INDIAN QUALITY AWARDS

INDIAN QUALITY AWARDS Quality, as most organization knew it, rapidly changed during the 1980s.Due to successful Japanese efforts, U.S. industries began to discover the competitive advantages that quality could bring and how the lack of a quality system could bring an end to business. With customers demanding quality and competitors responding to such demands, businesses turned to total quality management (TQM) as the key to enhance overall performance. As customer expectations increased and performance improvement initiatives were implemented, quality evolved from a product specific focus to an organization wide effort, from a separate manufacturing function to a strategic business initiative. The quality function was expanding, and with that came new practices concerning continuous improvement. In the late 1980s and early 1990s, several countries established programs to recognize the inventive, yet effective, quality practices taking place—once again, after Japan, which began honoring quality practices in the 1950s. The criteria of most of these award programs encouraged strategic initiatives in the approach and deployment of quality practices. But as with most successful quality initiatives, the award programs underwent continuous improvements in design and administration. In their pursuit of TQM, organizations around the world began turning to quality award programs for more than just the recognition such programs offered. Industries realized that the awards also offered models and tools for implementing a quality strategy benchmarking best practices, performing self-assessments and, ultimately, achieving improvements. The Baldrige Award model, for example, could be used not only as criteria for companies applying for the award, but also as a guide for those interested in implementing proven performance excellence initiatives.

In the Indian context however, the TQM initiative was first set up by the Confederation of Indian Industry (CII) in the early 1980s. In 1987 and 1988, the Confederation of Indian Industry (CII) invited the Juran Institute to India to conduct workshops and in 1989 a team from India attended the Deming seminar in London. Because of the strategic tie-up between many Japanese automobile manufacturers and Indian automobile manufacturers, there have been TQM implementations in some Indian automobile companies such as Maruti and TVS Suzuki. It was reported that some Indian companies - mostly ancillary suppliers to large automobile manufacturers in India tied up with Japanese consultants to implement total quality (Business Today reported by Jagadeesh 1999). Jagadeesh further added that, in general, the manufacturing sector in India is well aware of the importance of quality but the service sector, mostly government owned, lags behind the manufacturing sector in all aspects that imply quality. There are large variations in the depth and the spread of quality culture among Indian organizations. Some are comparable to the best in the world, but the bulk of Indian companies are yet to make use of the various techniques for continuous improvement

In a countrywide survey of competitiveness of Indian manufacturing industry, it has been reported that quality is the topmost competitive priority of Indian firms (Chandra & Sastry 2001). In a study of propagation of quality management practices among Indian manufacturing companies since 1985, Mandal et al. (2000) have stressed the improvement of organizational culture in the direction of team working, harmony and participation. The same study also reports that there were a small number of companies which have started using SQC techniques but the bulk of the focus continued to be on inspection as a means of achieving quality. In fact, it has been remarked (Harrington reported by Jagadeesh 1999) that companies with poor performance went bankrupt in other parts of the world but was still surviving in India. This means there is still scope for bad products in

India. As the concept of quality began to be internalized by the Indian industry, spurred to a great extent by competition, quality awards were instituted on the lines of Malcolm Baldridge award and European Quality award. In comparison, the first Indian quality award - Rajiv Gandhi National Quality Award (RGNQA) - was instituted in 1991. Thereafter a number of quality awards were also announced. This was a measure of the maturing of quality related concepts in India. In order to understand the philosophy behind these awards, a quote from CII-EXIM award is reproduced: ‘The purpose of creating this award was to set a challenge for industry to scale new heights of quality and leadership. It does this in part by creating “role model”.

DIFFERENT QUALITY AWARDS: Numerous Indian quality awards have come up. In this report only the prominent awards are highlighted. RAJIV GANDHI NATIONAL QUALITY AWARDS: Rajiv Gandhi National Quality Award was instituted by the Bureau of Indian Standards in 1991, with a view to encouraging Indian manufacturing and service organizations to strive for excellence and giving special recognition to those who are considered to be the leaders of quality movement in India. This award is intended to generate interest and involvement of Indian Industry in quality programmes, drive our products and services to higher levels of quality and equip our Industry to meet the challenges of domestic and International markets. The award has been named after our Late Prime Minister Rajiv Gandhi, recognizing the new thrust he had given to the quality movement in India so that India could move into 21st Century with pride.

Awards and commendation certificates: There are five awards consisting of one for large scale manufacturing organizations, one for small scale manufacturing organizations, one for large scale service sector organizations, one for small scale service sector organizations and one for BEST OF ALL. In addition, there are eight commendation certificates each for large scale and small scale manufacturing organizations as per industrial sectors are: Bio-technology, Chemical industry, Electrical and electronic industry, Food and drug industry, Gems, jewellery and allied industry, Metallurgical industry, Textile industry and Engineering industry and others.

Further, there are six commendation certificates each for large scale and small scale service organizations in the following sector: Education, Finance, Health Care, Information Technology, Utilities, and Others. The number of awards/commendation certificates indicated above is maximum. In the event of nonavailability of suitable applicants as per assessment criteria decided by the National Awards Committee (NAC), any of the above awards/commendation certificates may not be given. The BEST OF ALL award consists of a certificate and a plaque, gold plated silver salver of 25 cm diameter. The plaque will be inscribed with logo `Q' in oval shape containing a line profile of late Rajiv Gandhi. It will also bear the inscriptions `Rajiv Gandhi National Quality Award, 2008 - BEST OF ALL' and the name of the winning organization. In addition, the winner will also be given financial incentive in the form of a cash award of Rs. 500 000. The other awards will consist of a certificate and a plaque, silver salver of 20 cm diameter. The plaque will be inscribed with logo `Q' in oval shape containing a line profile of late Rajiv Gandhi. It will also bear the inscriptions `Rajiv Gandhi National Quality Award, 2008 - Category' and the name of the winning organization. In addition, the winners will also be given financial incentive in the form of a cash award of Rs. 100 000 each. The commendation certificate will consist of a certificate and a plaque, silver salver of 15 cm diameter. The plaque will be inscribed with logo `Q' in oval shape containing a line profile of late Rajiv Gandhi. It will also bear the inscriptions `Rajiv Gandhi National Quality Award, 2008 – Commendation (Industrial Sector)' and the name of the winning organization. In addition, the recipients of commendation certificates will also be given financial incentive in the form of a cash award of Rs. 50 000 each. Eligibility An organization is eligible to compete for the award, if it satisfies all the following conditions:     

Applicant organization is located in India, Applicant organization has been in existence for at least three years as on last date of the application. Applicant organization is situated at one place or a unit of an organization housed at one location, Applicant organization has never been convicted by any court for deficiency in product or service and/or found guilty of financial irregularities by any regulatory authority or court. An undertaking to this effect will have to be submitted. Applicant organization is not manufacturing products, like tobacco and liquor etc which are injurious to health.

A Sub-unit which performs only support functions for the parent organization such as, sales, marketing, distribution, finance, human resources and health are not eligible. [A Sub-unit is a Unit or Division of a larger organization (Parent organization) which owns or has organizational and/ or financial control of sub-unit.

GOLDEN PEACOCK AWARDS: Golden Peacock Awards, named after India’s national bird the “Peacock”, was instituted by Institute of Directors in 1991.The GPNQ Awards are normally presented at the World Congress on Total Quality in January/February each year, to organizations in different sectors adjudged to have made the most significant achievement in the field of Total Quality. The Award winners are eligible to use the Golden Peacock Awards logo on all printed and promotional materials for next one year, which evidences to all its customers and suppliers the highest accolade acclaimed by the company. All sector of our business both in manufacturing and service, whether Public, Private, Government, NGO’s self accounting Institution, Business Units, are eligible to apply for the award. Individual leadership awards are determined through nomination only, based on complete career profile and achievements.

Eligibility Manufacturing or Service organizations or parts of organizations (self accounting profit centres) operating in India may participate in the Golden Peacock National Quality Award. The decisive factor for eligibility is that the operations of the applicant must reasonably correspond to the Award criteria and which can be verified at the time of evaluation. The operations of the applicant must be carried out independently, meaning that responsibilities, authorities, results, etc. are clearly defined. This must be documented, for example, in the annual report, organization plan or equivalent. Rules & Regulations      

GPAS reserves the right to alter the Award Scheme. GPAS reserves the right to award more than one trophy each year and also to withhold awards if the required standard is not met. GPAS accepts no liability for any loss resulting from the disclosure of information concerning an entry, though all reasonable precautions will be taken to maintain secrecy. GPAS cannot undertake to return documents or supplementary material submitted with an entry. Few selected Award winners may also be invited to make a brief presentation in the ensuing "World Congress on Total Quality" to share their experiences. The decision of the Chairman of the Jury, on the recommendations of the Panel of Judges is final and no appeal or correspondence will be entertained.

CII-EXIM AWARDS: CII and Export Import Bank of India have, in 1994, jointly established the CII-EXIM Bank Award for Business Excellence, with the aim of enhancing the Competitiveness of India Inc. The Award is based on the internationally recognized EFQM Excellence Model. The Excellence Model is based on universally accepted standards and practices that are found in the European Quality Award, the US Malcolm Baldrige National Quality Award, Japan Quality Award and Australian Quality Award. The CII-EXIM Bank Award for Business Excellence encourages Organizations to strengthen their management systems, practices and capabilities to enhance and sustain their competitiveness to become World-Class Organizations. The Award is administered by CII.

Eligibility: All Organizations’ operating in India and Overseas Units of Indian Organizations are eligible to apply for the Award. The Applicant must have been actively in business at least for the past three years. The following types of Organizations are eligible to participate:   

Large Business Organizations   



Whole Organizations or part of Organizations run as Business Units satisfying all the following characteristics: Annual Sales / Revenue is more than Rupees One Hundred Crore. Run as an Independent Profit Centre with a full set of Accounts (Publicly Published Balance Sheet).More than 50% of Turnover is external to itself and the Parent Organizations’, where one exist. The Unit has a broad range of support functions/policies, which it has autonomy over (e.g., HR, Finance, IT etc.) In addition, the Unit may demonstrate its independence by using a name/brand unique to that of the Parent Organization

Operating Units of Large Business Organizations   

Operating Units are part of a Parent Organization, with the following characteristics: Annual Sales/ Revenue should be a minimum of Rupees Fifty Crore or a minimum of 25% of the Annual Sales/ Revenue of the Parent Organization The Unit is dependent on the Parent Organization in some areas (e.g., HR, Finance, IT etc.) Is self sufficient enough to be assessed on all nine criteria.

CII-EXIM Model The Excellence Model is a non-prescriptive framework based on nine criteria. Five of these are 'Enablers' and four are 'Results'.The 'Enabler' criteria cover what an organisation does. The 'Results' criteria cover what an organisation achieves. 'Results' are caused by 'Enablers

ENABLERS: It covers how the organisation achieves its and the robustness of key processes to assure sustainability planned results through leadership, strategy, people, of good performance based on the key strategic outcomes. partnerships & resources, and processes, products & services following PDCA (Plan, Do, Check, Act) approach. RESULTS: The results cover what the organisations are assessment guidelines are achieving with respect to their key stakeholders. e.g. Customers, People, Society and Shareholders. The organisation is assessed on the results with respect to satisfaction of key stakeholders based on their perceptions and the robustness of key processes to assure sustainability of good performance based on the key strategic outcomes. MEASURING EXCELLENCE: The excellence of enablers and results is measured based on the PDCA approach. The marks are given out of maximum 1000.

IMC Ramakrishna Bajaj National Quality Award Among several initiatives of the Indian Merchants' Chamber, a significant one was the setting up of Quality Improvement & Technology Committee in 1993 and the Quality Cell. This Expert Committee – chaired by Mr. Niraj Bajaj – instituted the IMC Ramkrishna Bajaj National Quality Award (IMC RBNQA) Trust to administer the Award with a purpose of spreading awareness for quality and fostering competitiveness in Indian Industry.

Leadership: The Leadership Category examines how your organization’s Senior Leaders’ personal action guide and sustain your organization. Also examines organization’s governance system and how an organization fulfills its legal, ethical and societal responsibilities and supports its key communities. Strategic Planning The Strategic Planning Category examines how your organization develops strategic objectives and action plans . Also examines how an organization chooses strategic objectives and action plans are deployed and changed if circumstances require and how progress is measured. Customer Focus The Customer Focus Category examines how your organization engages its customers for long-term marketplace success. This engagement strategy includes how an organization builds a customer-focused culture. Also examined is how an organization listens to the voice of its customer and uses this information to improve and identify opportunities for innovation. Measurement, Analysis and Knowledge Management The Measurement, analysis and Knowledge Management Category examines how an organization selects, gathers, analyzes, manages and improves its data, information and knowledge assets and how it manages its information technology. The Category also examines how an organization reviews and uses reviews to improve its performance. Workforce Focus The Workforce Focus Category examines how your organization engages, manages and develops your workforce to utilize its full potential in alignment with your organization’s overall mission, strategy and action plans. The Category examines the ability to assess workforce capability and capacity needs and to build a workforce environment conducive to high performance. Results The Results Category examines your organization's performance and improvement in all key areas—product outcomes, customer-focused outcomes, financial and market outcomes, workforce-focused outcomes, processeffectiveness outcomes and leadership outcomes. Performance Levels are examined relative to those of competitors and other organizations providing similar product offerings.
