1 Purpose This Progress Measuring Procedure is intended to define the progress calculation for Suban 13, 14 & 2 Shutdown Tie Ins Provision Project ConocoPhillips Ltd.

2 Scope This procedure describes the basis concept and method to be used to calculate the progress achievement of Suban 13, 14 & 2 Shutdown Tie Ins Provision Project by PT. Shaftindo Energi.

3 Definition 3.1 Work Pack 01 – Project Management and Administration Project Management and Administration are divided into : 1.1.1 General Project Management Service 1.1.2 General Service to Company Project Management and Administration Progress is measured proportionally against Engineering, Procurement, Construction, MC and Final Acceptance Progress, typically given below :

3.2 Work Pack 02– Engineering Engineering is divided into Endorsement; HAZOP, HAZID, SIMOPS; Detail Design and Construction Engineering. 3.2.1 Endorsement Endorsement Progress become 100% when milestone Endorsement (Kick Off Meeting) is completely resolved. 3.2.2 HAZOP, HAZID, SIMOPS Progress of this point will be 100% when HAZOP,HAZID,SIMOPS Meeting is completely resolved. 3.2.3 Detailed Design and Construction Engineering The total scope of work for Detailed Design and Construction Engineering are expressed in Attachment – 3. Progress achievement is described in status of each engineering document to the following provision : a. Issued For Comment (IFC), value 20% finished, b. Issued For Approval (IFA), value 50% finished, c. Approval For Construction (AFC), value 100% finished. Generally, Engineering progress formula is defined below :

3.3 Work Pack 03 – Procurement/Fabrication Procurement and fabrication are divided into 2 part : 3.3.1

Company Supplied Material Progress of Company Supplied material become 100% if all listed material has been inspected and approved by site company representative and site contractor representative.

3.3.2

Contractor Suplied Material Progress of Contractor Supplied Material is measured based on result of join inspection by company and contractor. Company and contractor have to cross-check data of material that indicate purchase order numbers, description of item, Supplier, date of order, original promised delivery date, latest revised delivery date, name of the carrier or shipper, name of the vessel and any other information pertaining to the purchase status against delivered material. Contractor Suplied Material progress will be 100% if material acceptance letter has been approved by site company representative. Formula for Contractor Suplied Material progress calculation is given below :

3.4 Work Pack 04 – Construction Construction is divided into: 3.4.1 General Scope of work of General is all preparation works required to complete the project, including camp and office facilities. 3.4.2 Mobilization & Demobilization Scope of work of Mobilization and Demobilization is all activities to mobilize and demobilize all of its personnel and equipment, including but not limited to, heavy lifting equipment, scaffolding, any necessary auxiliary equipment, tools, machinery, consumables, bulk material, camps, etc to/from site in order to carry out the Work. 3.4.3 Detail of Construction and Installation Activities Scope of work of Construction and Installation Activities is all activities that described on Exhibit C point 04-04. Formula of Detail Construction and Installation Progress calculation (3.4.3) defined as below :

Constructability (Plan, Development & Review) Construction Temporary Camp Scope of work of Construction Temporary Camp is all activities in the development process of temporary camp during the project.

3.5 Work Pack 05 – Mechanical Completion, Commissioning and Start-up Assistance Mechanical Completion, Commissioning and Star-up Assistance are divided into : 3.5.1 Mechanical Completion (including Handover) Scope of work of Mechanical Completion is expressed as all activities for performing and completing the Mechanical Completion, including Handover, and Pre-commissioning activities as set out in the Contract. 3.5.2 Provisional Acceptance and Start-up Assistance Scope of Work of Provisional Acceptance and Start-up Assistance includes the provision of Commissioning and Start-Up Support to Company. Mechanical Completion, Commissioning and Start-up Assistance Progress calculation defined as below :

3.6 Work Pack 06 – Final Acceptance The total scope of work for Final Acceptance is expressed in terms of complete As-Built Drawings, Final Documentation, Contract Close-out Report, Support Company in obtaining SKPP Certificates, and other activities as described in the Final Acceptance Certificate. Progress of Final Acceptance become 100% if Final Acceptance Certificate approved by company.

4 Weight Factors There is two (2) kinds of weight factors that’s used for Progress Calculation : d. Local Weight Factor, used for each Workpack that shown at point 4. See Attachment 1. e. Global Weight Factor, used for final combination of Workpacks. This Weight Factors is used to get The Project Overall Prrogress. See Attachment 2.
