PROCEDURE FOR CONDUCTING INCLINING EXPERIMENT (Ref : ASTM F 1321) (Ref: IMO Code on Intact Stability ; Resolution A.749 (18) I
Condition of the vessel before stability test:
a)
General: The vessel should be as complete as possible at the time of stability test. Temporary material, toolboxes, staging trash, sand, debris etc. on board should be reduced to absolute minimum during the stability test. If any item to be added or removed, the weight and center of gravity should be accurately recorded. All tanks should be empty or completely full and clean at the time of test. No slack tanks are allowed. If any tanks can not be emptied, then sounding of such tanks should be taken for correction of weight and free surface effect. Effort should be made to keep the number of slack tanks to a minimum. To avoid pocketing, slack tanks should be 20-80% full if they are deep tanks and 40-60% full if they are double bottom tanks. For this vessel, two tanks (WBT4 P&S) are anticipated to be completely full at the time of the experiment.
b)
Mooring arrangements The vessel should be held by lines at the bow and the stern attached to temporary pad eyes installed as close as possible to the center line of the vessel and as near the water line as practical. If temporary pad eyes are not feasible, then lines can be secured to bollards or cleats or both on the deck. This arrangement requires that the lines to be slackened when the ship is heeled. Where the vessel can be moored to one side only, bow and stern lines with two spring lines should be provided in order to maintain positive control of the vessel. All lines should be slack with the vessel, free of the pier and camels when taking readings.
c)
List and trim The trim different from design trim should not be greater than 1% of LBP. If the trim is more than 1% of LBP, trimmed hydrostatic will be used for light weight calculation. With the inclining weights in the initial position, list should not be greater than 0.5o.
d)
Test weight The total weights used should be sufficient to provide a minimum inclination of 1o and a maximum of 4o heel. The test weights should be compact and of such configuration that the KG of the weights can be accurately determined. Weights such as porous concrete, that can absorb significant amount of moisture, should only be used if they were weighed just prior to the stability test. The weight should be calibrated to nearest +/- 10 Kgs. Each weight used for the experiment to be weighted just prior to the experiment or weight certificates to be presented to the attending surveyor. Each weight to be marked with an identification number and mark.

Pendulums TWO (2) pendulums are used to allow identification of bad readings at any pendulum station. They should each be located in an area protected from wind. The pendulums should be long enough to give a measured deflection, to each side of upright, at least 150 mm. A trough filled with thick oil should be provided to dampen oscillation of the pendulum after each weight movement.

Conducting Procedure Ensure that the vessel is properly prepared for the test. Check that all compartments are clean, dry, movable weights are secured properly, pendulum and weights are in place on board. Check that there is no adverse effect of wind, current and sea. Record accurately weight and center of gravity (VCG & LCG) of items to be added or removed from the ship. Freeboard / draft readings should be taken at three (3) locations approximately equally spaced on each side of the Ship. These readings should be taken immediately before or immediately after the inclining test. Weights must be on board and in place and all personnel, who will be on board during the test, should be on board during these readings. From these freeboard / draft readings calculate the mean draft. Specific gravity of the floatation water shall be determined at the time of test. The mooring lines should be slack such that the vessel floats freely. Check should be made that the vessel is not resting on the bottom. Measure the pendulum and record their length. Prior to the weight movement make sure that communication arrangement is adequate, all personnel are in place. Mark the initial position of the weight on the deck. Make each weight movement in the same direction, normally transversely, so as not to change the trim of the vessel. Deflection of the pendulum should be noted after each movement. Reading should be taken when the pendulum has stopped swinging. Run a plot during the test to ensure that acceptable data is being obtained. Typically, the abscissa of the plot will be heeling moment (weight times distance) and the ordinate will be the tangent of heel angle (deflection of pendulum divided by the length of pendulum). The plot should be a straight line. Movement No.8, a recheck of the zero point, may be omitted if a straight line plot is achieved after movement No.7

Inclining Experiment Report This report consists of a recording of the observed data, the calculations necessary to determine the displacement and center of gravity at the time of experiment and calculation made to arrive at the lightship condition by modification to the condition of ship at the time of inclining.
IV
Deviations The inclining experiment is to be performed as indicated above. Any deviation from the above procedure is to be authorized by the attending surveyor. ASTM F 1321 will be followed as the basis for the test and reference for resolving any questions.
