Instalasi Rawat Jalan (IRJ) merupakan unit fungsional yang menangani penerimaan pasien di rumah sakit, baik yang akan berobat jalan maupun yang akan dirawat di rumah sakit. Pelayanan rekam medis rawat jalan dimulai dari tempat pendaftaran pasien sampai memperoleh dokumen rekam medis yang akan digunakan untuk mendapatkan pelayanan kesehatan. Tempat pendaftaran pasien rawat jalan mempunyai fungsi atau peran dalam pelayanan kepada pasien maupun keluarga pasien, sehingga baik buruknya mutu pelayanan rumah sakit dapat dinilai dari pelayanan yang diterima oleh pasien di tempat pendaftaran. Standar Pelayanan Minimal (SPM) adalah ketentuan tentang jenis dan mutu pelayanan dasar yang merupakan urusan wajib pemerintah yang berhak diperoleh setiap warga secara minimal. Waktu tunggu palayanan di rumah sakit di tetapkan melalui standar pelayanan minimal rumah sakit. Standar pelayanan minimal di rawat jalan berdasarkan Keputusan Menteri Kesehatan Republik Indonesia Nomor

Peneliti melakukan survei pendahuluan pada tanggal 21 Maret 2016 didapatkan informasi terkait lama waktu tunggu pasien terdapat lima titik waktu tunggu rawat jalan yaitu titik A retan waktu pasien mengambil mengambil nomor antrian hingga di layani di pendaftaran, pendaftaran, titik B waktu pelayanan di pendaftaran, pendaftaran, titik C Pemeriksaan Pemeriksaan awal perawat, titik D Waktu tunggu pemeriksaan dokter dan titik E yaitu waktu
time menunjukkan bahwa Pemeriksaan dokter (Torry dkk,2016). Hasil observasi time total rata-rata waktu tunggu pelayanan rawat jalan pada RSD kalisat adalah 164 menit , lebih besar dari Standar Pelayanan Minimal (SPM) Kemenkes Nomor 129/Menkes/SK/II/2008 yaitu kurang dari atau sama dengan 60 menit Dampak yang diakibatkan dari waktu tunggu yang lama yaitu ketidakpuasan pasien. Berdasarkan wawancara yang dilakukan kepada 15 pasien rawat jalan, 12 pasien menyatakan tidak puas karena waktu tunggu yang lama. Apabila pasien tidak merasa puas terhadap pelayanan yang diterima maka dapat mengakibatkan penurunan kunjungan pasien di rumah sakit (Sumi,2016). Kepuasan pasien juga berdampak kepada loyalitas pasien. Semakin tinggi kepuasan pasien maka semakin tinggi pula loyalitas pasien. Dan sebaliknya semakin rendah kepuasan pasien maka akan rendah pula loyalitas yang diberikan oleh pasien (juniharta,2016). Oleh karna itu sangat penting menjaga kepuasan pasien agar dapat menjaga jumlah kunjungan pasien agar tidak menurun dan dapat membuat pasien loyal kemudian berkunjung kembali. b. Tujuan
