ENCLOSURE-1 SUPPLY, TESTING AND COMMISSIONING OF MV PANELS FOR MECHANICAL SYSTEM AREA FACILITY AT ISITE CAMPUS, MARATHAHALLI, BANGALORE DETAILS OF QUANTITIES Item Particulars No. 1.0 LT PANELS Supply, Testing and Commissioning of the following Indoor type LT panel, Floor mounting type and free standing. The panel shall be of compartmentalised type single front fabricated from CRCA sheet steel.The doors shall be made with 2mm sheet and Partition with 1.6mm Sheet. The switchgear shall be manufactured as per IS 13947, 8623(part1). The enclosure protection shall be IP 52. The busbars shall be air insulated and made of electrical grade aluminium/copper complying with latest relavant standards(E91E of IS 5082) and suitable for 415 Volts, 4 wire 50 Hz system. The busbars and connections shall be suitably supported/braced with non-hygroscopic DMC/FRP/SMC supports to provide a fault withstand capacity as specified. High tensile bolts and spring washers shall be provided at all busbar joints. The busbars shall be liberally sized and shall have uniform cross section throughout, and shall be capable of carrying the rated current at 415V continuously. All bus connections, joints and taps shall be short and as straight as possible and tinned and provided with shrouded Protective releases. The detailed technical ANNEXURE-1.

Busbar chamber shall have louvers with fine mesh inside. Fire & corrosion resistant coating similar to VIPER FR1101 applied in two coats with necessary primer inside the panel and the shade shall be of Epoxy powder coated RAL 7032, Colour coding to be provided at ends for identification. The following features to be considered by Panel builder. a) All the ACBs, MCCBs shall have potential free aux NO/NC contacts for ON,OFF,TRIP b) All the MCCB shall have suitable rotory handle with facility for Pad locking & Door Interlocking. c) Incomer Breakers shall be provided with Shunt trip coil for remote tripping. For other MCCB provision shall be made to add shunt trip. d) Insulated shrouding shall be provided for live parts. e) FRLS PVC copper wires (2.5 sqmm.) shall be used for control wiring. f) CT's shall be provided with shorting terminals. g) Fire retardant DMC/SMC fillings for openings around BUSBAR:near the sectional barriers. h) Facilities in the terminals to have direct termination with aluminium cables. i) Shall have high mechanical dielectric strength. j) Door interlocking facility k) Shall have fire barriers l) Switch body shall be made of fire retardant materials/heat insulating materials. m) Shall be mountable in any position in vertical plane for operation. n) Shall be suitable for horizontal expansion in future. o) Surface treatment to panel,frame and all steel parts of the panel shall be carried out through seven tank process. p) After surface treatment panel shall be painted through powder coating process with two coats of Zinc chromate primer and two coats of powder coat paint q) All the ACBs/ MCCBs shall have Neutral links and it should brought out to respective breaker cubicle.

r) All the ACBs/ MCCBs shall have inbuilt features against earth fault, overload, short circuit protection with trip free mechanism and necessary shunt trip releases & auxiliary contacts unless otherwise specified. For the MCCBs with thermo-magnetic based releases, Earth Fault protection module alongwith necessary CTs may be considered in order to achieve Earth Fault Protection. s) Panel fabrication shall be as per revelent IS. t) Inner surface shall have fire and corrosion resistant coating similar to VIPER FR-1101 applied in two coats with necessary primer. u) The Main busbar size shall be as indicated in specification and the sub busbars shall not be less than 70% of the Main Busbar size. v) Only one MCB with rating 63A and above shall be fixed in a Compartmrent and not more than two MCBs with rating below 63A shall be fixed in a compartment. ANNEXURE-1

SPECIFICATION FOR MEADIUM VOLTAGE (MV) PANEL 1.0 SCOPE: This specification covers the technical requirements for the supply, testing and commissioning of various capacity MV panels. It may be noted that, this panel is intended for proposed Mechanical Systems Area Facility at ISITE Campus, Marathahalli, Bangalore-37. All items of requirement covered by these specifications shall be complete with all accessories and devices, which are essential for trouble free operation of equipment. The switchgear shall conform to relevant IEC/Indian standards stated elsewhere in the specification. 2.0 STANDARDS: The MV Panels specified herein, unless otherwise stated shall conform to the relevant and latest revisions of Indian standards and Indian Electricity rules. Equipment covered by these specifications shall be designed, manufactured and tested in accordance with the latest relevant standards and codes of practice, namely International ElectroTechnical Commission (IEC), British Standards (BS) or Bureau of Indian Standards (BIS), as applicable. The MV panel shall conform to respective IS specification with latest amendments: a) General requirements of circuit breakers : IS 13118 b) Current Transformers : IS 2705 c) Control panel : IS 8623 d) Moulded case circuit Breaker : IS 2516 3.0 DESIGN REQUIREMENTS: Supply, Testing and Commissioning of front operated indoor cubicle type free standing, MV distribution panels suitable for operation on 415V three phase, 4 wire, 50 HZ, AC supply system to withstand a short circuit level of 50kA rms symmetrical. The panels shall be fabricated out of 14 SWG CRCA sheet steel with necessary anti-corrosive surface treatment and shall be dust and vermin proof construction. The MV panels shall be designed for operation in high ambient temperature up to 45 deg.C and high relative humidity up to 95% and tropical atmospheric conditions. Means shall be provided to facilitate ease of inspection, cleaning and repairs. General arrangement drawings of the MV panels with all details such as the makes of Relays, CTs, PTs and all meters etc shall be submitted to the department and prior approval shall be obtained from the department before taking up the fabrication works of the panels. 4.0 CONSTRUCTIONAL REQUIREMENTS: The MV panel shall be of Metal clad, cubicle indoor, free standing type and compartment arrangement and shall have following constructional requirements. 4.1 Vertical Sections: The vertical section, which when coupled together shall form continuous dead front switch board. Each vertical section shall complete a front framed structure rolled/ folded sheet steel channel section of minimum 2 mm thickness rigidly bolted together. This structure shall house the components contributing the major weight of the equipment such as ACBs, MCCBs, main horizontal bus bars, vertical risers and other front mounted accessories. The structure shall be mounted on a rigid base frame of ISMC 100 channel. The design shall ensure that the weight of the 22 of 34

components is adequately supported without deformation or loss of alignment during transit of during operation. Suitable cable chamber housing the cable end connections, power and control cable termination shall be provided. The design shall ensure generous availability of space for ease of installation and maintenance of cabling and adequate safety for working in one vertical section without coming into accidental contact with live parts in the adjacent section. A cover plate at the top of the vertical section shall be provided with necessary ventilating arrangements. Any aperture for ventilation shall be covered with a perforated sheet having less than 1 mm diameter perforations to prevent entry of vermin. 4.2 Sheet Steel Cubicle: The sheet steel cubicle shall be designed in fully segregated multi-tier formation with Dust, the degree of protection shall be IP-52 and readily extendable on both sides by the addition of vertical sections after removal of the end covers. Single front construction (unless specifically accepted by Department otherwise) with the air circuit breaker feeder and moulded case circuit breaker feeder suitable operation from the front of the panel. Only one MCB with rating 63A and above shall be fixed in a panel Compartment and not more than two MCBs with rating below 63A shall be fixed in a panel Compartment. The MV panels shall have feeder ratings as indicated in the schedule of quantities and constructed only of materials capable of withstanding the mechanical, electrical and thermal stresses as well as the effects of humidity, which are likely to be encountered in normal services. Each switch gear shall be housed in a separate compartment. The heights of the panels shall be restricted to 2100 mm and the maximum operating height of the components shall be restricted to 1800 mm and minimum height of handle for bottom most switch shall not be less than 300 mm from finishers floor level unless otherwise specified. Each cubicle shall have hinged front access door with easy operating fasteners. All doors and covers shall be heavily gasketed to make the compartment dust tight. Each cubicle shall have a covering at the bottom to make a dust and vermin proof construction. Door hinges shall be of concealed type. The cubicle shall be minimum 2 mm thick sheet steel. Sheet steel shrouds and partitions shall be minimum 1.6 mm thickness. All sheet steel works forming the exterior of switch boards shall be smoothly finished, leveled and free from flaws. The corners shall be rounded. The apparatus and circuits in the MV panels shall be arranged as to facilitate their operation and maintenance and at the same time to ensure the necessary degree of safety. Apparatus forming part of the MV panels shall have the following minimum clearances. Between phases - 25 mm. Between phases and neutral - 25 mm. Between phases and earth - 25 mm. Between neutral and earth - 19 mm. If for any technical reason, the above clearances are not available, suitable insulation shall be provided. Clearance shall be maintained during normal service conditions. Creepage shall comply with those specified in relevant standards. All insulating materials used in the construction of the equipment shall be non-hygroscopic, duly treated to withstand the effect of high humidity, high temperature and tropical ambient service conditions. 23 of 34

Metallic / Insulated barriers shall be provided within vertical sections and between adjacent sections to ensure prevention of accidental contact with: i) Main bus bars and vertical risers during operation, inspection or maintenance of functional units and front of mounted accessories. ii) Cable terminations of one functional unit, when working on those of adjacent unit/ units. All doors / covers providing access to live power equipment / circuits shall be provided with tool or key operated fasteners to prevent unauthorized access. Provisions shall be made for permanently earthing the frames and other metal parts of the switch gear by two independent connections. All the GI strips, bolts, nuts to be used in the panel shall be of hot dip galvanized with not less than 50 micron thick zinc coating. 4.3 Metal Treatment and Finish: All steel works used in the construction of the switch boards shall have undergone a suitable rigorous metal treatment seven tank process so as to remove oxide scales and rust formation and to facilitate a durable coating of the paint on the metal surfaces and to prevent spreading of rust, even in the event of paint film being mechanically damaged. Surface treatment for the panel, frame and all steel shall be carried out through seven tank process. Panels shall be painted by powder coating (with Siemens grey) process with two coats of zinc chromate primer and two coats of powder painting. Fire and corrosion resistant coating similar to VIPER FR-1101 shall be applied inside of the panels in two coats with necessary primer. 4.4 Bus Bars: The bus bars shall be housed in non-segregated sheet steel compartments in the cubicle at convenient locations with provision for access to the bus bars from the front of the panel. The bus bar chamber and the breaker cubicle shall have inter panel fire-barriers. The bus bars shall be air insulated and made of high conductivity, electrical grade COPPER/ALUMINIUM bus bar complying with the latest relevant standards. The bus bar shall be suitably supported with non-hygroscope, High dielectric value SMC/FRP busbar supports to provide a fault withstand capacity. The neutral as well as the earth bus shall be capable of withstanding the required fault level. Large clearance and creepage distances shall be provided on the bus bar system to minimize the possibility of a fault. Fire retardant DMC/SMC filling for openings around bus bar near the sectional barriers. Shall have fire barriers at appropriate locations inside. All the bus bars shall be provided with heat shrinkable sleeves. High tensile bolts, nuts and spring washers shall be provided at all bus bar joints. The main phase bus bars shall have continuous current rating throughout the length of each power control center and the neutral bus bars shall have a continuous rating of at least 50% of the phase bus bars unless specified in the Bill of Quantities. Connections from the main bus bars to functional circuits shall be arranged and supported so as to withstand without any damage or deformation, the thermal and dynamic stresses due to short circuit currents. 5.0 CIRCUIT BREAKERS 5.1 Air Circuit Breaker: ACB shall be triple pole with separate neutral link for Incomer & feeders (Neutral link must be brought out to respective breaker cubicle). ACBs should comply with the requirements of relevant IS with latest amendments. ACB shall be electrically draw-out type with SCADA compatible RS 485 communication port. In should have inbuilt protection features against earth fault, overload, short circuit protection with trip free mechanism and necessary shunt trip releases & auxiliary contacts. a) ACB shall be manually operated, spring charged version and shall be of draw out type. Necessary interlocks shall be provided in Service /Test / Isolated position. Indications shall be provided for the following. i) Service ii) Test isolated iii) ON /Closed iv) OFF/ Open v) Spring Charged b) ACB shall have built in protection against over load, short circuit and earth fault. Necessary protective releases shall be provided in the ACB. ACB shall have control wiring provision for remote tripping of the breaker. c) The operating mechanism of ACBs shall be of robust design, with minimum number of linkages to ensure maximum reliability d) The coil voltage is likely to be 230V AC and the option shall be exercised by Department during detailed Engineering. 5.2 Moulded Case Circuit Breakers: MCCBs shall be of triple pole with separate neutral link as given in the schedule of quantities and comply with the requirements of relevant IS with latest amendments. All MCCBs shall be provided with shunt trip coil. The coil voltage is likely to be 230V AC. The option shall be exercised by Department during detailed Engineering All MCCBs shall have 2NO+2NC auxiliary contacts, factory built rotary operating mechanism as standard built in accessories. All MCCBs shall be of triple pole version with separate full rated neutral assemblies and the Neutral link must be brought out to respective breaker cubicle. The Icu rating shall be higher than or equal to that Ics rating. The operating mechanism of MCCBs shall be of robust design, with minimum number of linkages to ensure maximum reliability. 5.3 Miniature Circuit Breaker (MCB):All MCBs shall be of Triple pole + Neutral (TPN) version and mounted up on DIN rail in the respective MCB compartments. The minimum braking capacity (at 415V, AC), of all the MCBs shall be 10kA (Ics). Only one MCB with rating 63A and above shall be fixed in a Compartment and not more than two MCBs with rating below 63A shall be fixed in a compartment.

6. TERMINAL BLOCKS / LABLES/ DANGER BOARDS: Terminal blocks shall be of 500 volts grade of the stud type and it should be shrouded. Insulating barriers shall be provided between adjacent terminals. Provisions shall be made for label inscriptions. Labels shall be of anodized aluminium, with white engraving on black background. The nomenclature for engraving on the label plates shall be furnished by Department. They shall be properly secured with fasteners. Danger plates of size and descriptions as recommended in the relevant IS, shall be provided on the panels. 7. CURRENT TRANSFORMERS:The Current transformer shall comply with IS: 2705 Part-I, II and III with all latest amendments. All Current transformer supplied shall be of Dry type epoxy resin insulated. The Accuracy class of the current transformer used for metering shall be class 1 as per latest relevant Indian standards. The Current transformer shall have the required VA capacity to supply connected meters and relays without exceeding the accuracy limits. Adequate number of CTs with appropriate ratio and burdens shall be included to take care of all metering and protections envisaged in the scheme. All CT’s shall have undergone routine tests as specified in relevant standards. The secondary terminals of current transformer shall be brought out to terminals located in a chamber outside the busbar assembly. 8. PROTECTION:The Incomer ACBs & MCCBs shall be provided with SCADA compatible microprocessor based suitable releases against over load, short circuit, earth fault protection and also provided with SCADA compatible RS 485 communication port. All the MCCBs shall have inbuilt features microprocessor/thermo-magnetic based release against earth fault, overload, short circuit protection with trip free mechanism and necessary shunt trip releases & auxiliary contacts, unless otherwise specified. For the MCCBs with thermo-magnetic based releases, Earth Fault protection module along with necessary CTs may be considered in order to achieve Earth Fault Protection. Incomer MCCB shall be provided with door interlocking facility in such a way that door of the MCCB compartment cannot be opened without switching off the MCCB. Operating handle in the Incomer MCCB shall provide unambiguous indication of the positions of the MCCB clearly such as ‘OFF’, ‘ON’ and ‘Trip’. Incomer MCCB shall be provided with shunt trip coil for remote tripping. 9. METERING EQUIPMENT:All the meters are digital type shall comply with the latest edition of IEC and shall be rated for the 5A current rating of the metering current transformers. The panel mounting multi-data meter should be provided as per enclosed scheme suitable for true RMS measurement of phase and line voltage, true RMS phase and neutral current, active and reactive power, power factor, frequency, maximum current and voltage all in one module. The multi data meter shall have SCADA compactable RS485 port for MODBUS TCP/IP data communication protocol. The meter shall have facility to record events. The meter may be Schneider/Conzerv make Smart Demand Controller EM7280 or equivalent. 27 of 34

10. INDICATING EQUIPMENT:The incomer ACBs & MCCBs cubicle shall have indicating instrument of flush mounted direct reading, industrial pattern confirming to the relevant latest amended IS. Indicating lamps shall be LED type to avoid unnecessary power consumption and also for bright indication. Lamps shall be low burden type and shall be mounted as an assembly incorporating lamp holder, lens and resistor. The lamps shall be accessible from the front of the cubicle. The indicating lamps shall have the following colour requirements in each panel. Equipment “ON” -RED (e.g. circuit breaker closed) Equipment “OFF” -GREEN (e.g. circuit breaker open) Abnormal function of equipment -AMBER (e.g. circuit protection trip) 11. CONTROL WIRING:Control wiring shall be flexible stranded copper wire of minimum 2.5mm2 cross section, PVC insulated. Wiring for current transformer circuits shall be of minimum 2.5mm2 cross section copper conductor. Wiring shall be continuous between terminations with no joint and shall be neatly laid together in a suitable channel or conduit. All wiring shall be identified by numbered ferrules at each termination point. The ferrules shall be securely located to the wire so that they cannot easily be disturbed. Control connections shall be suitably grouped in each unit in a terminal block located in a terminal chamber. Each terminal blocks shall have an identification label and shall be provided with 10% spare terminals. 12. CABLE END TERMINATION BOX: Cable entries (knock out) and terminals shall be provided in the switch board to suit the number, type and size of aluminium conductor power cables including provision for future additional cable entries. Necessary numbers of terminal blocks with sufficient ways for termination of the cables shall be provided in the cable alleys. The outgoing terminals of all switchgear shall be conveniently extended up to cable alley and facilitate easy termination of all cables as indicated by Dept. after award of order. Generous size of cabling chambers shall be provided with the position of cable glands and terminals such that cables can be easily and safely terminated. Barriers or shrouds shall be provided to permit safe working at the terminals of one circuit without accidentally touching that of another live circuit. Cable risers shall be adequately supported to withstand the effects of rated short circuit currents without damage and without causing secondary faults. Facilities in the terminal box to have direct termination with aluminium cables. The cables likely to be connected are of sizes up to 3½ C x 300 sq.mm XLPE cable. As such the terminals of the ACBs & MCCBs are required to be extended inside the cable alley adequately to cater for termination of all such cables.

INSPECTION, TESTING AND COMMISSIONING 1. Test at factory prior to dispatch: The MV panels shall be tested following acceptance/routine tests as specified in the relevant latest Indian standards, before dispatch in the presence of Departmental Engineer at the works of the supplier and the test certificates shall be furnished in triplicate. The supplier shall give sufficient advance notice to the department for inspection at supplier works. i. The MV panels shall be completely assembled, wired, adjusted and tested for operation under stimulated conditions to ensure correctness of wiring and interlocking and proper functioning of all components. ii. The MV panels and components shall be subjected to standard routine tests as per applicable clauses of relevant standards. iii. All current carrying parts and wiring of power control centre shall be subjected to power frequency voltage withstanding test. Dielectric tested for 2.5 kV applied for one minute on main circuits. Subject to the clearance from Department after the satisfactory completion of the above tests at factory shall only the panel can be dispatched along with following items. The MV panel shall be supplied in properly packed conditions. After ascertaining that there is no damage to the packing, all the items shall be inspected after unpacking. It shall be ensure that the switch boards are in accordance with the requirements as described in the schedule and drawings. It shall also be ensured that all the accessories such as meters, relays, indication lamps etc. are in good condition and have not suffered any damage during transit. The unloading of switch boards along with its accessories inside the ISITE campus is in the scope of vendor. 2. Installation:The installation of the MV panels is not included in this scope of work. However, the party has to supply necessary bolts for grouting of the panels and shall furnish the drawings/templates if any required for grouting the foundation bolts, nuts etc. 3. Test at site The following test shall be conducted on the switch board at site prior to commissioning and necessary test certificates shall be submitted to the department. 1. Insulation resistance between the phases and individual phases and earth. 2. Earth continuity. 3. All protective relays and tripping mechanism shall be tested for their proper operation. 4. Operation and functionality tests. 4. Commissioning The MV panels are to be commissioned in all respects as per standard practice. MV panel shall be guaranteed for trouble free for minimum period of 12 months from the date of commissioning. Defects if any noticed during this period shall be attended by the supplier including replacement of the defective materials / equipment at free of cost.

SPECIAL TERMS AND CONDITIONS 1. This is a two part tender. Bidders are requested to submit their credentials, test certificates, un-priced “Bill of Quantities” etc in technical bid. 2. In the event of awarding the Purchase Order, detailed General Arrangement drawings for all the panels shall be submitted to the department for scrutiny and approval for fabrication. 3. The bidder shall quote for all the panels. The offer with partial quotation will not be accepted. 4. The PO will be raised to techno-commercially suitable ‘Overall Lowest (L1)’ vendor only. 5. All the security regulations must be followed inside the campus. No assistance in form of manpower or material except mentioned in specifications will be provided by department. 6. The offered equipment have to be designed, manufactured and tested as per relevant IS/IEC standards with latest amendments. 7. Equipment offered shall have Type Test Certificates from accredited laboratory as per IEC / IS / specifications. Copy of test certificates as required must be furnished in technical bid. 8. The rates shall remain firm and shall hold good for the total period from supply till handing over to Department after safe commissioning and no escalation of rates shall be entitled for any reasons thereof. 9. All test facilities required shall be provided for the tests prescribed in the schedule by the party without any additional cost at their factory as well as at site for commissioning. The tests shall be carried out in the presence of our inspection team before dispatch form their works and during commissioning of the same. 10. The work of testing and commissioning shall be done by employing qualified competent engineers / supervisors and all instructions of the department shall be strictly followed for the completion of work with good workmanship as required and as per the IE rules and regulations and other mandatory requirements. 11. Any mandatory requirement specified by the inspecting authority shall be carried out without any additional cost or as mutually agreed upon which is also a part of work. 12. The department shall reserve the right to accept / reject any part of work which is not acceptable as healthy engineering practice of carrying out such work as the case may be. In case of any failure to carry out the scope of work in time as per the instruction of department the work shall be carried out / got done by the department at the cost and risk of the agency and the entire amount with supervision charges shall be recovered from the agency. 13. The supplier shall co-ordinate with other agencies during the course of the testing and commissioning of the panel and shall provide all supervision required to guide for safe commissioning. 14. The supplier shall provide three complete sets of operation and maintenance manuals and test certificates for all items such as ACBs, MCCBs and meters etc. for the operation and maintenance purpose of the department.

SPECIFICATION FOR MEADIUM VOLTAGE APFC PANEL This specification covers requirements for supply, testing, and commissioning of Indoor type 300KVAr APFC capacitor bank for real time pf correction. 1.

General:The switchboard shall be metal clad, totally enclosed, rigid, compartmentalized design, floor mounting, air insulated, extensible cubicle type for use on medium voltage power, 3 phase 4 wire 50 Hz system. The equipment shall be designed for operation in high ambient temperature of 550C and high humidity tropical atmospheric conditions. Means shall be provided to facilitate ease of inspection, cleaning and repairs for use in installations where continuity of operation is of prime importance.  Standards:The equipment listed below shall conform to the requirements shown: IEC 60931, IS 13585 - Capacitors IS 13947-1&4, IEC 60947 - Contactors Along with all relevant standards for all other equipments as mentioned in the Annexure - I. 2.
