Introduction These Electrical Safety Rules are intended for the use of such employees of PDO and its contractors who may be concerned with the operation of, or work on, PDO HIGH VOLTAGE and associated associated LOW VOLTAGE VOLTAGE electrical systems. The Rules ar are e additional to the generally applicable safety requirements of the Company, specifically the Permit-to-Work System (PR1172) as operated by the Company, together with the PDO HSE Manual. The application of these Rules is mandatory. The authority for revision of these Rules rests with the Corporate Functional Discipline Head Electrical. All copies of these Rules shall shall be issued in accordance with PR-1948, ESOP ESOP 1. The Rules shall not be applied to batteries for all purposes, instrument or telecommunication circuits operating at up to 110 volts DC and AC, nor to radio frequency, or low energy high voltages as found in cathode ray tubes, radar, air-conditioning systems/plants and cathodic protection systems. However the principles of the safe working methods contained contained in subsection 5.4 of these Rules shall be followed, where practicable, when working on any LOW VOLTAGE circuits within the PDO concessions. ELECTRICAL SAFETY OPERATIONAL OPERATIONAL PROCEDURES PROCEDURES (ESOP) PR–1948 (previously titled as SP-110 SP-1 108) 8) are issued by the Cor Corpor porate ate Func Functiona tionall Discipline Discipline Head Head Electrical Electrical to suppleme supplement nt these Rules and to define policies that assist in their implementation. WORK IN A CONFINED SPACE Work in an enclosed area where where there is a possibility of concentrations of toxic, flammable or hazardous gases or where the oxygen content of the atmosphere could be reduced below 20% by volume. DUTY It is the duty of all persons, including contractors and sub-contractors employed by PDO, who work on the electrical systems within PDO areas, to make themselves thoroughly conversant with and to conduct their work in accordance with all Rules governing the operation or work they have to undertake on such systems. Furthermore, it is the duty of these persons to use any means or appliance provided by PDO for securing safety and also not willfully to do anything likely to endanger themselves themselves or others. Contravention of these Rules Rules shall constitute miscondu misconduct. ct. Any person person (whether (whether PDO or nonPDO staff ) who contravenes these Rules shall be liable to dismissal or be otherwise dealt with in accordance with Personnel Disciplinary procedures.

OBJECT CTIIONS Any person objecting on operation operational al or safety groun grounds ds to any instructions given to him regarding the operation of HV or LV APPARATUS or work on electrical equipment shall make these objections clearly known to the person issuing them. 5.4.2 An ELECTRICAL PERMIT-TO-WORK shall be issued to the CEP in charge of the work on LV APPARAT APPA RATUS US and conductor conductors s when it has been nec necessary essary to apply a CIRCUIT MAIN EART EARTH H to the ISOLAT ISOLATED ED HV winding windings s of the transformer transformer feedi feeding ng the LV windings windings and connections connections (including incoming switchboard units) or when an LV EARTH is applied to the LV switchboard busbars. When such an ELECTRICAL PERMIT-TO-WORK PERMIT-TO-WORK is issued to a CEP, CEP, he shall be accompanied by another CEP during the progress of the work. 5.4.3 Notwithstanding the requirements of Rule 5.4.1, essential testing or adjustments may be made with LV APPARATUS LIVE, provided that safe methods are used and APPROVED equipment or instruments required required for testing are proper properly ly insulated for the rated voltage of the circuit. If it is necessary for safety reasons, the CEP carrying out testing or adjustments shall wear APPROVED electrical rubber gloves. gloves. If the testing or adjustments of LV APPARATUS requires covers to be removed so that LIVE terminals, windings or connections are exposed, then suitable precautions shall be taken to prevent persons coming into accidental contact or interfering with that APPARATUS. When exposed HV conductors are not ISOLATED, the only objects to approach them or insulators supporting them, within the SAFETY DISTANCE specified in Rule 5.6.1 shall be APPROVED voltage testing devices.
(b)
When exposed HV conductors are ISOLATED but not yet proved DEAD the only objects obje cts which shal shalll app approa roach ch them or the insulators insulators supporting supporting them, within within the SAFETY DISTANCES specified in Rule 5.6.1 shall be APPROVED voltage testing devices.
5.6.4 5.6. 4 Work Work Near Live Conductors Conductors (a)
When work is to take place in the vicinity of LIVE HV conductors the AEP shall, taking into account the nature and location of the work and the tools or objects to be used, determine how the SAFETY DISTANCES specified in Rule 5.6.1 have to be maintained by the persons working.
(b)
If no ELECTRICA ELECTRICAL L PERM PERMIT-T IT-TO-WORK O-WORK or SANCTION-F SANCTION-FOR-TE OR-TEST ST is issued issued for adjacent APPARATUS, then the AEP shall issue a LIMITATION-OF-ACCESS to the CEP in charge charge of the work, specifyi specifying ng how the SAFETY DISTANCES DISTANCES from LIVE conductors shall be maintained during the course of the work.

5.7.1 When HV APPARATUS is to have an HV test voltage applied before the connections are attached that would enable it to be made LIVE from an electrical system, the AEP responsible for ap appl plyi ying ng the the HV test test volta voltage ge do does es no nott re requ quir ire e a SANC SANCTI TION ON-FO -FORR-TE TEST ST if th the e HV APPARAT APPA RATUS US does not ye yett come within the scope of the Electrical Safety Rules. 5.7.2 The AEP shall ensure that when a HV test voltage is being applied to APPARATUS, adequate precautions are taken to guard the APPARATUS to prevent DANGER. These precautions shall include:(a)
DANGER NOTICES being attached to the APPARATUS during the period the HV testing is taking place.
(b)
All APPARA APPARATUS, TUS, particularly cables, are discharged discharged to EARTH before and after the application of the HV test voltage. volt age.

The maximum number of ELECTRICAL PERMIT-TO-WORK that is allowed to be issued by one SAEP/ AEP at any one time shall be no more than 10. If more ELECTRICAL PERMIT-T PERMIT-TOOWORK are to be issued, then additional SAEP/ AEP has to be made available who shall also comply with the above rule
A SANCTION-FOR-TEST shall be agree agreed d by the CP and issued by a SAEP under whose approval thebeen testing is initiated, before any testing is carried out on any HV APPARATUS after it has once connected to and remains part of an HV system. If an ELECTRICAL PERMIT-TO-WORK has been issued on HV or LV APPARATUS, then until that ELECTRICAL PERMIT-TO-WORK is canceled, a SANCTION-FOR-TEST shall NOT be issued on that same APPARATUS. A LIMITATION-OF-ACCESS LIMITATION-OF-ACCESS shall be issued by an AEP when verbal instructions are not considered sufficient, particularly when work is to be undertaken in the close proximity of LIVE uninsulated HV or LV conductors. 6.4.1 When work on APPARATUS for which an ELECTRICAL PERMIT-TO-WORK has been issued is completed, the recipient shall sign the clearance and return the ELECTRICAL PERMIT-TOWORK to an AEP who shall shall cancel it and inform the CP. Where more than one ELECTRICAL PERMIT–TO-WORK has been issued for work on HV APPARAT APPA RATUS US associa associated ted with the same CIRCUIT MAIN EARTHS, the CP shall ensure ensure tthat hat all such suc h ELEC ELECTRICA TRICAL L PERMITS-TO PERMITS-TO-WORK -WORK have been cance cancelled lled before before the CIRCUIT CIRCUIT MAIN EARTHS are removed. A DANGER NOTICE shall also be attached to the pole at a distance from LIVE conductors conductors not less than those specified in Rule 5.6.
7.1.5 Work on Towers Towers or Structures Structures Supporting the High Voltage Voltage Conduc Conductors tors of Two Two Circuits No person shall climb above the anti-climbing guards of such towers or structures supporting the LIVE conductors of two circuits, unless he is first issued with a LIMITATION-OF-ACCESS, stating the precautions he and his WORKING PARTY shall take to avoid DANGER. An AEP shall personally personally ensure that DANGER DANGER NOTICES or APPROVED red flags are attached to all sides of the tower or structure above which, persons climbing shall be instructed not to pass. Identify the line to be worked on in an APPROVED manner at the point of work.
(b)
Where practicable ensure that the line is DEAD by checking with an APPROVED voltage testing device.
(c)
If from the point of work the conductors can be seen to be EARTHED, dispense the check with an APPROVED voltage testing device.
(d)

These portable EARTHING EARTHING leads shall be used to bond together all conductors and be connected to EARTH. An APPROVED label reading 'A.E.' shall be attached to the portable EARTHING leads.

At the point of work personally identify the circuit to be worked on, and instruct the WORKING PARTY how to obtain safe access, up the tower or structure, to the circuit's DEAD conductors. conductors.

APPENDIX F – WORKING AND AND ACCESS CLEARANCE

The Working and Access Access Clea Clearanc rances es given in the following T Ta ables of this Append Appendix ix are derived derived from the SAFETY DISTANCES 'X' (Table 1) specified in Rule 5.6.1 with the addition of 'Application Factors' suitable for the particular activity to be undertaken in the vicinity of exposed LIVE HIGH VOLTA VOLTAGE GE conductors.

Appendix F1 specifies the Working W orking and Ac Access cess Clearance Clearances s for work on overhead line poles when work work is to t o be undertaken with the conductors LIVE. (See Rule 2.3.6.4(a) and Rule 2.5.1.4).

Appendix F2 specifies the Working and Access Clearanc Clearances es for work in substations substations containing exposed LIVE HIGH VOLTAGE conductors. (See Rule 2.3.6.4(a) and Rule 2.5.5.1).

Appendix F3 specifies the Working and Access Clearances Clearances that Contractors shou should ld be using when carrying out HIGH VOLTAGE VOLTAGE LIVE LINE WORK on PDO wood pole overhead lines. (See Rule 2.6.3[x]).
IMPORTANT NOTE This Appendix has been produced and added to these Rules to give AUTHORISED ELECTRICAL PERSONS operational guidance, when they are issuing ELECTRICAL SAFETY DOCUMENTS, in the types of situations covered in appendices F1, F2 and F3. The Working and Access Clearance figures given should be used as a minimum requirement, and should be increased if practicable in all such situations.
The importance of the AUTHORISED ELECTRICAL PERSONS understanding the intention of Rule 2.3.6, and in particular Rule 2.3.6.4, is essential essential when using the Clearances given in this Appendix F.
