shall be accomplished and signed be the worker and supervisor prior to the start of welding/cutting to control the hazard in an open flame activities. Proper PPE shall be provided for the workers for all the types of welding and cutting. Suitable Fire Extinguishing Equipment shall be immediately available in the qork area and shall be maintained in a state of readiness for instant use. Oxyacetylene Welding Procedure

Blow out cylinder valve before connecting regulator, pressure regulator including their gauge should be in proper working order while in use. Release adjusting screw before opening the valve. Stand on one side of the regulator. Flash back arrestor shall be fitted on the regulator. Open the cylinder very slowly. Do not use acetylene in a free state at a pressure above 15 psi. Purge acetylene and oxygen passages individually before lighting. Light acetylene then opens the oxygen on torch. Clogged torch tip openings shall be cleaned with suitable cleaning wires, drills or other devices designed for such purpose. Torches shall be lighted by friction lighters.  Never use oil/grease or oily hand gloves on regulator, regulator, hose and apparatus and on tips that contact oxygen. Do not use oxygen as a substitute for air. Keep combustible out of your work area. Site Illuminations 





At least 50 lux minimum illumination shall be provided and maintained at night shift activities in order to prevent potential risks that might occur particularly. Site Emergency Procedure 







The purpose of this procedure is to ensure that all accidents and incidents are reported in a logical and consequent manner to give guidelines on the preparation of preliminary accidents reports and investigation reports. In the event of an accident the following action shall be taken by Amana Contracting & Steel Building Refer to the HSE Emergency Procedure attached on the Project Safety Plan Emergency contact numbers shall be displayed on prominent locations on site and site offices. ACSBC shall arrange for a suitable suitable transportation transportation facility for transportin transporting g casualties casualties to the nearest government hospital as required. ACSBC shall provide the project work site with all necessary necessary first aid clinics, equipments equipments and medicines. medicines.
