HSUPA Iub congestion control The HSUPA Congestion Control aims to balance the work load of the RNC introduced by  processing of the uplink traffic coming from the UEs. Congestion Congestion control for high speed uplink is a critical feature in the sense that the RNC might end up in a situation where it cannot handle all the traffic generated by b y all the users, although the users are given the maximum transmission speed. Congestion can occur on the transport path to the RNC or internally inside the RNC. In both cases, it is the responsibility of the RNC to take action to reduce the congestion. Whatever the source of congestion, the RNC must send indication to the originator of the excess traffic.
