To be precise elements that have a completely filled valence orbital but differ in all properties w.r.t. the elements of the zeroth group are pseudo noble gas configured elements e.g. in zinc (1s2 2s2 2p6 3s2 3p6 4s2 3d10) the final orbital (4s) is completely filled with electrons so it is said to have pseudo inert gas configuration.
