New IEC 61439 series Introduction

In IEC (International Electrotechnical Commission), sub-committee SC17D and their maintenance teams are responsible for IEC 60439 series and all related standards.

Since 1998 an international project group is working with a task named ”Radical restructuring and revision of IEC 60439 series”. This initiative was originated by several countries as dissatisfaction raised with the IEC 60439 series and their use.

Targets were:

© BU 3101 Low Voltage Systems June 25, 2013 | Slide 4

Align structure with IEC 60947 series

One document for general rules

One subsidiary part for each application (product standards)

New IEC 61439 series Introduction

Targets were (cont.):

A concept eliminating TTA / PTTA

Alternative methods of verifications: tests, calculations, design rules

Critical case verification

Framework for a series of standards is provided that more fully encompass the wide variety of assemblies

Existing performance requirements are clarified

Additional test house interpretations are eliminated

Equal alternative methods for testing are introduced to verify the design of assemblies

Provide as far as practical, a standard method is used for assemblies

For each type of low-voltage assembly two main standards are necessary to determine all requirements and the corresponding methods of verification: 1. this basic standard… referred to as “Part 1” in the specific standards covering the general rules 2. the specific ASSEMBLY standard… hereinafter also referred to as the relevant ASSEMBLY standard

New IEC 61439 series

The new IEC 61439-1 will be the basis for all the standard of the family 61439 (till now 6 total standard) that shall refer to it.

The overlapping period for European Community (CE 60439-1 mark) between EN60439-1 and EN61439-1 and 2 is until 2014 Within 2014 all the family 61439-x will be available

New IEC 61439 series New concepts and definitions ASSEMBLY system: (3.7.1) full range of mechanical and electrical components (enclosures, busbars, functional units, etc.), as defined by the Original Manufacturer, which can be assembled in accordance with the Original Manufacturer’s instructions in order to produce various ASSEMBLIES. Original Manufacturer: (3.10.1) organization that has carried out the original design and the associated verification of an ASSEMBLY in accordance with this standard . Typically the manufacturers, as ABB or Panel Builder, of an “ASSEMBLY system that carries out the type tests, the calculation and derivation from project rules and prepares the technical catalogue and the loose component to be assembled). Assembly Manufacturer: (3.10.2) organization taking the responsibility for the completed ASSEMBLY. Typically the panel builder, who makes the assembly work, the routine tests and apply the label (CE mark) on the complete assembly.

New IEC 61439 series New concepts and definitions Design verification (3.9.1): verification made on a sample of an ASSEMBLY or on parts of ASSEMBLIES to show that the design meets the requirements of the relevant ASSEMBLY standard Verification test (3.9.2): test made on a sample of an ASSEMBLY or on parts of ASSEMBLIES to verify that the design meets the requirements of the relevant ASSEMBLY standard.(old type test) Verification assessment (3.9.3): design verification of strict design rules or calculations applied to a sample of an ASSEMBLY or to parts of ASSEMBLIES to show that the design meets the requirements of the relevant ASSEMBLY standard. Design rule (3.9.4): specified rule for the design of an ASSEMBLY which may be applied as an alternative to a verification test

New IEC 61439 series New concepts and definitions Basic protection (3.7.8) : protection against electric shock under fault-free conditions (i.e. direct contacts). Fault protection (3.7.10): protection against electric shock under single-fault conditions (i.e. indirect contacts). Skilled person (3.7.12): person with relevant education and experience to enable him or her to perceive risks and to avoid hazards which electricity can create. Instructed person (3.7.13): person adequately advised or supervised by skilled persons to enable him or her to perceive risks and to avoid hazards electricity can create.

New IEC 61439 series New concepts and definitions The conformity with the new standard of an ASSEMBLY shall be achieved by the application of one or more of the following equivalent and alternative methods as appropriate, called “design verification”: -

verification by testing (3.9.2 made on samples in specific laboratories)

verification by calculation (3.9.3 design verification, with mathematical or software evaluations, of strict design rules on samples instead of the tests) -

verification by design rule (3.9.4 specified rule, done with tables or comparisons or physical measurements, for the design as an alternative to a test) -

Devices Selection

The calculation leads to an automatic proposal for all the devices drawn in the scheme

When more than one product is technically suitable, DOC proposes the basic one

It is possible to change the solution proposed by DOC and to lock the user choice thanks to the padlocks present in all the selection windows
