Thursday, April 18, 2013 Autumn Hughes News Editor While the Athens Recycling Center is usually filled with old, unwanted materials left behind by area residents, this week the facility is becoming home to something new. Construction of an earth-sheltered building began Wednesday, although the grading and installation of a concrete pad were done over the past few weeks. Also, a small building on the site was demolished in advance of the work being done now. According to Scotty Wade with Eagle Valley Green Homes in Licking, Mo., who arrived in time to see the building be erected, it is the first green shelter of this kind in the United States. "I was trying to get mine up before (Athens) so I could claim that," Wade said, adding he is setting up an 1,800-square-foot display home in Missouri. Wade is one of only two U.S. dealers for COLFIBREX, the Colombia, South America-based company that manufactures the buildings. Wade said he was negotiating to become a dealer for the company at the same time Athens Public Works Director Shawn Lindsey was seeking information about the buildings for a grant. He also deals with solar energy and other green technology, and has been working with this concept for about 15 months. Wade noted that the building being constructed here is not a standard design, but a specialty model; he commended Lindsey for being innovative. "I'm excited about the concept," Wade said, adding he believes this is the future of building for many areas. "I see this as being primary housing in the future." In addition to the ease of construction, Wade said the cost of comfort - heating and cooling - is low compared to traditional construction.

Also, Wade noted that most people are confused about the concept of an earth-sheltered building because they envision an underground building. To clear up that confusion for his project, Wade said he is building his display home on a hilltop 250 feet above the Piney River in Missouri - just to show it is not underground, but earth-sheltered. Wade said he has met with "numerous people" who are waiting to see his display home before ordering their own. He has had interest from potential customers in North Carolina, Texas, Minnesota and Arizona, to name a few. In addition, Wade said he impressed with the design, which he described as "structurally strong with a lot of aesthetic value." Wade said the sections are held together with bolts and sealed outside with epoxy on the seams; additional sealer is used inside the structure to reinforce the seams. The earth-sheltered aspect takes form when a ring of sand bags is laid about five feet out from the base of the structure. More sandbags will be stacked to maintain the contour of the earth covering the structure and create a "nice flowing pitch." Soil is then filled in, held in place by the sand bags, and covered by a polypropylene fabric over the top. The roots of vegetation planted over the top will penetrate the fabric cover and stabilize the soil below. Lindsey said the building is being paid for using an innovation grant that draws funds from the fine levied against TVA related to the Kingston coal ash spill in 2008. "The money can't be used to pay FBI agents or anything like that," Lindsey said, referring to comments made by a citizen who spoke against the building during Tuesday's City Council meeting. "The money is specifically for communities that were impacted by the coal ash spill." Lindsey said that innovation in green technology was a significant contributor for Athens to receive a portion of that funding, noting that this is the first building of this kind being constructed in the United States. In addition, Lindsey addressed a citizen's concern about the city not owning the property where the building is located; rather, the city is leasing the property. The Council approved extending the current lease agreement in February for the Athens Recycling Center, which is leased from Angela Seaton McLaughlin. According to the resolution approved by the Council, the lease was set to expire this year on June 30. The revised lease agreement includes extending the area of leased property by approximately 50 feet and enter into a 30-year lease agreement at $400 per month with a preset increase in the city's rate every fifth year thereafter. Also, the resolution states that a long-term lease is needed for the construction of a new recycling center office and Keep McMinn Beautiful headquarters. Wade said he appreciates Lindsey being receptive to him coming to watch and lend his knowledge of the process to benefit the Public Works crew. He also noted that he sees Athens as a "very progressive and attractive community" and said the city's green efforts are "just wonderful." * Email: [email protected]
