4 Organizational Structure An organizational structure is the structure of any organization and tells a lot about that organization and gives all the stake holders important information about the degree of decentralization in the organization as well as who does what in any organization. National Logistic Cell is divided in terms of the the groups or divisions  present in it and then further division is done on the basis of the specific department while in reality a matrix like system exists in which different departments and bodies come together to perform all the various operations. The Organization operates in a matrix like fashion with various departments functioning in various var ious areas under their respective aand nd area heads. The orga organization nization is divided in terms of the three core activities i.e. the specialized business that is  performed by Marketers, the regular construction, Logistics etc carried out at the  branches and the support that is provided to the activities in the form of operations and credit department support, planning and corporate, human resource and finance divisions with each department playing their vital role. There are three structures that any organization can c an follow na namely mely ffunctional, unctional, divisional and matrix sstructure. tructure. The matrix system is usually leaded b by y the heads made with respect to geographical 9

NATIONAL LOGISTIC CELL

locations with policies and rules being made by their respective support departments while the geographical heads are in charge of the overall performance which is measured in terms of Key Performance Indicators (KPI’s)and targets that are set by the central authority. This particular matrix system is very ver y useful in managing the ever growing operations with surprising ease as it aallows llows for a very cclear lear cchain hain of command without the problem of a confused power structure in which no one in certain what to do and whom to report to. Every branch/ Project Directorate has certain people from credit, accounts, human resource etc. who collectively report to the Project director who is answerable to the regional, then zonal and finally business heads who are all part of the team in charge of running the organization who report directly to the Director Ge General. neral. The Directors sit in the regional or Directorate from where they monitor the situation and implement and improve upon pre-existing policies and rules. The auditing is done at internal and external levels of the organization with internal audit being done by the  NLC’s own audit own audit team while external auditors are provided by Pakistan Army All this ensures utmost security, leaving no room for doubt in any operation or dealing of the Organization what so ever. Following Information tells us about the Hierarchy Hierarch y of the Organization:  Quarter Master General (QMG) - Lieutenant General Javed Bukhari Director General (DG) - Major General Faisal Mushtaq CFO - Mr. Ali Naveed Cheema There are four main Project Directorates PD of National Logistic Cell: PD NORTH

6 Learning and Experience: Internships at university level are provided primarily to give an insight of the  practical world relevant to our field of study. By working in an organization we learn of the various ways in which knowledge can be implemented practically. For my summer internship I applied at NLC Project Directorate KPK in Finance and Accounts (F&A) Department for a 7 weeks internship and dropped my application at the Sawan Branch Rawalpindi, where assistant manager explained that after conducting short interviews

the internee’s would be selected and after the approval of the Director, I was allowed to do an internship

Being a finance major’s student, my preferred career of choice was obviously something related to finance and accounts provided an attractive opportunity in this regard so I applied at a number of banks, private companies in Islam Islamabad abad and chos chosee NLC as the they y were the ffirst irst to reply and their

professional manner seemed a convincing proof of their excellent Human Resource group. I did seven weeks internship from National Logistics Cell under the supervision of Mr. Javed Karim Butt (Finance manager) and Mr Muazzam Shah (Assistant Manager). I learned a lot under his kind guidance and supervision and they made me learn and work in most sections of the company. 6.2 Week

1:

My internship started in the accounts department where I learnt about the work related to the accounts section which is checking all the financial activity going o on n in the project directorate

and it is done on both the construction contractors and the

company’s expenditure level. The daily activity that happens on one day is matched to the reports generated by the Headquarters’ Headquarters’   information system on the next day and proof of the transactions in the shape of cheques, deposit drafts or online vouchers are checked for the information that is provided in the report and then if cleared they are saved to be inspected by the manager and in case there is a problem and some record is missing, the department staff recover the missing articles and then move the reports because besides affecting their personal performance it also has a bad effect on the company’s and the Directorate’s overall Directorate’s overall performance in the shape of an objection from the audit team.

Week 2: I had given the same work so I will not make any mistakes and become In the 2nd week

expert in checking financial activity because that is our main work. They taught me more about it. They taught me while doing financial activity, you also have to check stamps, signatures along with dates on cheques, drafts or online vouchers. Missing these things would result in objection from audit team .

6.4  Week 3:

In the 3rd week, they taught me about the database handling. The Data Base system contains all the information regarding the contractors who provides different supplies such as steel works, machinery, sanitary, Labours and so many other things respectively. All the data related to contractors are inserted in the Database software known as Oracle; The Oracle is business software which handles all data entries regarding accounts  payables, account receivables, bills, utilities etc.

6.5 Week 4:

In the 4th week, it was way too different as compared to previous weeks. In this week i was given a different type of task. My main focus was the maintenance of the DAK. The DAK is a file or a document in which all the members of the department have to give their personal comments on the Upcoming projects given by the Headquarters. During 4 th  week almost two to three projects were given to our Directorate, being an ordinary internee by job was to take the DAK folder from places to places in a sequence through  proper panel of hierarchy. I used to take the files from Director to the deputy Director, then to Finance Manager and so on. In order to have their comments in the DAK folder.

6.6 Week 5

In the 5th week of my Internship, My assistant manager gave me the records of bills which was to be paid to the private contractors. My task was to prepare the minute sheets on the Ms Excel. It is the policy of NLC that all the transactions which will take place should be recorded in the hard copies which is known as minute sheet. This whole  procedure took a week because there were so many contractors with a huge amount of transactions. Then those records were approved by the Director and so on.

13

NATIONAL LOGISTIC CELL

6.7 Week 6

I worked in the bills and remittances department which is assigned with the task of handling inter directorates and interprovincial transactions. Interprovincial transactions in an org. has been observed that the of cheques/other iinstruments nstruments pertaining to government receipts is undertaken through System, whereby cheques/other instruments are physically sent to the issuing directorates .In case of inter directorates transactions, the money is transferred with the help of cheques and quicken this process. After all the procedures, all the transactions, a minute sheet is prepared by the managers and that sheet is sent to the Chief Financial Officer CFO who is setting in the main Head Quarters.

6.7 Week7

In my last week of internship, my assistant manager detailed me with taxation team. I learned so many things about sales tax. All the policies of sales tax ta x is usually given by Federal Board of Revenue FBR. The taxation team told me about withholding tax as well they briefed me about how to calculate Tax after sales. They told me the importance of Taxpaying. More over is a company or a even a Government Organization is a tax invader or not a regular tax payer, the company will face so many hard times from the higher authorities. 31st August 2018 was the last day of Internship. My team gave me a very warm send off. They were very happy happ y with my discipline, my attitude, skills etc. At the end it was a ver very y nice and learning experience.

NLC: LC: 7  SWOT Analysis of N Every organization has several weaknesses and strengths and in light of those it faces certain opportunities and threats. The banking sector in Pakistan is a massively competitive one with competitors offering new and improved services wi with th every passing day and to survive in such a situation, a bank has to ensure good quality and innovation at all times in order to catch and retain customers. The SWOT Analysis is a management tool used to determine the strengths and weaknesses of an organization which are a part of internal environment as well as analyze the opportunities and threats it faces which area part of its external environment .

7.1 Strength: Strength:  National Logistics Cell is one of the leading Logistics company in the industry with a net worth that easily places it in the top five and annual profits that ensure good return for the company and it also has a high number of Machinery, High innovative Mechanism in Pakistan thus offering more convenience to the Government of Pakistan. Both Military and Civilian strengths combine together t ogether in order to run any type of project within a country.

7.2 Wea Weakness: ness: Lack of technical training: Although the staff in charge of handling technical operations is highly trained, technical knowhow in lower levels is still not that much, the organization needs to make arrangements in order to promote this in the lower levels . Lack of training facilities: For the new recruits there is no specific training program or 15

NATIONAL LOGISTIC CELL

facility and most of them are straight away sent to the directorates where they learn about the operations by actually doing them  .

pp por tun unii ti es:   7.3 O p Technological upgrades: Even though it is a costly costl y fixed expenditure still a lot of banks are moving towards technological upgrades and for a bank with this large a customer  base technological upgrades can only be but profitable. CPEC: The NLC is also taking part in CPEC project, The duty assigned by Pakistan Government is to build 55 kilometres of road within a part of Baluchistan. The routes of  NLC heavy transportations that is Cargo Trucks etc are given to the NLC HQ, so the heavy loaders will help the Government to transport Cargo to the assigned routes.

7.4 T  Thr hre eats: Lower rates of return: The rates of return offered by NLC are not that high and a nd as a result they have a hard time convincing higher authorities for the further operations due to this reason

8 Recommendations a nd junior   They should seriously consider about training both their senior and

management in order to make them more up to date.

A more corporate atmosphere should be promoted throughout the Company

cutting the old status quo currently existing.

Proper training of a global standard should be provided for the new recruits in

order to keep them abreast with the latest developments in the industry.
