MEMORANDUM OF AGREEMENT BETWEEN POLYTECHNIC UNIVERSITY OF THE PHILIPPINES (PUP) AND NATIONAL FOOD AUTHORITY (NFA) KNOW ALL MENBY THESE REPRESENTS: This Memorandum of Agreement made by and between: The Polytechnic University of the Philippines (PUP), a government institution of higher learning with principal office in, Manila represented by this agreement by in her official capacity as President, duly authorized for this purpose and hereinafter referred to as Institute; and The NATIONAL FOOD AUTHORITY (NFA) , a government agency created by virtue of Presidential Decree (PD) No. 4, as amended by PDs 1485 and 1770, with principal office at Philippine Sugar Incorporated, North Avenue, Quezon City, represented by MS. ANGELINA S. BERGONIA, D.P.A., Head of Human Resource Management, hereinafter referred to a NFA. WITNESSETH: WHEREAS, Republic Act No. 1826 otherwise known as the “National Apprentice Act”, as amended by the Presidential Decrees Nos. 173 and 442, mandated public and private institutions to participated in the development of manpower toward s the development of national economy; WHEREAS, part of the program of the Institute is to strengthen the capabilities of its students by providing top-notch On- the-Job Training with its partner institution to develop the skills highly needed by the industry; WHEREAS, there is a pressing need to match the industry’s job skills, requirements of its employees vis-à-vis the education provided to these students in the academe; WHEREAS, the Institute is committed to promote trainings in the line with the student’s field of specialization; WHEREAS, the NFA, alongside with its primary missions on food security and price stabilization of rice, also provides opportunity for college/vocational students referred by various educational institutions to undergo On-the-Job Training as part of their curriculum requirements;

WHEREAS, the NFA needs the services of OJT students, purely for official functions like clerical works and other non-sensitive office works; WHEREAS, the Institute is willing to share its experience in academic and technology disciplines to interested institutions; WHEREAS, the Institute has sought the assistance of various agencies in providing apprenticeship as required by their regular courses; WHEREAS, the NFA has accepted the offer of the Institute to assist in providing appropriate and meaningful apprenticeships to their students; WHEREAS, the parties underscore the gains earned in sharing resources, hence, they desire to enter into partnership in the development of the technical know-how of human resources.

NOW, THEREFORE, AND IN CONSIDERATION OF THE FOREGOING PREMISE, and by manual and stipulation, hereinafter set forth, the NFA and the Institute have agreed on the following terms and conditions, to wit: I. OBJECTIVES This Agreement aims to strengthen academe-industry partnership. Specifically, aims to: 1. Enhance student-trainee development through the On-the-Job Training program; 2. Build and maintain harmonious relationship through collaboration and complementation of resources; and 3. Evaluate the learning and competencies learned and practices by the student trainees. A. The NFA shall: 1. Accept student-trainees, as the need arises, and orient them about the company’s mission, vision, policies, and rules & regulations on OJT with emphasis on: a. Attendance and punctuality; b. Proper grooming, hygiene and corporate attire/school uniform (projecting image of decency, professionalism, confidence and self-discipline). c. Efficient telephoning; d. Human Relations: Observance of proper decorum in dealing with everyone in the workplace; e. Guidance and warning to students/trainees to refrain from accepting any inappropriate invitation, from any person or group, working or transacting business in NFA, regarding non-OJT related activities, which may adversely affect the safety, security and well-being of student-trainees f. Republic Act on Anti-Sexual Harassment; g. Republic Act on Anti-Smoking. h. NFA’s “Panata ng MAtuwid na Office Trainee. i. Official functions of Student-Trainees; and j. Climate change. 2. Assign student-trainees to a department which functions are related to their field of specialization. 3. Monitor sudent-trainees’ performance and inform the OJT Coordinator as to the areas where the student trainees need improvement and areas where they excel; 4. Evaluate over-all performance of the student-trainees through the instrument provided by the college as well as to make recommendations/suggestions on how the student-trainees may improve in their field of specialization; and 5. Share insights/proposals/recommendations with the institute as to how the academe can boost the relevance of its own training to meet the current needs of the industry.

B. The INSTITUTE shall: 1. Provide necessary orientation to the student-trainees regarding the OJT program, with emphasis on the following areas: a. Attendance and punctuality; b. Proper grooming, hygiene and corporate attire/school uniform (projecting image of decency, professionalism, confidence and self discipline); c. Efficient telephoning. d. Human relations: Observance of proper decorum in dealing with everyone in the workplace; e. Guidance and warning to the students/trainees to refrain from accepting any inappropriate invitation, from any person or group, working or transacting business in NFA, regarding non-OJT related activities, which may adversely affect the safety, security and wellbeing of student trainees. f. Republic Act on Anti-Sexual Harassment. g. Republic act on Anti-Smoking; and h. Official functions of student trainees; and i. Climate Change. 2. Communicate with NFA relative to the status profile and other data of student trainees atleast two weeks before OJT commences; 3. Provide evaluation instrument to the NFA as well as a brief background of student trainees assigned to then; and 4. Conduct a regular monitoring on how the student trainees perform in their assigned jobs at NFA, and their compliance with the policies and communicate the findings immediately to the concerned student-trainees. C. EFFECTIVITY This Memorandum of agreement shall take effect upon signing of the parties concerned and shall remain valid unless sooner revoked by the parties.
