Leveraging 30+ years of corporate experience, I am currently providing audit / assessment services for corporations engaged in Definition-Development-Delivery-Support of hardware and software. Execution. For the first 25 years of my corporate experience, I served in and led organizations charged with Product / Service Delivery within Engineering, Product Support, Operations, Quality, and Production Control disciplines; across the entire Product Lifecycle continuum:
Functional Leadership. In 2008, I was recruited to lead Boeing’s Defense Sector Retrofit, Maintenance & Modifications and Field Services (RM&M and FS) Functional Teams. I continued to serve as the Horizontally Integrated Leadership Team (HILT) Chairman until my retirement in 2013. As such, I was a Principal Functional Chief Strategist and Portfolio Manager. I developed consensus across multiple Programs/Divisions and Accounting Business Units to define develop - lead cross-business strategic technology agreements and technology roadmaps within Boeing (including subsidiaries). These multi-million dollar architectures facilitate multi-billion dollar product and service delivery within the complex RM&M and FS businesses. I served with direct accountability for People-Processes-Tools architecture:
People: My constituency extended around the globe (approximately 6,000 members) occupying most time zones. I supported these employees by providing employee home room management (career roadmaps, employee development / training certification requirements). Processes: I was individually responsible for process documentation definition / maintenance; involving thousands of Policy (requirements), Process (compliance), and Desktop Instruction (how-to) command media writings. Tools: I led teams to define / maintain RM&M and FS tool suites. These tool suites required $1015 million annual development and sustainment budgets. Leveraging Program Management Best Practices / LEAN+ / Six Sigma / Earned Value Management methods, I was distinctly responsible for effective portfolio management. Additionally, I led various teams to assess complementary tool suites (commissioning Capability Gap Assessments).
The Capability Defined Enterprise Architecture (CDEA)-compliant strategies and tactical gap closure projects leveraged Gartner’s CDEA model. Focused on market-based affordability, I defined / deployed industry-leading these Functional architectures and affected market-competitive rates (major components included Salary, Fringe, Overhead and G&A). Co-incident to this charge, I coordinated and oversaw various Merger and Acquisition (M&A) activities. Analytical elements of this charge necessitated successfully integrating “best of breed” architectures, based on Capability Gap Assessments. The following paragraphs provide special emphasis on my broad PM professional experiences:

Market Shaping – Leveraging extensive Organizational Development (OD) experience (enriched by academic achievement), I have facilitated workshops to elucidate organizational strategic objectives, assessed gaps to success and developed tactical closure plans. Then tracked plans to success, collaborated on emergent issues, and redeployed resources in high-tempo, demanding and highly dynamic environments. I also facilitated several Value Stream Mapping activities during Accelerated Improvement Workshops; critically decomposing complicated business processes and collaboratively identifying optimization opportunities. Program Management – Leveraged Earned Value Management (EVM) techniques / tools and served in a variety of roles – including Program/Project and Control Account Manager for several large-scale projects – profitably managing budget and schedule performance – redeploying resources where necessary. Effective Risk Management via Risk and SWOT analysis cube models. Continuous improvement (across the entire complete Business Acquisition Lifecycle) was facilitated by incorporating LEAN+ and Six Sigma principles. Software-centric programs leveraged Agile and Macroscope methods – to assure efficient and complete project definition / management. These activities relied on my seasoned experience.
Endorsements – I have successfully completed Boeing’s equivalent of the following industry-recognized certifications:
Project Management Professional (PMP) Sorting, Simplifying, Sweeping, Standardizing, Self-Discipline (5S) LEAN+ / Six Sigma (Green Belt)
Earned Value Management Professional (EVMP) Total Quality Management (TQM)
Judgment – My make/Buy (balancing outsourcing / insourcing resources) decisions led directly to delivering necessary solutions within budget and on-schedule. These decisions were enabled by my great breadth of knowledge and experience. Customer accolades were shared around the Program as a result.

Operations – While serving as Site Lead and Senior Manager (leader of leaders), I oversaw several site “Stand-ups”; drafting policies / procedures, hiring and training staff, securing tools / materials, as well as negotiating facilities leaseholds and utilities services. I identified appropriate Quality Management Systems and successfully coordinated third-party ISO9000-AS9100 certifications. Audit findings were managed via a comprehensive Corrective and Preventive Management System, assuring low finding rates and high-pass rates, while minimizing recidivism. Also, effectively coordinated with various regulatory agencies (eg DoD, FAA, EASA, ATA, ASD, OSHA). Leadership – While serving in increasing levels of responsibility (from leading a dozen direct reports; to 100 mixed-level reports at multiple sites; culminating in representation of thousands of employees – world-wide), I have championed team-based (aka “participative”) organization structures. Engineering –Directly developed and led organizations to produce a variety of artifacts, such as:
Software Description Document (SDD) Test Program Set (TPS) Material and Process Specification Source Selection Specification
Contract Types – I am seasoned with definition/development/execution of a variety of contractual types:
Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) Level of Effort (LOE) Task Order Agreement (TOA) Cost Plus
Financial Acumen – Author of several responses to RFQ / RFI / RFP, including cost account estimate(s), aligned to the Federal Acquisition Regulations (FAR) Parts 12 and 15. I have amassed years of experience managing InterDivision Work Agreements, involving a great number of Accounting Business Units (both as Performing and Authorizing components).

New Business Acquisition – Serving as a proposal Principle Investigator / Capture Team Lead – throughout the various color-coded gate teams – I assisted Capture Teams to arrive at profitable outcomes (most notably the KC-46 – USAF Tanker), providing valuable capability for our nation’s peacekeeper community (involving DoD, DoJ, and DHS Customers), throughout the Business Acquisition Lifecycle:
Merger and Acquisition – I have supported several M&A activities; identifying duplicative capabilities and developing alignment plans – leveraging best-in-class capabilities from all involved organizations. Allowing the company to execute industry-leading capability sets, within market-aligned rates. I look forward to mutually exploring how my experiences can benefit your organization. Sincerely,
Fred Glover
