It is an agency through which the will of the State is formulated, expressed and carried out. It is that body of government which formulates the will of the State. A systematic study of State and the interrelationship of its elements. It views that historical events are the embodiment of social values and aspirations. It is the supreme power to command and enforce obedience to its will from the people. An act of one State to recognize the legitimacy of the government of another State. Historical events are the results of human decisions without any connection with a deity. It is that body of government which interprets and applies the provisions of the Constitution in a specific controversy. It is that body of government which executes, administers and implements the will of the State.. It characterizes history as the product of class conflict. Historical events are the product of the enlightened decisions made by the people by looking back what happened in the past in order to draw out lessons which help society to progress. History is characterized by the continuous exchanges of goods and services between and among people and societies. It refers to the inhabitants of the State. It views that in making history, the role of the people is equally important with the political leaders. It is the ability of the people to face the difficulties and obstacles that come along their social life that determines its survival or extinction. It views history as the product of the collaborative effort of God and the people. History is patterned-events that may frequently recur at some future time. The power to enact laws to promote public order and safety, health, moral, education, and general welfare. The power to hear and decide a case.
