1.  PURPOSE

This specification covers the requirements for chemical cleaning of Mong Dong1 thermal  power plant project.

Before a new thermal power plant is put into service the internal of tube

and pipe line should be cleaned by alkali cleaning to remove oil, grease, greas e, dirt.

2.  SCOPE OF APPLICATION

This procedure shall be applied to the chemical cleaning -

5.  RESPONSIBILITIES

5.1.  Construction Manager shall administrate and supervise for the performance of all work items described in this procedure. 5.2.  Mechanical Manager is responsible for carrying out the required works for chemical cleaning. Quality  assurance manager is responsible for the inspection and conformation for the materials and works. 5.3.  Safety Control Manager shall administrate and supervise for chemical cleaning work and checking the job site.

6.  SAFETY CONTROL

1)  General Consideration It is fully supplemented to the existing conventional acid type cleansers. It has no toxic gas  being generated, no inflammability, no vaporific, vaporific, no explosivity, and harmless to the human  being's external body. The personnel should be knowledgeable of the hazards involved and adequate safety guidelines should be made available to all al l parties involved. 2)  Safety Control A.  The cleaning area should be closed off to unauthorized personnel. B.   Necessary warning signs are posted. C.  Cleaning agents, chemical, and other all of the chemical should be transported in closed containers, drum, or tanks, etc D.  Protective clothing such as goggles, gloves, aprons, boots, helmets, etc. should be worn  by the personnel involved E.  During the chemical cleaning operation, clean running water should be available to wash away splashed hazardous chemicals. F.  All piping and equipment used for chemical cleaning should be pressure tested prior to  being used. All vents and overflows should be directed to safe locations, away from  possible contact with personnel. G. Spent chemicals should be safely disposed in accordance with the Environmental  protection Law.

7.  PRECAUTIONS

1)  Ascertain that no damage to personal could occur at alkali cleaning area. Install the safety ropes around the chemical cleaning area are a and the placard of danger or signboard 2)  Protective clothing and gloves should be worn when handling the chemicals. Eye  protection also to be provided. 3)  Communication system between conductor and operator should be arranged. 4)  The work area should be well lighted for around-the-clock operation and should be clear of obstruction. 5)  All instruments, such as orifice plates, level instruments, gauge glasses, thermo-wells, and any other instruments shall be protected from cleaning solution by any means of substitution by spool assembly, valve closure, blocking off and/or removal from the line, etc.

6) Check that all temporary piping and equipment are properly connected to the system   Hydrostatic testing should be done prior to start normal cleaning operation

AII necessary permits and/or safety documentation required to conduct the work must  be in force prior to starting. Ensure that all personnel not involved in conducting the cleaning activities are clear of the area. When conducting these activities extra vigilance, caution and precautions are required to ensure that they are achieved in a safe manner.

4)  Preparation a.  All MOV(Motor operated valve) must be ready for operation.  b.  All valve must be clearly identified and labeled l abeled after checking the correct valve position according to the valve list. c.  Vents lines must be conducted to the ground, if not definitely done so then at leat by by hoses to avoid damage to the insulation and enable proper venting. d.  All temporary valves must be installed near the t he connection point of the line to avoid dead ends. e.  After completion of the temporary piping the whole system has to be filled fi lled up and a tightness test has to be executed. f.  The internal of all control valves have to be removed and replaced by spool pieces. g.  Waste water collecting colle cting pit must be empty, empty, discharge pumps ready for operation. operat ion. h.  Sufficient light in all working area. i.  Insulation must be completed to maintain temperature during alkali cleaning.  j.  After each step is performed, additional water flushing must be performed to meet design which is agreed with alkali cleaning company. company. k.  Replace with the new gaskets on the valve & flange . l.  Remove the flow meter and place the temporary spool, if any. m.  Close the inlet/outlet valves of the control valve and open the bypass valve, if any. n.  Install the temporary instruments on the places that the measuring is required. o.  It shall be drained well using Nitrogen gas or oil free dry air.  p.  Close all root valves of permanent instruments.

5)  Water flushing a.  Before starting cleaning regulates all section valve in operation condition.  b.  Fill the Demi. Water to the circulation water tank. c.  Start the circulation pump and fill the water to the cleaning section. d.  Check the water leakage during circulation the water wa ter continuously continuously,, if and leakage is found, it should be repaired. e.  Check the water quality. If the turbidity is high or much foreign materials are existed exist ed drain all water from the condensate c ondensate & feedwater system and refill the new water. f.  After checking the all circulation system, increase the water temperature up to 70℃±5℃

 by using the heating coil in the circulation water tank. g.  Check that the normal water flow is maintained at each part. h.  After one hour circulation make the flow to reverse direction. And repeat it several times. i.  Finish the water flushing if the water quality qualit y is good turbidity (30ppm) 6)  Alkali cleaning a.  Before starting cleaning regulates all section valve in operation condition.  b.  Start the circulation water pump and fill the water to the cleaning suction. c.  Supply the heating steam to the heating coils and increase the water temperature. d.  Put the acid chemical into the system at 70 ℃ of water temperature. [ WARNING] 

  DURING THE CHEMICAL CLEANING OPERATION, CLEAN RUNNING WATER SHOULD BE AVAILABLE TO WASH AWAY SPLASHED HAZARDOUS CHEMICALS. 



  PROTECTIVE CLOTHING AND GLOVES SHOULD BE WORN WHEN HANDLING THE CHEMICALS.



  EYE PROTECTION ALSO TO BE PROVIDED.



   NECESSARY WARNING SIGNS ARE POSTED



  THE CLEANING AREA SHOULD BE CLOSED OFF TO UNAUTHOTIZED PERSONNEL. P ERSONNEL.



  TEMPORARY USED IN THE BOILER FOR THE DIESEL BLOCKS AROUND THE FIRE.



  PREVENT A FIREIN AN DIESEL TANK CAN BE A FIRE EXTINGUISHER.

e.  Maintain the water temperature 80℃±5℃. f.  During alkali cleaning check the acid and alkali concentration and pH /oil concentration at intervals of one hour by sampling g.  Make the flow to reverse and direction at interval of two hours. h.  If the alkali concentration and pH/oil concentration level are maintained constantly over three ~two times the alkali cleaning works will be finished. 7)  Drain of alkali cleaning solution After finishing the each step of alkali cleaning, the alkali cleaning solution will be drain to the temporary waste water pond through the chemical injection injecti on tank area sump.

8)  Water rinsing After finishing the drain of each section secti on completely the water rinsing works to be done same as water flushing until the pH level is maintained to 7.5~8.5. The pH value of the solution is to be kept in required level. 9)  Final water rinsing The continuous supply of demi-water is reached the PH is 7.5~8.5, circulating water inlet and outlet check the turbidity level is equal to t o the finish final water rinsing. The oil concentration in the water comes up, action levels less than 1ppm shut down Perform the following tasks.  tasks.  10)  All piping and equipment in water drained and to be ready for the inspection. inspect ion.

11)  Inspection and restoration a.  Inspection This process confirm a result of chemical cleaning. At that time we will refer to a analysis data.  b.  Visual check It shall be no oil, grease, paint in i n pipe and equipment inside. c.  Restoration Restore the all temporary piping and equipment

12)  Conservation After completion of restoration, the boiler system proper and the related piping are to filled with the Demi. Water contained by Eliminox 500ppm or charged with nitrogen gas (0.3~0.5kg /㎠)
