Summary

Development depends on the capability of leaders not only at the national level but more particularly on the local government level down to the lowest political unit of governance which is the barangay. It is then important that we look at the leadership aspect on the barangay level through the barangay captains. This is one way of assessing if barangays are playing partners of development in the Cordillera Administrative Region and the nation in general. This study was conducted to find out the leadership effectiveness of barangay captains and its implication to barangay development. The subjects of the study were the barangay captains of Baguio City, La Trinidad, Itogon, Sablan and Tuba, which are all municipalities of Benguet Province. It made use of descriptive method of research. Data were gathered through questionnaire-checklist.

There were reinforced by personnel interview and actual observations. Pearson Product Moment Correlation Coefficient and T-test were adopted as statistical tools. 8.2

Findings

The relationship between the qualifications of the barangay captains in terms of educational attainment, professional experience and length of service and their leadership effectiveness along leadership functions revealed the following: In terms of the relationship between leadership effectiveness of barangay captains along communicating and their qualifications, educational attainment and professional experience were not significantly related while the length of service is significant. As for the relationship between leadership effectiveness along coordinating and support, educational attainment and professional experience is not significant while length of service yields significant relationship. Findings also revealed that there is no significant relationship between leadership effectiveness along decision making and educational attainment and professional experience while the qualification on length of service yields a significant relationship. With regards to the relationship between leadership effectiveness and their skills in evaluation and feedback, educational attainment and professional experience was weak and not significant. Relationship with length of service, however, was significant. With regard to the relationship between leadership effectiveness of barangay captain and the support derived from the different sources, the support of other barangay officials contribute significantly to the leadership effectiveness of barangay captain along communicating, coordination and support, decision making and evaluation and feedback. The relationship between leadership effectiveness of barangay captains and support from people yields a significant relationship along the four functions. Also, there is a significant relationship between leadership effectiveness along four functions and the support of local and national government. As to the relationship between the degree of seriousness of the problems encountered and the respondents qualifications, the influence of educational attainment and length of service to the degree of seriousness of the problems encountered along project formulation is not significant but is significant in terms of professional experience. The qualification attributes of the barangay captains did not influence the degree of seriousness of problems encountered along project implementation and is also applicable along project monitoring and evaluation. 8.3

Conclusion

Educational attainment and professional experience had little effect on the leadership effectiveness of barangay captains along communication, coordinating and support, decision making and evaluation of performance and feedback. Meanwhile, the length of service as barangay leaders had significant influence on the leadership effectiveness of barangay captains along the mentioned leadership dimensions.

Support from other barangay officials, form the people of the community, and form the local and national government units significantly contribute to the leadership effectiveness of barangay captains particularly in performing their roles and functions along communication, coordinating and support, decision making and evaluation of performance and feedback. Degree of seriousness of problems encountered by barangay captains along project formulation depends on professional experience but is not influenced by educational attainment and length of service. The three attributes of qualifications namely educational attainment, professional experience and length of service do not influence the degree of seriousness of problems encountered by barangay captains along project implementation. Finally, educational attainment has significant effect on the degree of seriousness of problems encountered by barangay captains along project monitoring and evaluation; but, professional experience and length of service do not have an effect. 8.3

Recommendation

The following are the recommendations of the researcher for possible consideration: 1. Although most barangay officials possess adequate qualifications, authorities should have regular training programs like seminars and workshops for barangay captains including their secretaries and treasurers so that they will better comprehend the responsibilities and accountabilities provided for in the Local Government Code. Topics to be given during seminars and workshops for barangay captains should include how to communicate effectively; how to coordinate and give support to development projects; how to make sound decisions; and how to evaluate performance and feedback. 2. To strengthen the educational qualification of the barangay captains who did not finish their secondary education, it is encouraged that they continue their level of education by availing of the various literacy programs being offered by the Department of Education, Culture and Sports (DECS). 3. The Department of Interior Local Government (DILG) shall recommend exbarangay officials to be members of local special bodies in their own respective communities. 4. Encourage stronger support from other barangay officials/leaders and from community people. Let them know that their participation is necessary to promote commitment for every development project. 5. The support given by the local and national government units for the efficient implementation of barangay activities and projects should be sustained if not strengthened. 6. Networking should be strengthened in the local government units and other agencies to organize community efforts needed for community development projects.

7. Barangay captains should exert more effort in order to elicit full support from their constituents and the people of the community. 8. Organization of all barangay leaders among municipalities should be encouraged to develop a cohesive effort in requesting for financial and all other kinds support from national government and non-government organizations.
