1.0 INTRODUCTION This method statement provides operational guidance and methods to be adopted in carrying out Tie-in activities during shutdown for the EPC FOR KOLO CREEK TO SOKU GAS EXPORT PIPELINE Project as per the technical specification and standards applying best industrial practice and applicable technical specifications and standards.
2.0 SCOPE The scope is to define the detailed activities for the identified tie-ins during plant shutdown of SOKU Plant. This shall include the installation of connecting piping works for the shutdown.

4. RESPONSIBILITIES
CONSTRUCTION MANAGER Shall be responsible for:
The construction team by coordinating the various tie-in activities involved during construction.
The implementation of the Work Procedure and the Inspection and Test Plan during the shutdown window.
LEAD FIELD SUPERVISOR Shall be responsible for:
Managing all the resources, developing and managing procedures and processes.
Ensuring that the construction works is sufficiently supported and conducted in accordance with approved procedures, documents and drawings.
Shall report to the Construction Manager.
Shall be responsible for all raw data quality checks and coordinate with the QA/QC Inspector in the implementation of the checks as mentioned in the Inspection and Test plan (ITP).
QA/QC MANAGER Shall be responsible for:
Preparation of quality plans to ensure the required quality of WORK is attained in accordance with applicable DEPs, and project specifications.
Verification of activities to ensure shutdown work is in compliance with the procedures or method statement.
Preparation, monitoring and execution of the Quality Audit Programme.
Liaison with COMPANY representative on all matters relating to the shutdown work and the planned quality delivery.
QA/QC INSPECTOR Shall be responsible for:
Reporting to the QA/QC Manager.
Carrying out all field inspections and checking as specified in the ITP in addition to coordinating with the Company representative.

6.0 HSE REQUIREMENTS Prior to commencing the works a detailed Job Hazard Analysis shall be carried out. After all known, suspected or potential hazards and risks have been identified, the work force shall be informed of the hazard and control measures that must be put in place to eliminate or control the hazard and potential risk. All personnel involved in the shutdown activity shall receive safety training induction All personnel to be engaged in this work shall be properly mobilized and inducted. This is to enable them to appreciate the risk hazards involved in the operations. All workers shall be medically fit to work. The health, safety and environment of all personnel shall be safeguarded to avoid injuries and illness. There shall be a qualified first aider, fully equipped with first aid drugs required in the first aid administration. Dedicated site HSE officers shall man all work sites. An authorized Gas Tester shall carry out Gas Monitoring tests before any isolation work is carried out, and will then continuously monitor the work atmosphere, he shall ensure that gas monitoring records are kept. Warning signs and barriers shall be positioned around all work areas. All personnel shall wear the appropriate PPE reference Job Specific JHA. All the work force shall comply with the Contractor’s Health, Safety and Environment requirements as per the HSE plan. Only authorized personnel shall be allowed into the work area. Operation
Carry out probing for underground facilities prior to the commencement of the excavation. Excavate and expose the existing underground close drain piping. Cold cut the existing 4” portion of the pipe where the new connection is to be welded. Connect the new line and execute the field weld. Ensure that NDT is carried out as per the inspection class and in accordance with the project DEP. Ensure bolts and blind flange are properly installed and torqued to the approved values.
