Setting up the Miner's Association in his ancestral land and later on officially called Salibad Minerǯs Association, Inc. in 1999, is one among his many pursuits of being a LEADER. Chosen to be the President of the Association, he never stop searching, hoping the Associationǯs goals and objectives shall be realized sooner or later. Big leap of his Leadership, is his appointment as Regional Chairman for Cordillera Administrative Region of an NGO, called BEDCO-CEDGO ( Cordillera Economic Development Governance) and Chairman for Investment and Acquisition Board of the said NGO. Then finally received the position as the Central Committee Chairman for the whole Luzon Area of the Organization and presently connected to CTD Group International Resources Corp. as Technical Consultant on Community Affairs. ß The SALIBAD MINERS ASSOCIATION, INC. was created as a result of its memberǯs concern to protect their rights and interest as mining claimants of their own ancestral land and territory. It comprises of inhabitants/tribes of the Kalinga province who discovered that indeed their land possess quite abundance of mineral resources. The Associationǯs name was adopted in 1999 in memory of the SALIBAD clan Whose land ownership is covered /embraced in the activities for search of the mineral resources since 1969 . Membership to the Association is open for every resident of the province and provinces of the Cordillera Region to offer equal opportunities to each and every member in pursuit of alleviating their standard of living. | Tabuk City is located centrally in the Cordillera Region, capital of Kalinga province, Northern Part of Luzon and features a rough mountainous terrain with still pristine forests. It is bounded on the north by the sub-province of Apayao, Cagayan and Isabela on the east, Mountain Province on the south and Abra on the west. Largely consisting of the Central Cordillera mountain ranges, the southern and northwestern portions of the region present sharp-crested mountain ranges the elevation of which varies from 3,000 to 5,000 feet above sea level and interlocking flat lands, plateaus and valleys. Toward the north- eastern portion, the mountain peaks gradually taper into rolling hills that interlock wide tracks of flat lands and flood plains along the main rivers.
| The climate of the entire Kalinga areas falls under Type III classification of the Bureau of Weather. Relatively dry season occurs from late February to the end of May. The rest of the year is generally wet. Typhoon frequently occurs from July to November. The records of the Weather Bureau reveal that the rainy season is at its peak from October to January when 50% of the annual rainfall is equally distributed. The average rainfall during this period ranges from 64.4 to 91.18 mm. The warmest months in the area are from April to July with an average temperature ranging from 27 to 31 degrees Celsius. From August, the temperature becomes gradually cooler until January when the daily average temperature is usually recorded at 17 degrees Celsius. At best the climate in this area of the country, is moderately warm and is considered mild.

Kalinga has a total population of 154,145 based on the latest census.
Ilokano is the dominant dialect spoken in the lower parts of Kalinga. There are 47 Kalinga dialects spoken in 47 tribes in Kalinga alone. Filipino and English are widely understood in all parts. There are many sub tribes in the province. The strong sense of tribal membership and filial loyalty results to occasional tribal war. The people of Kalinga are the most extensive rice farmers of the Cordillera peoples, having been blessed with some of the most suitable land for both wet and dry rice farming. Except for the Ifugaos, the Kalingas are the most extensive terrace builders in the country. The Kalingas are also skilled potters with pot making concentrated in the lower Chico River Valley. They are also excellent in basket and loom weaving and metal works?

§ LITICAL SUBDIVISI NS The province is composed of seven (7) Municipalities: Balbalan, Lubuagan, Pasil, Pinukpuk, Rizal, Tanudan, Tinglayan. And one (1) Chartered City Tabuk, in Kalinga.
Loomweaving, rattan basketry,in Lubuagan and banana chips processing in Tabuk; animal feeds prodcution in Rizal; rattan furniture in Conner and Luna; gold jewelry manufacturing and coffee preprocessing in Tabuk, also the trading center.
