INTRODUCTION Development of vegetable hybrids and hybrid seed production of vegetable crops is not yet introduced in Pakistan; although some initial efforts have been exercised by some institutes in this field. Main reason for such disappointing situation is that research and original breeding programs in vegetable crops have remained least attended since long time and most of the research institutes do not have sufficient strength of professional breeders for breeding of vegetable crops. However now Ministry of Food, Agriculture and Livestock (MINFAL) has taken the lead through launching a fast-track project for the purpose of development and commercialization of vegetable hybrids in collaboration with public and private sector seed companies in Pakistan. Success of such innovative, bold and market oriented project requires vast array of information linkages with the institutions and organization to build the base for practical steps in right direction to avoid wasteful experimentation. The Inventory of useful publications, international journals and special breeding / genetics groups and inventory of domestic and world research institutes and seed companies involved in research, development and commercialization of vegetable hybrid seeds has been prepared to provide sources of genetic resources and updated knowledge of the techniques used for development of vegetable hybrids and production of hybrid seeds of commerce. The inventory has been divided into various categories of information sources for ease of access; with the hope that 3
professional breeders of vegetable crops working in public and private sector organizations will benefit from the handbook; and potential investors may move forward for joint ventures with suitable partners to materialize hybrid seed production initiatives.

It is a not-for-profit research institute aimed at working towards reducing malnutrition and alleviating poverty in developing countries through improved production and consumption of safe vegetables. Founded in 1971 as the Asian Vegetable Research and Development Center with a mandate to enhance vegetable production in the Asian tropics, the World Vegetable Center has taken up a global role in promoting and supporting vegetable research and development in Africa, Asia, and other regions of the world. The Center builds capacity and forms alliances with partners from both the public and private sectors which have complementary expertise. Engagement in regional and supra-regional networks for research and development helps increase outreach and impact.

Over the past 37 years scientists at the World Vegetable Center have successfully bred cultivars and designed and developed technologies that help increase yields and incomes in developing countries. Millions of farmers today grow vegetable crops using seed or technologies that have been developed at the Center. The World Vegetable Center is committed to developing and disseminating genetic resources and technologies that increase everyone's access to safe and affordable vegetables. Indian Institute of Vegetable Research (IIVR) is a constituent institution under the aegis of Indian Council of Agricultural Research (ICAR). The project has been envisaged as a national network of multidisciplinary research on the improvement of the major vegetable crops. To give a fillip to the Research and to meet the future challenges of the country, at present the IIVR has 7 main centers, 18 sub centers and 31 voluntary centers to undertake the coordinated research project. Cucurbit Genetics Cooperative (North Carolina State University); The Cucurbit Genetics Cooperative (CGC), established in 1977, provides services for researchers interested in the genetics and breeding of species of the Cucurbitaceae crop family. CGC serves as an organizational vehicle for scientists to informally communicate the results of their research and development efforts. The cooperative emphasizes the free exchange of information and germplasm among members, both public and private.
CGC was founded by Warren Henderson , Richard Lower (North Carolina State University) and Richard Robinson (Cornell University), who were prompted by a number of requests from breeders and researchers, by the success of the Vegetable Improvement Newsletter, and by the attention drawn by a recent article on the genes of the Cucurbi taceae (Robinson et al., 1976). The first CGC meeting was held in conjunction with the ASHS annual meeting in 1977 (where it was erroneously identified as the "Cucumber Genetics Cooperative" in the ASHS Program/Abstract book), and Dick Robinson explained to the 16 people present the background and purpose of CGC and a proposed format for the CGC report. A By-laws Committee and a Gene Nomenclature Committee were subsequently established to formalize the organization of the new Cooperative. In 1978, the first CGC Report was published. Issued later than anticipated because only a few papers were voluntarily submitted, CGC Report Number 1 nonetheless gave a sense of "completeness" to the creation of the cooperative. That same year the second annual CGC meeting was held in Boston, and although the meeting was requested too late to

get in the ASHS Program/Abstract book, it still drew 12 people. It was at this meeting that the CGC By- Laws Committee was created to structure CGC as an organized entity along the lines of the Tomato Genetics Cooperative. However, the By-Laws were not of f i c i a l l y adopted unt i l 1980 CGC meeting.

It was always envisioned that CGC would "curate" gene lists and possibly single locus mutants for the major cucurbit crops, and a Gene List Committee was estab l i shed in 1979 at the Ohio State meeting. The Gene Lis t Committee members have ind iv i dua l respons ib i l i t i e s for the four major cucurb i t crop species (cucumber, melon, watermelon and Cucurbi ta), but all assist in reviewing the gene lists printed annually in the CGC Report and all are involved in overseeing the rules for and revisions of gene nomenclature for the Cucurbitaceae. To assist with the preservation of single locus mutants in the major crop species, Gene Curators were appointed in 1986 for cucumber, melon, Cucurbita, and watermelon. In 1989, multiple curators were appointed for each major crop species to provide redundancy and security to the gene collections, one of which had been partially destroyed due to a fire in a seed storage facility. Perhaps one of the most useful spin-offs from CGC was the creation of a Crop Advisory Committee (CAC) for cucurbits, which interfaces with USDA efforts to evaluate and catalogue the Plant Introduction (PI) collection, and which helps establish priorities for these endeavors. This effort originated at the 1982 meeting in Ames, Iowa, where a motion was carried to establish the CAC. Following little response from the USDA, CGC at the 1983 meeting in McAllen, Texas, voted that the request to form a CAC be resubmitted to USDA. The CAC was finally established in December 1993, and the first meeting was help in September 1984. The fledgling "Vine Crops CAC" was charged with drafting descriptor lists, setting priorities for germplasm collection 24
and evaluation, and reviewing proposals for cucurbit germplasm exploration, collection, and evaluation. By 1988, the renamed Cucurbit CAC (CCAC) had surveyed the genetic resources in the Cucurbi taceae , ident i f i e d severe problems with USDA ef fo r t s to mainta in th i s germplasm, and suggested improvements in preservat i on and explora t i on act i v i t i e s (Robinson, 1994) . With the maturat i on of the advisory capaci ty for CAC's of many crops to USDA germplasm ef fo r t s , CCAC (now known as Cucurbit the Crop Germplasm Committee ) continues to play an active and supportive role in preserving these valuable resources. Over the years, the CGC membership (and membership dues!) and the make-up of the CGC report have changed. Figure 1 illustrates the geographical distribution of the CGC membership in four year increments from 1978 to 1994. As is evident, the initial CGC membership was predominately in the U.S., with a smaller contingent in Europe (primarily France and the Netherlands) and scattered representation in Asia, South America and North America (excluding the U.S.). Over the next decade and a half, membership increments were seen in every geographical region, with especially dramatic early increases from Europe and later increases from Asia. Currently, more than half of the CGC membership is from countries other than the U.S., a characteristic shared with other genetics cooperatives such as TGC (1994). Today, CGC could best be described as a mature genetics cooperative. It has an active membership, a stable internal organization, a well-respected annual report, and a strong presence within the genetics and germplasm community. It also serves as a "parent" or "umbrella" organization for many of the commodity-specific cucurbit groups, including providing printing and scheduling assistance for reports and meetings. For example, CGC attempts to notify members of meetings scheduled for the Pickl ing Cucumber Improvement Committee , the Watermelon Research Group , the National Melon Research Group, the Squash and Pumpkin Research Group, the Cucurbit Crop 25
Genetics Committee , and the quadrennia Cucurbitaceae l meetings .

Licensing of Male-Steri le Tomato Line
Background: Tomato is a major crop in nearly all parts of the world. In the United States, for example, it is the second largest vegetable crop and in 1997 tomato production was valued at close to US$2 billion. In order to improve commercially available varieties, breeders generate hybrids to improve crop yields and production efficiencies. Traditionally, the hybridization of tomato plants is done by manual emasculation and 94
pollination. This is a labor-intensive process and does not guarantee 100% hybridity. In many other crop varieties male-sterile systems exist which have been genetically engineered into plants for more efficient production of hybrid varieties. There are many male-sterile systems available in tomato; however they are generally not used on commercial scale because of difficulties with maintaining pure malesterile lines. Description of the Invention: Researchers at the University of Saskatchewan have ident i f i e d a genet ic male- ster i l e l i ne of Lycopers tomatoi con ( esculentum7B-1) that is photoperiod-sensitive. Under certain photoperiods, fertile pollen is produced which is used for generating pure male-sterile seed that can be used directly as female parent for hybrid seed production. Incorporation of the 7B-1 male-sterile trait into other tomato lines will result in significant cost savings for the production of hybrid seed. This line has been grown in diverse geographic locations around the world and has demonstrated stable male sterility. In addition to the non-transgenic male-sterile trait, this line has shown resistance to various abiotic stresses. This makes the 7B-1 mutant especially attractive for use in tomato hybrid seed production programs. Impact: A major cost for tomato breeding programs is the hand emasculation and pollination of flowers. Researchers estimate that flower emasculation represents approximately 40% of the total labor cost for tomato hybrid seed production. The use of this non-transgenic male-sterile tomato line can minimize these costs by eliminating the process of manual emasculation and result in the yield of 100% hybrid seed.

Rice Hulls as a Replacement for Peat Moss University of Arkansas scientists have created a higher value added use of fresh rice hulls in plant growing media. The invention covers techniques to grind rice hulls to particular sizes and the formula to mix particles of various sizes in order to optimize the physical and chemical properties needed for horticultural applications. The processing techniques also remove the threat of viable rice seeds developing into a weed problem for end users. Substituting rice hulls for peat moss as a soil substrate is a “green” technology approach that can conserve wetland (bog) areas. "Selected Plant Materials" may be provided to private firms, public breeders, grown on private lands, or placed with a private producer for further commercial evaluation before it is formally released. Transfer and Protection -The formal release and transfer of new plant materials will usually involve public notices of availability and may involve Requests for Proposals or expressions of interest from private firms and/or the transfer of intellectual property rights through the use of licenses and agreements. The Experiment Station, in conjunction with the Breeder and the TLO, will consider applications for the appropriate intellectual property protection such as Certificates of Plant Variety Protection, Plant Patents, or Utility Patents in facilitating

the transfer and protection of new plant materials. Additionally, in some instances individual firms and/or industrial groups may enter into research or partnership agreements on intellectual property, to gain access to genetic products. Distribution of any plant material should be documented to avoid premature release, unauthorized distribution, and misunderstandings over ownership, or loss of intellectual property rights. Protection agreements during research help assure that private firms can acquire rights and marketing opportunities later and/or protect their investment in marketing new products. Material Transfer Agreements (MTA's) are to be used in providing material to private firms and public agencies for evaluation (with copies filed with the Texas Foundation Seed Service and the Technology Licensing Office). B. Roles of Key Participants Scientific quality, summary of research, review of proposals, and technology transfer involve several individuals and groups working together. Successful plant release includes institutional flexibility to meet the needs of each crop or release. Roles of primary participants are outlined as follows:
Plant Breeders and other scientists prov ide the major leadersh ip in research and the re lease of plant mater ia l s . Responsib i l i t i e s inc lud research planning, per iod i c rev iews on future re leases , assur ing mater ia l s are adequate ly protected, preparat i on of re lease proposals , and suggest ing ways to implement re lease . A team is f requent ly invo lved with a re lease and may invo lve severa l disc ip l i n es and recogni t i on of coworker contr ibut i ons . Cooperative evaluations are encouraged, particularly with Extension Specialists. The Plant Review Committee commonly looks for Extension participation on new variety releases. Breeders maintain Breeder Seed and may provide technical or advisory assistance to TFSS, TLO or commercial firms.
Department Heads and Resident Directors prov ide a key ro le in crop improvement programs by guid ing coordinat i on between disc ip l i nes , and help ing assure the TFSS, TLO and others are aware of potent ia l re leases . These Adminis t ra t i ve Heads prov ide a vi ta l l i nkage in planning, implementat ion and guidance for the tota l crop improvement program. Program Coordinators prov ide communicat ion among the developers of plant mater ia l s , the seed indust ry , and crop producers 100
on scientific progress and the transfer of new materials into crop productions. The Head of the Department of Soil & Crop Sciences and Resident Director of Research at the Texas A&M Agricultural Research and Extension Center at Beaumont serve as Program Coordinators for all field crops and turfgrass, while the Head of the Department of Horticultural Sciences serves as the Program Coordinator for fruit, vegetable, and nut crops, including emphasis on industry relationships. Activities of Program Coordinators include: 1. Ef fec t i ve communicat ion among breeders , department heads, res ident di rec to rs , and with indust ry and producer in te res t s ; 2. Development of new partnership between the Experiment Station and industry/producer interests, plus industry relationships and liaison with industry associations; 3. Advising the Director on release and licensing issues, and interacting with the Technology Licensing Office as appropriate. The Coordinators will report to the Director of the Experiment Station in these roles. The Texas Foundation Seed Service, located at Vernon, will be responsible for the production of foundation seed and assisting breeders in the production of breeder's seed, as requested, and/or where required by a contract or license agreement managed by the TLO. The operation is expected to be largely self-sufficient. TFSS works with TLO, other Foundat ion Seed organiza t i ons , Crop Improvement Assoc ia t i ons in other states , the Texas Department of Agricu l t u re , USDA, and other state and federa l agencies When plant . materials are licensed or managed under an agreement, TFSS works closely with the TLO. TFSS works with a lead Extension Specialist to coordinate seed for county and regional field tests manages the increase and distribution of foundation seed stock and handles revenues from seed sales and non-licensed products. The Plant Review Committee (PRC) is a standing internal committee appointed by the Director of the Experiment Station to oversee the orderly release of plant materials, provide guidance to TFSS and TLO, and to make recommendations to the Director of the Experiment Station on plant materials. Activities of the PRC include: 1. Establish technical review panels to evaluate release proposals. 2. Hold quarterly meetings to review release proposals and meet with breeders who are planning releases, and act on release proposals. 3. Provide recommendations to the TFSS, TLO, and Director's Office on release proposals, cultivar names, and agreements on licensing and 101
advise the Director of the Experiment Station on release and licensing issues. If a question arises between faculty on "proportional creativity" or royalty sharing, the PRC may make recommendations to the Experiment Station Director.
The Technology Licensing Office is invo lved in in i t i a l discuss ions and planning with breeders , unit heads, Program Coordinators , and TFSS on planned re leases sui tab le for l i c ens ing . In conjunct ion with th Program Coordinators and breeders , the TLO prov ides leadersh ip and in i t i a t i v e for the protect i on and management of in te l l e c tua l property for new re leases inc lud ing the fo l l ow ing serv ices : 1. Management of l i c ense and roya l ty agreements; 2. Marketing of new selected plant materials to commercial firms; 3. Development and negotiation of license and evaluation agreements; 4. Management of intellectual property protection; 5. Advice on business strategies and intellectual property protection issues; and 6. Advises and keeps the Director's Office (Agriculture) who represents the Experiment Station apprised of all services provided by the TLO in the management of new plant materials. 4.2 TYPES OF RELEASES AND PROTECTION A. Classes of Material - Improved plant materials may result from genetic manipulation by plant breeding and/or molecular and cellular biology. For purposes of management and release, plant materials are classified as follows: 1. Genetic Stocks: Research in plant breeding, genetic and/or cellular and molecular biology may produce unique genetic characteristics or distinct genetic materials useful to other researchers. Examples include specific genetic characters, genes or gene constructs involving vectors, and promoters. An essential characteristic of genetic stocks is that they have no immediate commercial value. 2. Germplasm: Germplasm is commonly used to further research, with little value for increase or direct commercial use in its present form. However, some desirable characters may be immediately useful to breeders and industry in developing improved varieties in other research programs. 3. Breeding Lines: Breeding lines may contain useful characteristics of unique traits with apparent commercial value. Breeding lines may be increased in their present form, used for selection, or tested further before commercialization. The Experiment Station may choose to release some advanced materials as "breeding lines" rather than

continue research for commercial applications as varieties or inbred lines. 4. Selected Plant Materials: Selected plant mater ia l s may be t rans fe r red to publ i c or pr iva te f i rms for cooperat i ve research , usual under a protect i on agreement, for fur ther development, feas ib i l i t y studies , or commercia l explora t i on . 5. Commercial Varieties or Parental/ Inbred Line: These plant mater ia l s are re leased for direc t commercia l i z a t i on as new var ie t i e s o product ion of hybr ids ; re lease depends on clear demonstrat i on of performance or tra i t s in severa l exper iments over severa l years , locat i ons and/or condi t i ons . B. Types of Releases and Transfer Release of plant materials is based on several factors (such as crop species, means of propagation, and commercial potential). Flexibility is essential to meet specific economic, biological or industry needs. Alternatives for release and distribution for plant materials include: 1. Unrestricted Unlimited Release -An Unrestricted Unlimited Release is intended for general uses of those plant materials with undefined uses or low commercial potential, without any restrictions on research or commercialization uses. One-time fees may be requested to recover costs. 2. Restricted Release - A Restricted Release designates specific uses for plant material, with an agreement with recipients, noting restrictions, applications, and mutual interests. 3. Limited Release - A Limited Release involves specific recipients, to enable selected firms to use plant materials. Agreements may be developed with a small number of firm(s), selected on the basis of their proposal, and/or provide a protected position for a single firm or organization to complete research and/or assume commercial development. Limited Releases are usually managed under a license or option agreement, with financial terms and performance expectations. 4. Unreleased Transfer - Some plant materials may not be immediately released but simply provided to others for additional research or commercial feasibility studies. "Selected Plant Materials" may be managed under a Material Transfer Agreement or an Option Agreement, until specific traits and usefulness are determined and a formal release is proposed. C. Pre-release Protection is essential to clarify ownership and transfer uses and rights to others later. Material Transfer Agreements (MTAs) and other sample documents are available from TLO. A copy of all pre-release documentation (MTA's and other documents) should be provided by the breeders to the Technology Licensing Office, Foundation Seed Service and Program Coordinators. 103
Exchange of plant materials for research uses with other public breeders may be handled directly by the breeders, through and MTA with the (1) identification and quantity of materials being provided to a co-worker, (2) clarifying the anticipated uses for breeding and research purposes, (3) stating that the Experiment Station retains its ownership, and (4) obtaining written acknowledgment from the recipient. Field testing and commercial scale evaluations are encouraged, involving other breeders, Extension Specialists, farmers or others. Most commonly seed for one season is provided for field trials and is not to be retained or transferred to others. An MTA should be completed with farms or cooperators to clarify expectations. 4.3 THE RELEASE PROPOSAL AND PROCESS A. Release proposals are prepared by the breeders and summarize the background, current fac ts , and plant performance/t ra i t s . The re lease proposal may vary in deta i l , depending on the class of plant mater ia l (p lease see Sect ion )4, however al l re lease proposals should inc lude these sect ions : 1. Background - in fo rmat ion on the source , or ig in , or breeding his to ry . 2. Performance and Trials - summary of key features, data, anticipated usefulness, and/or disclosure limitations or unknown features. This section may be brief for germplasm and more detailed for a variety (including details on yields, statistics and quality. Host plant resistance and regions of adaptation). 3. Seed production and availability - type and quantity of seed availability for increase or distribution. 4. Implementation - breeder's suggestion on notifications, release and distribution, and guidance for outreach (including protection as appropriate) and revenue sharing (for royalties, if others were involved in the creative development). The Release Proposal should be prepared for internal review with sufficient data and information for a peer group to evaluate merits and make decisions. Alternatively, the Release Proposal may be prepared (or later converted) as a Station publication, to document research and provide technical information for others. B. Registration Article (for submission to a professional journal) should be with the proposal for a new variety or germplasm release. Include a draft of the Experiment Station Leaflet for new varieties. The original and 15 copies of the entire package Release proposal, Registration Article, and Leaflet (as appropriate) should be submitted through the administrative head and Program Coordinator to the PRC (with one 104
copy to the Foundation Seed Office) eight weeks before the quarterly PRC meetings. Additional information on preparing and submitting releases is available from the PRC Chair. C. Revenue Distribution Royalties or income generated from the commercialization of plant materials will be distributed to the inventors on all types of plant material, according to the TAMU System policy on intellectual property (System Policy 17.02, Patents). Scientists involved in the development of plant materials that generate royalties or income under a license or option agreement must agree in advance regarding proportionate contributions and sharing of expected income prior to the distribution of such income. ABSTRACT This report looks at the results of a unique public-private partnership instituted to provide resource-constrained farmers in the developing world with access to proprietary 110
agri-biotechnologies. Eggplant, a widely consumed vegetable crop in the tropics, is commonly infested by the eggplant fruit and shoot borer (EFSB), which devastates both plants in the field during development and eggplant fruits after harvesting. The chapter considers the application of insect-resistance technology (based on the Cry1Ac protein from Bacillus thuringiensis) in eggplant, focusing on its sublicensing from a private company to a partnership of public institutes and agricultural universities in Bangladesh, India, and the Philippines. 1. Introduction Eggplant (Solanum melongena) is an important vegetable crop widely cultivated and consumed in the subtropical and tropical regions of Asia and Africa. It grows in a wide range of climatic conditions and is a staple of human consumption. About 510,000 hectares of arable land in India and 20,000 hectares in the Philippines are devoted to cultivating eggplant. A long-duration crop, eggplant is grown using either hybrid varieties or open-pollinated varieties (OPVs, for which seeds can be saved and used later). Although much preventive care is taken, eggplant is commonly attacked by more than a dozen insect-pest species. Among these species, the eggplant fruit and shoot borer (Leucinodes orbonalis), or EFSB, is the most widespread and devastating in South and Southeast Asia, with infestation inflicting about a 70% crop loss1. EFSB larvae feed inside the eggplant shoot and fruits, retarding the vegetative growth of the plant and decreasing the marketability and edibility of the fruit. Many attempts to crossbreed eggplant varieties with EFSB resistant wild varieties have been unsuccessful. So farmers have had to rely heavily on chemical pesticides to control EFSB. According to a study conducted on pest control for eggplant in South Asia, farmers spend about US$400 per hectare on pesticides, two-thirds of which are used to control

ESFB2. In addition, EFSB populations have gradually become resistant to certain chemicals, so farmers have resorted to using other chemicals, some of which are more hazardous to human health and to the environment, as well as illegal, to control the insect. 2. The Technology MAHYCO, a private Indian company, was the first in India to develop a hybrid eggplant containing a gene that provides resistance to EFSB. The gene it used (cry1Ac which produces the corresponding protein called Cry1Ac3) is obtained from Bacillus thuringiensis (Bt). Bt is a spore-forming bacterium that produces crystal proteins (called Cry proteins) that are toxic to many species of insects, including EFSB. Bt action is very specific. To become lethal, the Bt protein has to be ingested; the Bt toxin is activated in the high pH environment of the insect gut. The activated protein perforates the lining of the gut, which causes the death of the insect within a of couple days. A main advantage of this technology is that it reduces the use of chemical pest control, thereby making the technology environmentally harmless. Through its safety tests, the US Environmental Protection Agency has found no human health hazards related to Bt use. The agency has exempted Bt from its standards for food-residue tolerances and groundwater concentration, from endangered species labeling, and from special review requirements, indicating that cultivation of crops using Bt is safe for resourceconstrained farmers in the developing world. 3. The Licensing Arrangement MAHYCO is the first Indian company to have received the rights under license for the use of the Bt cry1Ac gene technology for insect-pest management from Monsanto Company. This licensed cry-gene technology was used by MAHYCO to develop and generate hybrid eggplant events.

Under the aegis of the Agricultural Biotechnology Support Project II (ABSP II), funded by the U.S. Agency for International Development, Sathguru Management Consultants Pvt. Ltd. partnered with MAHYCO. The cry-gene technology was licensed then to several public institutes in South and Southeast Asia that were participating in a publicprivate consortium created to develop EFSB-resistant OPV eggplant that would improve the conditions of resourceconstrained farmers in developing countries. The ABSP II played a pivotal role in this venture by funding all the consortium partners for their R&D roles in developing the EFSB-resistant eggplant.
The technology was sublicensed by MAHYCO on a royaltyfree basis to publ i c research ins t i t u t es in Ind ia ( the Ind ian Ins t i t u t e of Vegetable Research, Tamil Nadu Agr icu l t u ra l Univers i t y , and the Univers i t y of Agr icu l t u ra l Sciences , Dharwad), in Bangladesh ( the Bangladesh Agr icu l t u ra l Research Ins t i t u t e ) , and in the Phi l i pp i nes ( the Univers i t y Phi l i pp i nes , Los Banos) . MAHYCO also subl i censed th i s technology to East West Seeds, a pr iva te corporat i on in Bangladesh, on commercia l royal ty - bear ing terms. To safeguard the l i censor ' s in teres t s , speci f i c st ra teg ies for stewardship and monitor i ng of the technology by the l i c ensees were addressed and formulated ear ly in the subl i cens ing process . 4. Transgenic Eggplant Most eggplant farmers in India grow OPVs. The area planted with hybrid varieties is less than 30% of the total area. Growers that plant these hybrid varieties also tend to use more purchased inputs and have higher yields compared to growers who plant OPVs4. The main reason that the cultivation of OPVs is more widespread is that OPV seeds can be saved and replanted in future growing seasons. As a result, OPV seeds are much more available and affordable. The market price of hybrid seeds is five to ten times the market price of OPV seeds.

The first transgenic Bt hybrids developed by MAHYCO are slated to be commercially released in India by the end of the 20062007 season5, after the fulfillment of all regulatory requirements. The transgenic Bt OPVs under development by the public-private partnership are expected to be commercialized about six months later. Because of the existing price differential between conventional OPVs and hybrids, and because of the zero premium being charged for the Bt trait in the OPVs, it is still expected that most of the existing growers of hybrid eggplant will adopt the Bt hybrids rather than the Bt OPV, even though the Bt OPVs would be priced much lower than the Bt hybrids. This is primarily due to production and yield differences between the two systems. Farmers growing OPV eggplant are most likely to adopt the Bt OPV because of the cost factor. Growers of both types of eggplant can be expected to shift to the corresponding Bt versions because of the expected savings in pesticide expenses6. The public-private partnership also addresses distribution issues: the participating public institutions will be able to deliver high quality Bt eggplant seeds that are resistant to EFSB through their own public distribution systems on a cost basis (in other words, without adding profit margins). Most resource-constrained farmers in the developing world cultivate OPVs because of the lower costs involved. By recognizing these agricultural practices, and by providing the public sector with access to Bt technology for use in OPVs, via a unique public-private partnership, MAHYCO both commercializes its Bt hybrid eggplant (sold on a for-profit basis) and through its donation addresses the need to improve crops of vital importance to poor farmers. FRUIT AND SHOOT BORER RESISTANT (FSBR) EGGPLANT

Introduction: Eggplant is one of the most nutritious and culturally important vegetables commonly consumed in South and South East Asia. Unfortunately, the production of marketable eggplant is compromised due to extreme infestation of the insect commonly known as the eggplant fruit and shoot borer. To control this insect pest, farmers often spray hazardous pesticides every other day. The introduction of the Cry1Ac gene from the naturally occurring bacteriium (Bacillus thuringiensis) has the potential to render eggplants resistant to these insects and reduce pesticide load for the farmer. The Maharashtra Hybrid Seeds Company (Mahyco) has developed an eggplant bioengineered for Cry1Ac. These eggplants demonstrate resistance to the fruit and shoot borer. Mahyco is currently conducting field trials in India to assess the commercial potential of this technology in hybrid eggplant varieties. ABSPII is supporting Mahyco in gaining regulatory approval for the technology and the efforts of public institutions in India, Bangladesh, and the Philippines to develop and commercialize the same Bt technology. This public-private partnership with Mahyco will make affordable seed available to resource-poor farmers, help reduce the need for excessive pesticide use and dramatically increase eggplant yield. When commercialized, the Bt eggplant has potential to benefit 700,000 farmers in India, Bangladesh, and the Philippines, a

Economic Fruit and shoot borer is the most serious eggplant pest in Importance India. Damage by this pest starts soon after : transplanting and continues until the fruit is harvested. Crop loss is estimated to be 54% to 70%. To control the pest, the use of chemical insecticides has been the most common approach. Farmers often spray once a week to control this pest. This excessive pesticide use threatens the health of farmers and consumers, and raises the cost 118
of eggplant for consumers. In addition, the insect is becoming tolerant to the chemicals, making it more difficult to control.
