SECTION 1 - Introduction 1.1

Purpose

This purpose of this plan is to provide all-hazards emergency response guidance for KOC first responders, management, facilities, groups, and company directorates. This plan is also the foundation or link for the subsequent implementation of site or threat specific plans or procedures listed under paragraph 1.6.

1.2

Scope

This plan applies to emergencies within KOC controlled areas, and medical emergencies in Ahmadi Township. The state fire and police services will respond to emergencies affecting KOC facilities and infrastructure that are outside KOC controlled areas, including oil rigs/wells and Ahmadi Township. If required, KOC will provide support to state fire and police when KOC resources are at risk.

Objectives 

To minimize the consequences of an emergency affecting people, the environment, KOC property and its business.



Reduce to a minimum any loss of production and/or export of natural resources and restore normality as soon as possible.



Establish an effective incident management system for the control of an emergency, with clearly defined roles and responsibilities.

Classification of Emergencies (Crisis)

Emergencies are classified according to one of the following four levels: Category 0 (Minor) Category 1 (Serious) Category 2 (Major) Category 3 (Disaster)

Small incidents that can be effectively dealt with by personnel on site. A Duty Fire officer will confirm incident is over and the site is safe. Incidents that are resolved by KOC first responder resources (fire team, ambulance, HSE, security) Significant incidents that require additional management by an incident management team and the KOC Crisis Management Team As per Cat 2 above, with additional oversight by KPC and National Authorities.

Appendix 2 provides a complete description of the four levels of classification, including the classification of emergencies by the type of hazard (threat).

Review and Update of Document

This plan must be reviewed and updated annually in accordance with HSEMS Document Control procedure KOC.GE.013. In addition the following changes will require an immediate updating of the plan: 

An organizational change in the Company that impacts on the emergency response plan, or alternatively could be at risk from an emergency event at the facility.



Significant deficiencies identified in the Emergency Response Plan as the result of exercises, drills or response to real events.

SECTION 2 - Emergency Response 2.1

General Concept

To help ensure an efficient and timely amount of resources and management oversight are brought to bear upon an emergency, the KOC response will be scaled according to the classification of the incident. Minor incidents will be generally resolved by the facility itself. In the event of a category 1-3 incident, the affected facility will isolate the hazard, security will cordon off the area and warn people, the fire team will initiate fire fighting or other mitigation measures, the ambulance team will evacuate casualties, and HSE will advise on health, safety, and environmental protection measures. Serious Incidents (category 1) will be coordinated by the OnScene Commander. Major incidents (category 2) will be managed by the KOC Crisis Management Team supported by an on-site Incident Management Team. Support service teams will also establish control centers and standby to provide support. Disaster incidents (category 3) will involve additional oversight by KPC and State authorities.
