1. Purpose

The purpose of this Drilling and Workover (D&WO) Health, Safety and Environmental Requirements Manual (HSERM) is to establish an uniform and comprehensive set of Health, Safety and Environmental (HSE) requirements that are applicable to Contractor rigs, assets, facilities, and operating and support organizations of Saudi Aramco D&WO and URDD. Note: The HSERM predominantly identifies D&WO HSE administrative requirements, for further

D&WO HSE requirement relating to asset integrity, refer to the D&WO Safe Work Instructions Manual (SWIM). 2.

The D&WO HSERM A.  Defines the HSE requirements for Contractor’s rigs, assets, facilities, f acilities, and operating and

support organizations of Saudi Aramco D&WO and URDD. B.  Replaces the 2018 D&WO Health, Safety and Environmental Requirements manual. C.  Incorporates audit recommendations from prior audits (LPCR/SAMI (LPCR/SAMIR) R) and

recommendations from D&WO and URDD Department Managers. D.  Formatted in accordance with the Saudi Aramco G.I. 850.003.

Safely drill and workover high quality, cost effective oil and gas wells in a timely manner to meet corporate objectives. 4.

Scope

The D&WO HSERM applies to Contractor rigs, rigless units, assets, facilities, and operating and support organizations of Saudi Aramco D&WO.

The D&WO HSERM is organized into five (5) Sections as follows: A.  Section A: Administrative Requirements.

How to use this Manual

Managers are responsible for ensuring the requirements of the D&WO HSERM are complied with. Managers shall: A.  Review, understand and acknowledge the requirements within the D&WO HSERM. B.  Evaluate the current HSE status of your areas of responsibility, in reference to the

requirements of the D&WO HSERM. C.  Ensure compliance with the D&WO HSERM. D.  Contact Drilling Operational Excellence & Compliance Division (DOE&CD) for guidance and

assistance,, as needed. assistance E.  Ensure a current copy of the HSERM is maintained and accessible to all those required at

each rig site.

The following rules are to protect you and your fellow workers. Violations of the rules may lead to disciplinary actions. This procedure applies to Saudi Aramco D&WO and URDD, Contractor, and Service Companies.

1.  All Work related injuries/illness or vehicle collisions, no matter how slight, shall be reported immediatelyy to your supervisor. immediatel

2.  All fires, spills, and releases, no matter how small, shall be reported immediately to your supervisor.

3.  Immediately report any unsafe conditions, practices, near miss or incident to your supervisor.

4.  Horseplay, practical jokes jokes or fighting, including initiations, initiations, are safety violations. Supervisors allowing these acts as well as the violators are subject to disciplinary action.

5.  All personnel (drivers and passengers) shall wear seat belts at all times. The number of vehicle occupants will be based on the number of seat belts available.

6.  Smoking is only allowed in designated smoking areas. This includes the use of vape pens and electronic cigarettes.

7.  Identify risks and hazards associated with tasks before beginning work or if the location or

conditions should change. 8.  Permit to Work (PTW) shall be raised before a safety device is removed from service and/or defeated, the appropriate supervisor and affected parties shall be notified, the device shall be tagged and the action documented.

Periodic SWA Drills shall be included in the program with different operations and including the participation of third party and sub-contractor employees. A-4 / Rig Operators Operators & Service Company Company Loss Prevention Prevention Responsibilities This procedure applies to Contractor and Service Companies.

Throughout all phases of any drilling or workover operation the Rig Operator and Service Contractor shall be held accountable for the prevention of accidental losses, the protection of Company interests and resources, and the avoidance of any contamination of the environment.

The following minimum guidelines are provided to aid the Rig Operator and Service Company in meeting his responsibilities. Assistance in complying with the requiremen requirements ts set forth is available from D&WO Management, DOE&CD, or from the Loss Prevention Department Department of the Company.

The Rig Operator and Service Company shall establish a written loss prevention program that fulfills all the requirements stated in this Manual including permit to work system for Rig Operator, and Service Service Company and all all sub-contractor work.

Any loss prevention program of the Rig Operator or Service Company shall provide for frequent and regular inspections of the equipment, materials, and accommodations by competent persons designated by the Rig Operator or Service Company Management. This inspection shall be completed on a Quarterly basis and submitted to their management for

concurrence and follow up.

The Rig Operator and Service Company shall maintain at each D&WO operational site a copy of the reference materials (Refer to HSERM/A/A-2/RM) necessary for the safe operation of the rig.

The Rig Operator and Service Company are responsible to verify that all personnel arriving on location register and receive a thorough safety and H 2S orientation.

The Rig Operator and Service Company shall be thoroughly familiar with the drilling or workover program. He shall inform the rig crew of any potential adverse conditions (Example: lost circulation zones, high reservoir pressure, high H 2S concentrations) that require special safety precautions, training, equipment or additional personnel.

The Rig Operator and Service Company shall clearly identify the "Smoking Permitted" areas around each rig location, using risk assessment and should have clear instructions for those areas. All other areas on the location shall be considered as " Non Smoking" areas and shall be marked accordingly. Smoking shall be closely controlled throughout the rig location. The Rig Operator and Service Company shall take all reasonable safety precautions to prevent oil spills or pollution both onshore and offshore operations. If an accidental spill or discharge does occur, every effort shall be made to (a) protect human life, including both employees and the public, and (b) minimize the impact on the environment. Should an accidental spill occur, it shall be reported immediately immediately to the Company representative so that he can take the necessary steps to contain the spill, and implement the applicable reporting requirements of the applicable General Instruction (G.I.): G.I. 2.104, G.I. 2.400, or G.I. 2.401.

The Rig Operator and Service Company shall adequately train each of his employees in the recognition and avoidance of unsafe conditions and in all Company loss prevention standards applicable to his work environment. He shall also adequately train his employees in methods to control or eliminate any hazards or other exposures that may result in injury or illness (hazard recognition program).

The Rig Operator and Service Company shall implement a HAZCOM Program to ensure that employees who are required to handle or use poisons, caustics, acids and other harmful substances, are adequately trained regarding safe handling and use. The Rig Operator and Service Company supervisors shall discuss the potential hazards, personal hygiene, and

required personal protective equipment equipment prior to their employees handling any harmful materials. In all areas were hazardous chemicals are being stored or utilized, the Rig Operator shall adequately maintain eyewash and shower stations, as required by the Material Safety Data Sheet (SDS), ( SDS), for washing chemical spills. Note: A.  SA shall supply SDS’s for materials SA orders. B.  All SDS’s shall be kept and maintained at each Chemical/Hazardous material storage area in both Arabic and English as a minimum.

The Rig Operator and Service Company shall allow only those qualified & competent personnel by certified training to operate equipment and machinery, inline with laws of the Kingdom of Saudi Arabia and Saudi Aramco policies, requirements. The Rig Operator shall also ensure that all certified operators have copies of their certifications and licenses in their possession. The rig shall also maintain copies of all operators certifications and licenses. Each rig shall maintain a rig specific training matrix that shall be updated and submitted to their respective SA Department monthly.

Rig Operator’s providing offshore rigs shall verify that their rigs are kept in compliance with

all applicable maritime/MODU maritime/MODU standards of the country in which the rig is registered as well as any applicable laws and regulations of the Kingdom of Saudi Arabia or the Company.

A Rig Operator providing offshore rigs shall verify that all required (Marine and Vessel Flag State) certifications are current and that re-certificatio re-certification n inspections are completed by an approved certification authority prior to the expiration of the existing certificate. Review Interval: 48 Months On all offshore rigs, a copy of the Barge Marine Operations Operations Manual shall be kept readily available in the control room for consultation and use. The manual shall include a complete set of operating instructions, control systems diagrams, and stability characteristics.

Any special or unusual towing characteristics of an offshore rig shall be included in the operating instructions and communicated to the towing vessel operators before towing operations begin.

A Rig Operator providing offshore rigs shall ensure that all navigation and transit lights are operable and used as required by International Rules and Regulations for Aids to Navigation.

Should a conflict arise between a Rig Operator’s and Service Company HSE requirement and

a Company requirement, the most stringent requirement shall apply.

A-5 / Competency and Training SA and Supplemental Manpower (SMP) personnel shall meet the minimum requirements requirements as specified in the D&WO Training Matrix (the D&WO Training Matrix can be accessed through the DIH and HRT&CDD web sites ), current version.

All trainings and competencies are required to be documented and records available at worksite in soft or hard copy. 4.  GMDSS Training

Valid for: None 7.  Helideck Emergency Response Team Member (HERTM) This training is to be completed at an OPITO approved approved school. Competency must be verified through experience and qualification. Persons to be trained (Minimum): There shall be four (4) certified competent HERTM aboard at all times, as identified on the Station Bill. Training Provider: Certified and Competent 3rd Party. (OPITO). Valid for: 2 Years must be an OPITO approved course 8.  Helideck Emergency Response Team Leader (HERTL) This training is to be completed at an OPITO approved approved school. 9.  HUET, Helicopter Underwater Escape Training This training can be completed through a SA School in the Kingdom of Saudi Arabia (KSA), through any OPITO approved school or SA approved school. 10. ABS ABS Welder Each MODU Welder shall be trained and certified in accordance with MODU classification society. 11. Fire Fire Fighting Team Leader (Offshore)

Training Provider: Certified and Competent (3rd Party) Valid for: 5 Years. 13. Fire Fire Team Member (Offshore) This training should be conducted at an OPITO, STCW95 accredited external school or an Aramco approved training training center. Each member of a fire team shall be able able to demonstrate competency in basic firefighting techniques and the use of first aid firefighting appliances. Competency shall be demonstrated through experience, theoretical, and practical examination. Persons to be trained (Minimum): All Fire Team members as identified on the Station Bill. 18. Confined Confined Space Entry Inspection A physical inspection is required in all locations where injury to personnel could occur due to the nature of confined space work as well as considering the presence of combustible gases, toxic gases, or oxygen enriched/deficient enriched/deficient atmospheres, the physical condition of the work area must be considered, particular attention must be paid to rescue procedures in given confined space work areas. An adequate number of competent personnel trained in confined space entry inspection (this training shall include gas testing) must be maintained at each rig location, it is recommended that the rig maintain at least two (2) competent persons per tour. Competency shall be demonstrated through experience, theoretical and practical

20. First First Aid CPR This training shall be administered by an approved competent instructor at an external school or at the rig location, each trainee shall demonstrate competency competency through practical and theoretical examination. 21. Fire Fire Safety Training (Onshore) Fire safety traning will be provided in a manner appropriate to the risk identified and be adapted to take account of any new or changed risks to the safety of employees, such training will enable personnel to perform their duties as identified in the Fire Attack Plan. 22. Hazcom Hazcom Training This program provides hazardous materials information, and guidance on how to handle chemicals safely to minimize incidents and reduce risks to people, production, equipment, and the environment. 23. Spill Spill Prevention Training This training shall include prevention and containment of chemical spills. All personnel must have a basic understandin understandingg of prevention; containment; containment; and the environmental, health, safety, and legislative impact of chemical spills. 24. Respiratory Respiratory Protection Training The Rig Operator shall ensure that all respiratory protection equipment needed by, or reasonably anticipated to be needed by his employees, is provided. Those employees required to use this equipment must be trained in its effective use. This training shall include the following:

The need for respirator protection. An explanation of why a particular type of respirator has been selected. An explanation of the operation, capabilities and limitations of the respirator selected. Fitting of face pieces. Donning (putting on) and doffing (taking off) of respirators. Regulations concerning respirator use. Instructions in emergency procedures. Maintenance,, inspection, and storage of respirators. Maintenance Sealing and functioning of the face piece

Additional hazards may include heated, flammable, toxic, corrosive or chemical materials. Employees required to perform LockOut/Tag-Out procedures shall receive training in these procedures before performing the procedures. 35. Rig Rig or Rigless Operations Orientation The Rig Contractor and Service Company are responsible to ensure that all personnel arriving on location; register and receive a Rig/Site Specific and thorough safety, H2S and DROPS. Persons to be trained (Minimum): All personnel on location. Training Provider: Certified and Competent (In-House). (I n-House). Valid for: 1 Year.

36. Scaffolding Scaffolding Safety Scaffolds shall only be erected and dismantled by qualified personnel, taking into account stresses on the scaffold, main supports, ties, etc., and all personnel must be made aware of SA and contractor procedures relating to the erection and dismantling of scaffolding. Persons to be trained (Minimum):  All personnel who; supervise, erect and/or dismantle scaffolding and its work platforms (Toolpusher and Barge Engineer) (Designated (Designated scaffolding inspectors and erectors). If no scaffolding is available or used at all on rig location no training is required. Training Provider: Certified and Competent (3rd Party). Valid for: 2 Years.

37. DROPS DROPS Training Personnel must be awared of how to identify, evaluate and the potential consequencies of a Drop object event and the prevention measurements measurements required to be in place to avoid it. Persons to be trained (Minimum):  All personnel on location, except catering personnel Training Provider: Certified and Competent instructor accredited by a recognized national or international agency (3rd Party or in House) Valid for: 2 Years.

38. Emergency Emergency Response to a Powerline Incident   This program demonstrates how a driver evacuate a vehilce which has contacted overhead/underground overhead/und erground powerlines safely. 41. Heavy Equipment Operator and Rigging Testing and Certification G.I. 7.025 is specificly for Onshore and offshore Contractor personnel operating cranes, heavy equipment or industrial vehicles as well as personnel rigging / slinging loads within Saudi Aramco facilities, on Saudi Aramco contract, and in applicable Saudi Aramco domestic joint venture companies. The testing and certification can be performed by Saudi Aramco and its Approved local and international training providers. Specific knowledge and experience requirements for special equipment operations requires progressive training for its operators. These training requirements shall be developed by the Service Companies for crew crew members, senior operators operators and shift supervisors. This training will be identified in the Service Company training matrix. In addition to the required training, these personnel shall have experience with the type of work planned, to carry out the duties assigned in a competent manner. The type and amount of experience required depends on the complexity of the work and the specific duties assigned.
