CAREER HISTORY & HIGHLIGHTS Director of IT Procurement, MAXIMUS, 1996-2015. Recruited to direct strategic sourcing for all systems, software and technology for a $1.7B health and human services business process outsourcing and systems integration provider to the government and private sector. Led successful cost reduction, asset management and process improvement initiatives. Managed procurement budgets to $39M. Part of a reduction in force in December 2015. Notable contributions include: Cut desktop hardware costs 7%+. Maximus was looking for ways to contain steadily rising desktop computing expenditures. Developed new strategic sourcing relationships. Negotiated aggressive volume discounts. Utilized a newly developed asset management platform to eliminated needless duplicate purchasing of equipment already on hand. Reduced hardware costs from $736 to $684 per user. Saved $216K first year alone. Strengthened controls & cut costs with a new asset management system. Tools for tracking IT hardware at MAXIMUS were weak, inefficient and riddled with inaccuracies, resulting costly shrinkage and redundant purchasing. Designed and implemented an asset tracking/inventory control database in Lotus Notes/Dominos. Directed an expedited project to inventory all existing hardware and software assets enterprise wide. Captured data on 100,000+ assets. Streamlined change management, procurement and accounting. Sharply reduced inventory shrinkage due to theft and mishandling. Facilitated rapid reallocation of existing assets, eliminating wasteful duplicate purchases. Converted obsolete hardware into Green revenue. Aging computer equipment was costing MAXIMUS thousands in storage fees and disposal expenses. Sourced a recycling vendor with Green, environmentally friendly processes. Negotiated a deal that included payment for recycling old hardware with remaining useful or useable parts. Turned a cost-center into a small profit center for MAXIMUS. Reduced costly returns 85% with new procurement controls. A lack of centralized controls and processes resulted in inaccurate orders and costly RMAs at MAXIMUS. Established a rigorous purchase order approval and validation process. Required Project Manager and IT management signoffs on all purchase orders. Cut RMA’s from 7% of all orders to less than 1%, saving thousands in restocking fees. Slashed software costs 59.2%. MAXIMUS needed to rein in runaway spending on data security/virus protection software. Negotiated an enterprise-wide site license with McAfee. Cut software licensing costs per user from $49 to less than $20 per year, saving $290K annually. Reduced administrative costs to near zero. Deployed the procurement process and site licensing strategy to other software packages, saving hundreds of thousands annually. Earlier: Assistant Project Manager, Lockheed Martin. Achievements include: Built a new helpdesk operation. Lockheed Martin was developing a program for the State of Massachusetts to monitor child support payments. Tasked with creating a support structure to serve 100 Lockheed project staff and thousands of users at the state agency client. Built a help desk from the ground up, including tracking systems and processes for managing for trouble tickets and other requests. Trained and managed a support team. Successfully met or exceeded all support metrics, including user satisfaction. Created a project management platform for a $12M state program. Lockheed Martin needed project management tools for project with the State of Massachusetts for a child support payment monitoring system. Built, implemented and trained the 100+-member project management team on a Microsoft Project-based solution. Enabled Lockheed to meet or

exceed all project milestones and contractual targets including delivery schedules and budget. The process was successfully deployed in engagements with agencies in several other states.
