This application should be sent to the Airport Immigration authority at least 48 hours before the time of arrival.

Passport 2.1

h) Travel document (Titre De Voyage) for refugees according to the London Convention of 1946 and the Geneva Convention of 1951, issued by any country. They must have prior permission from the immigration department and the travel document should have a valid return visa from the issuing country.

Immediately upon disembarkation, all passengers are requested to report to the immigration office.

2.2 Any person entering Kenya must hold a passport which is valid for a period of at least six months and an appropriate visa, the latter is applied and paid online through visa application portal on http://www.ecitizen.go.ke/ 2.4 2.3

A valid passport is required except for holders of;a)

Validity of Passport. The passport must be valid for a period of at least 6 months beyond the estimated duration of stay in Kenya.

Persons in transit through Kenya arriving and leaving by the same aircraft or transferring to another aircraft for a destination other than Tanzania and Uganda provided they hold confirmed onward bookings. Such persons must also have the appropriate entry facilities for the country of final destination and will not leave the transit lounge at Jomo Kenyatta International Airport, Nairobi, Moi International Airport, Mombasa and Eldoret International Airport, Eldoret. Aircraft arriving from or departing for places outside Kenya must make immigration clearance at one of the airports mentioned hereunder during the stated hours (UTC). i)

Where prior notice is required it should include particulars of date and time, the type of aircraft and nature of the load. 2.8 Visa Issuance. 2.8.1 An e-visa is issued prior to arrival to Kenya. 2.8.2

With effect from 1st September 2015 all visa applicants will be required to apply and pay visas online through visa application portal on www.ecitizen.go.ke. prior to enter Kenya. The visa will be processed and sent online to the applicant. The applicant will then be required to print out the approved visa and present it to an immigration officer at the port of entry. Additional Information. Applications for extension of a visa or a residence permit should be made at the Immigration Department.

2.10 Re-Entry permit. 2.10.1 Re-Entry permit: a)

Returning Alien Residents must hold a re-entry permit which must be obtained before departure from Kenya. Otherwise they should obtain a new re- entry visa before returning to Kenya.

Not required for Alien Residents in possession of a valid residence permit. 2.10.2 An exit permit is required when leaving the

Types of Services 4.1.1 Personal briefing and consultation for flight crew members are provided only at Nairobi Jomo Kenyatta Intl, Moi Intl. Mombasa, Eldoret Intl Nairobi Wilson, Kisumu, and Malindi. For all other aerodromes, consultation is available by telephone. 4.1.2

Limited flight documentation is normally provided for domestic flights. For international flights, the flight documentation comprises a significant weather chart, an upper wind and upper air temperature chart and the latest available aerodrome forecast for the destination and its alternate aerodromes. 4.6 Meteorological Information for Air Navigation. Meteorological procedure for air navigation is similar to those of international air navigation. When forecasts are supplied from Jomo Kenyatta, Moi, Eldoret, or Wilson Airports, they are normally prepared on ICAO Model TA or TB and SWL. At other aerodromes, the forecasts are issued in message form as received from either Jomo Kenyatta or Moi airports, Meteorological offices. 4.7 In-flight Procedures. Aircraft Weather Reporting Procedures.

4.8.1

Captains in command of aircraft are required under paragraph 5.2 of Annex 3 to make weather observations and pass weather reports over routine channels to the meteorological office. Aircraft weather reports should be made in accordance with item 6 GEN 3.5-6 and sent immediately to the Nairobi Area Control Centre.

4.8.2

ATS/MET reporting points designated in terms of Annex 3 para 5.3 in respect of routes crossing Nairobi Flight Information Region are indicated in ENR 3 passing weather reports whenever conditions prove different from those forecast or when deteriorations or improvements occur, is particularly emphasised as of benefit to the safety or operation of other aircraft.

Aircraft in Distress or Emergency

4.2.1

Definitions

In the details that follow unless the context requires otherwise, the following terms mean: “Air Navigation Services” - includes Air Traffic Management (the aggregation of the airborne and ground based functions required to ensure the safe and efficient movement of aircraft during all phases of operations). Communication, Navigation and Surveillance (CNS); Search and Rescue (SAR) and Aeronautical Information Services (AIS). These services are provided to air traffic during all phases of operations (approach, aerodrome control and en route). “Flight Information Region (FIR)” the area allocated to the jurisdiction of Nairobi Area Control Centre by International Civil Aviation Organisation. "Flight'' a) in case of an aircraft, from the moment when it first moves for the purposes of taking off until the moment when it comes to rest after landing;

"Maximum takes off mass" Maximum takes off mass in relation to an aircraft, means the maximum total mass of the aircraft and its contents at which the aircraft may take off in accordance with the certificate of aircraft. “Maximum permitted all-up Weight” Maximum permitted all-up weight as set out in the aircraft Certificate of Airworthiness. “Owner” Registered owner or the person operating an aircraft whether it is for hire or reward. “Maximum number of passengers” As set out in the aircraft Certificate of Airworthiness. In accordance with Civil Aviation (Regulatory fees and Charges for Air navigation services) Regulations, 2012, Gazetted on 5th October 2012 under Legal Notice No. 110 and in accordance with Section 6I of the Civil Aviation Amendment Act 2002, the following are applicable Charges for Air Navigation Services 4.2.2

Aerodrome and Approach Charges

GEN 4.2.3 EN-ROUTE CHARGES 1.0 There shall be paid to the Authority en route charges by the owner of an aircraft making a flight in the Flight Information Region based on the following parameters. 5.3.5

Arriving Aircraft

5.6.1

Aircraft inbound to Nairobi under IFR will be cleared by the Area Control Centre into the Terminal Area at cruising levels and will be given descent clearance when in radio contact with Nairobi Approach. Generally, aircraft are cleared to proceed as follows:-

A pilot who has obtained a clearance to enter controlled airspace and subsequently experiences a radio failure will carry out the promulgated Radio Failure Procedure (ENR 1.8) and land at Jomo Kenyatta Airport. If a clearance has not been obtained and contact cannot be established with the Area Control Centre or Nairobi Approach the pilot will if possible, land at an aerodrome outside controlled airspace. If unable to do so because it is already dark the pilot will enter the controlled zone in area I and proceed to Wilson Aerodrome maintaining 1000 feet above the normal circuit and remain at this altitude until given a flashing green to join the circuit. The aircraft landing lights shall be switched on and off intermittently during the approach to and when over Wilson Aerodrome to indicate that a radio failure has been experienced.

5.3.6

5.6

Training flights on a Special VFR authorization are permitted in the immediate vicinity of any of the aerodromes but no aircraft is permitted to leave the aerodrome pattern without permission. Pilots are permitted to carry out Special VFR cross country flights over a notified route for the purpose of obtaining the necessary experience for a night rating with prior permission from Nairobi Approach Control.

5.4

Special Application of IFR.

5.4.1

When the observed cloud base at either Wilson or Eastleigh is more than 4 oktas below 1500 feet or visibility is less than 8 km (5 miles) all aircraft operating in areas I and II must obtain either an air traffic control clearance or Special VFR authorization. Irrespective of weather conditions, an air traffic clearance is required for flight in Area III.

5.5

Altimeter Settings.

5.5.1

Aircraft operating into or from Wilson Aerodrome will be provided with Jomo Kenyatta International Airport QNH. The Wilson QNH will be provided on request for aircraft operating within the Aerodrome Traffic Zone.

5.7

Radio Communication Failure Procedure In the event of a failure of radio navigation equipment or of two-way radio communications failure, the pilot will adopt the procedures contained in ENR 1.1-16

5.8

Minimum IFR Flight Levels.

5.8.1

Within the Nairobi Terminal Control Area, clearances issued by the Approach Control Unit to inbound aircraft take into account the minimum safe sector levels. The area is sub-divided into six sectors based on radials from the Nairobi VOR (NV) and a minimum safe level is allocated to individual sectors as follows:Sector Radials (MNM) Safe Sector Flight Level A 003° - 039° FL190 FL100 B 040° - 157° C 158° - 182° FL210 D 183° - 284° FL100 E 285° - 324° FL120 F 325° - 002° FL150 Further descent may be authorized in sectors A, C, E and F to FL 100 subsequent to a Radar fix, DME range or a visual report as follows:Sector A at range 50 nm or less Sector C at range 80 nm or less Sector E at range 25 nm or less Sector F at range 25 nm or less AMDT NO.13

5.9 5.9.1

Pilots operating between Nairobi/Nyeri Nanyuki/Nairobi who request permission to operate below the sector levels contained in paragraph 5.8.1 will be cleared to fly not below FL 120 provided the aircraft is equipped with a serviceable VOR receiver. Pilots are strongly advised to use this routing outbound only if the meteorological forecast for Nyeri and Nanyuki indicates that a VMC descent will be possible at their destination aerodrome.

AIP KENYA (a) Climb straight ahead to flight level 100 before commencing a left-hand turn. Note: Standard Instrument Departure routes incorporate these noise abatement procedures. 5.10

Aerobatic Flight

5.10.1

Pilots operating from Wilson Aerodrome may carry out aerobatics directly over the aerodrome. Flights which are subject to prior clearance by Nairobi Approach through Wilson Tower, must be carried out within 3000 metres from the centre of Wilson Aerodrome and not below a height of 2000 feet A.A.L. Only one aircraft will be permitted to carry out aerobatics at one time and must carry serviceable two-way R/T equipment in order to maintain communication with Wilson Tower. Aircraft on aerobatic flights are subject to recall at any time at the request of Nairobi Approach or Wilson Tower.

5.11

Special Application of the Instrument flight Rules

5.11.1

When the observed cloud base at Aerodromes within Control Zones notified in ENR 1.3-7 para 5.4.1 is more than 4 Oktas below 1500 feet, or visibility is less than 8 Kilometers (5 miles), all aircraft must obtain an Air Traffic Clearance or Special VFR authorisation before undertaking flights within the Control Zone.

6.

GROUND SIGNALS

6.1

Ground Signals at Licensed Aerodromes.

6.1.1

At Government and Licensed aerodromes available for use by civil aircraft ground signals may be displayed for guidance of air traffic.

Departing Aircraft Aircraft departing under IFR from Jomo Kenyatta or Wilson will normally be issued with a composite control zone and control area clearance based on the flight plan. The clearance will be passed by RTF immediately before departure, whilst departure instructions based on the current traffic situation will sometimes be added. Both clearance and instructions must be read back verbatim to ensure correct reception.

5.9.2

A clearance issued from Nairobi Approach Control will, whenever possible, be in the form of a Standard Instrument Departure, route details of which are contained in HKJK AD

5.9.3

To eliminate complaints of noise nuisance, particularly at night, from those residents living in the suburbs of Nairobi, for terrain clearance and due to HKD13 the following instructions will be incorporated in ATC clearances to high performance aircraft whose track necessitates a climb out over the built-up areas of Nairobi. 3.3 AREA NAVIGATION (RNAV) ROUTES E0363319.53 and then proceed direct to position KIDUM or maintain NV radial 306 to KIDUM

1. RNAV ROUTES 1.1 General conditions for RNAV or RNP Operations ii) Only aircraft certified for RNAV and/or RNP operations will be permitted to operate in RNAV and RNP routes. The above requirement shall ensure the level of navigation accuracy required in accordance with ICAO Doc 9613 (Performance Based Navigation Manual). 1.2

Approval for RNAV/RNP operation Operators who wish to fly along the RNAV route must obtain approval from the state of Registry.

Nairobi-Mombasa Tracks To enhance air safety, tracks have been established between Nairobi and Mombasa. The tracks are separated by at least 20Nm. All eastbound Traffic on A/UA609 Will operate 10NM offset routing ATUDU (011643.35S, 0370911.02E) DCT UVOVA (014625.82S, 0373831.68E) DCT NEREV (032212.97S, 0391307.31E) DCT EGVOM (034644.44S, 0393721.57E). All westbound traffic on A/UA609 will operate 10NM offset routing ITGOT (040841.02S, 0393142.02E) DCT UTIKU (034139.93S, 0390120.14E) DCT UTEPI (020210.09S, 0372104.60E) DCT APNOM (013101.80S, 0364937.09E). All aircraft operating along the tracks are considered separated provided that the flights are monitored on radar. Aircraft not able to comply are requested to notify ATC.

Nairobi-Kisumu/Eldoret/Kisumu/ Kakamega /Kitale Tracks OUTBOUND FROM (HKRE/HKJK/HKNW)

RWY 24: Climb on RWY heading until out of 9100 feet then turn right to intercept Position GETOM (S005954.45 E0363319.53) and then proceed direct to position KIDUM or maintain NV radial 306 to KIDUM

b) Departure from HKNW Aircraft will be cleared for state house departure and when clear of state house to intercept Position GETOM (S005954.45 E0363319.53) and then proceed direct to position KIDUM or maintain NV radial 306 to KIDUM Thereafter i) Traffic to HKKI will proceed from KUDUM direct to XABUL-UTAKOEXALI-UTOLO (Runway 06) or KIDUM direct to TEXAV-UTETUOKBEL-AVOBA (Runway 24) or KIDUM direct KIV as appropriate. ii)

Traffic to HKKG will proceed from KIDUM direct to overhead Kakamega airstrip

iii) Traffic to HKKT will proceed from KIDUM direct to overhead Kitale airstrip via overhead ELI iv)

1.1.21 OBLIGATIONS OF THE AERODROME OWNER 1.1.21.1 Aerodrome Operation and Maintenance a)

The Aerodrome owner shall ensure proper and efficient maintenance of the Aerodrome facilities.

b)

Subject to any directives that the KCAA may issue, the Aerodrome owner shall operate and maintain the Aerodrome in accordance with the prescribed standards and procedures.

c)

To ensure the safety of aircraft, KCAA may give written directives to an Aerodrome owner to alter the prescribed standards and procedures.

d)

The aerodrome owner shall coordinate with the ATS provider in order to be satisfied that appropriate Air Traffic Service are available to ensure safety of aircraft in the airspace associated with the Aerodrome. The coordination shall cover other areas related to safety such as AIS,ATS, designated Meteorological Authorities and security.

Signals transmitted by lamp shall have the following significance and forms: To authorize movement on the maneuvering area other than take off or landing, aerodrome control will direct at the aircraft, vehicle or person, an intermittent green luminous beam. To prohibit any movement on the maneuvering area, aerodrome control will direct at the aircraft, vehicle or person a continuous red beam.

1.1.21.2 Notifying and Reporting a)

An aerodrome owner shall review all Aeronautical Information Publication (AIP), AIPSupplements, AIP Amendments, Notices to Airmen (NOTAM), Pre Flight Information bulletins and Aeronautical Information Circulars issued by AIS on receipt thereof and immediately after such views shall notify, AIS of any inaccuracies contained therein that Pertains to the Aerodrome.
