1.0
PURPOSE: This G.I. provides direction and guidance to Company organizations on the proper handling and disposal of wastes. It also provides reference to existing G.Is. and standards that control the handling and disposal of certain wastes such as medical waste, radioactive waste, hydrotest water, and those associated with air emissions, asbestos and hazardous chemicals. This G.I. will assist Company operations in planning waste management strategies and in complying with the Environmental Protection Policy (INT-5) and applicable standards.
2.0
APPLICABILITY: This G.I. applies to all in-Kingdom Company organizations that generate solid, liquid and hazardous wastes, air emissions and wastewater.
3.0
ORGANIZATIONS AND CONTACT NUMBERS: The Environmental Protection Department shall be contacted for any questions, clarifications, advice and approvals. Contact telephone and fax numbers for those Company organizations referenced in section 5.0, "Responsibilities" of this document are shown in Attachment I.
4.0
WASTE MANAGEMENT REQUIREMENTS: 4.1
Air Emissions Sources of air emissions are generally grouped under two categories: point sources and fugitive/ non-point sources. Point sources include process and utility stacks, process vents, gas flares,

thermal oxidizers and incinerators, combustion gas turbines, and sulfur recovery units. Nonpoint sources include pump seals, pressure relief and open-ended valves, pipeline valves/flanges, process drains, cooling towers, storage tanks, bulk loading operations, landfills, ponds, oil/water separators, and wastewater treatment operations. SAES-A-102, "Ambient Air Quality and Source Emission Standard" specifies the design requirements to control the management of both point sources and fugitive air emissions from Company facilities. 4.2
Asbestos G.I. 150.001 "Asbestos Regulation" controls the management of asbestos and asbestos containing wastes.
4.3
Chemicals All redundant, spent or expired chemicals shall be sent to the Reclamation Chemicals Storage & Handling Facility according to the MSO's Materials Instruction Manual Subject 13, Hazardous Material Topic 13.1, "Processing Hazardous Material". For clarification, contact the HMA, Storehouse Operations.

Hydrocarbon Product Waste Hydrocarbon product waste consists of two categories, off-specification product, and contaminated product. 4.4.1
Off-Specification Product Collection and Transport: Off-specification product shall be collected and transported in tanker trucks, vessels or other containers that are suitable to safely handle, contain and transport this material. Storage: Storing off-specification product is not permitted except when logistics prevent the immediate transportation to appropriate receiving or disposal facilities. Storage shall be in appropriate containers, tanks, or vessels and shall not exceed 30 days. Treatment: Off-specification product may be used as fuel, used as blending stock, reprocessed, or returned to the crude oil or refinery system. Disposal: Off-specification product that cannot be recovered by treatment shall be disposed of at an approved facility.

Contaminated Product Collection and Transport: Contaminated product shall be collected and transported in tanker trucks, vessels or other containers that are suitable to safely handle, contain and transport this material. Storage: Storage of contaminated product is not permitted except when logistics prevent the immediate transportation to appropriate receiving or disposal facilities. Storage shall be in appropriate containers, tanks, or vessels and shall not exceed 30 days. Treatment: If blending, reprocessing or sale to an outside vendor is not possible because of the level or type of contamination, the contaminated product shall be sent for disposal. Disposal: Contaminated product shall be disposed of at an approved facility.

Hydrotest Water G.I.432.000 "Pipeline Hydrotest Water Disposal" controls the management of hydrotest water.
4.6
Medical Waste G.I.151.006 "Implementing the Saudi Aramco Sanitary Code" and SAMSO OM-7-1 "Environmental Control in SAMSO Facilities" control the management of medical waste.
4.7
Oily Waste Oily waste shall be characterized through chemical analysis for oil and grease, lead and other heavy metals (e.g., cadmium, chromium, etc.) prior to disposal. Mixing of leaded and nonleaded oily wastes is not permitted. 4.7.1
Non-Leaded Oily Waste 4.7.1.1
Non-Leaded Oily Sludge Non-leaded oily sludge contains less than 100 mg/kg of total lead or less than 5 mg/L of TCLP lead. Collection and Transport: These wastes shall be collected and transported in such a manner to ensure that no leakage or spillage takes place during collection and transportation activities. Oily sludges shall be transported in tanker trucks, vacuum trucks, dump trucks or drums.

Storage: Oily sludges shall be disposed of immediately after generation. If logistics prevent the immediate transport to disposal facilities, storage is allowed for a maximum of 90 days. Storage is allowed in containers such as drums, tanks, lined pits, and lined ponds. Above ground storage requires spill containment. Treatment: Attempts shall be made to recover oil from non-leaded oily sludge. For this purpose, readily available and cost effective technologies, such as centrifugation, shall be utilized. Disposal: Oily sludge shall only be disposed of at an approved oily waste landfarm that has been designed as per SAES-A-104 Section 11.5. Disposal of oily sludge requires advanced coordination with the disposal facilities. To avoid unnecessary storage of oily sludge, facilities shall contact disposal sites at least 30 days prior to shipment. 4.7.1.2
Non-Leaded Oily Water Non-leaded oily water contains less than 100 mg/L of total lead or less than 5 mg/L of TCLP lead. Collection and Transport: Oily water shall be collected and transported in such a manner to ensure that no leakage or spillage takes place during collection and transportation activities. Oily water shall be transported in tanker trucks or vacuum trucks. Treatment: Oily water shall be treated to minimize oil content and to maximize recovery of oil prior to disposal. Oil removal shall be accomplished through the use of a gravity oil/water separator designed as per SAES-A-104, Section 4.4.1.1, or by other approved methods. If the final discharge of the oily water is to the marine environment, the treatment system must achieve an effluent oil and grease content less than 8 mg/L. Disposal: After treatment, recovered oil shall be recycled (e.g. slop system, blending with crude, refining). Treated oily water shall be sent for final disposal to an approved evaporation pond, landfarm, injection well, or marine outfall.
4.7.2
Leaded Oily Waste Leaded oily waste poses serious health hazards and has adverse environmental impacts if not handled properly. Special precautions must be taken during cleanup, collection,

transportation, treatment and disposal operations. EPD and LPD should be contacted to advise on proper precautionary measures. TEL tank wastes, gasoline tank sludge and any oily wastes that contain lead concentrations in excess of 100 mg/kg total lead are defined as leaded oily wastes. Note: If a waste contains over 100 mg/kg total lead and the TCLP derived lead concentration is less than 5 mg/L, the waste shall be disposed of at an approved landfarm. 4.7.2.1
Leaded Oily Sludge Leaded sludges from TEL storage vessels must be disposed of at an approved incineration facility. Other leaded oily sludge shall be managed according to the following: Collection and Transport: Leaded oily sludge shall be collected and transported in such a manner to ensure that no leakage or spillage takes place during collection and transportation activities. Containers used during collection and transportation shall be limited to sealed drums, vacuum trucks and closed tanker trucks. Storage: Storage of leaded sludge is not permitted. If logistics prevent the immediate transport to disposal facilities, short term storage is permitted with the approval of EPD. Leaded sludge shall be transported to an approved disposal facility. Treatment: Leaded sludge shall be treated in an approved leaded waste weathering area designed as per SAES-A-104, Section 11.5.1.8. Disposal: Treated leaded sludge shall be collected and either be disposed of at an approved landfarm or a Class I Landfill. EPD shall determine the proper disposal method based on the lead and oil content.
4.7.2.2

Treatment: Leaded oily water shall be treated to recover product prior to final disposal of the wastewater. Product recovery is accomplished through the use of a gravity oil/water separator designed as per SAES-A-104, Section 4.4.1.1, or by other approved methods. If simple oil/water separation does not provide sufficient treatment to eliminate floating oil in evaporation ponds, the ponds must be designed to provide additional treatment (SAES-A-104 Section 7.1.2) and oil removal equipment (e.g. floating booms, skimmers) must be provided for the ponds. Disposal: The wastewater from the separator shall be disposed of in an approved evaporation pond (designed as per SAES-A-104, Section 14.2). 4.8
Polychlorinated Biphenyls (PCBs) G.I. 2.717 "Procedures and Guidelines for Handling PCBs" and MSO's Material Instruction Manual Subject 13, Hazardous Material, Topic 13.2, "Disposal of PCB", provide guidelines for the management of PCBs and equipment containing PCBs.
4.9
Pyrophoric Waste Pyrophoric waste shall be kept wet with water at all times prior to controlled treatment. Collection and Transport: Pyrophoric waste shall be collected and transported in nonflammable containers (e.g., steel lugger buckets). Storage: Storage of pyrophoric waste is not allowed. These wastes shall be transported to disposal facilities as soon as they are generated. Disposal: Pyrophoric wastes shall be disposed of by thinly spreading, igniting, and allowing the material to react under controlled conditions at the facility's designated site.
4.10 Radioactive Waste G.I.150.003-6 "Ionizing Radiation Protection Supplement 6, Receiving, Storage, Disposal and Contamination Control of Radionuclides" provides guidelines for the management of radioactive waste. The Secretary of Radiation Protection Committee should be contacted for any questions or clarification. 4.11 Trash & Construction Debris SAES-S-007 "Solid Waste Landfill Standard" and G.I. 151.006, Section SASC-S-13, "Solid Waste Management" provide guidelines for the management of trash and construction debris.

4.12 Wastewater Wastewater shall be treated by a process that meets SAES-A-104 "Wastewater Treatment, Reuse, and Disposal" design requirements. Operation of a sanitary wastewater treatment system must comply with the operating requirements in G.I. 151.006, "Implementing the Saudi Aramco Sanitary Code". Industrial wastewater and stormwater run-off shall not be mixed with sanitary wastewater - after treatment, the streams may be combined prior to disposal. Discharge and treatment requirements for the various types of wastewater and wastewater by-products are as follows: 4.12.1 Sanitary Wastewater 4.12.1.1 Discharges to Marine Environment from Onshore Facilities: Sanitary wastewater shall be treated by a process that will achieve the discharge limitations shown in Table 1 (Attachment II). 4.12.1.2 Discharges to Marine Environment from Offshore Facilities: Sanitary sewage discharged more than 4 nautical miles from shore does not need to be treated to meet Table 1 requirements; it shall be comminuted and disinfected prior to discharge. 4.12.1.3 Discharges to an Evaporation Pond: Exceptions to Table 1 requirements may be granted on a case-by-case basis for sanitary wastewater that is discharged into an evaporation pond which meets the design requirements of Section 8.1 of SAES-A-104 and SASC-S-14. 4.12.1.4 Discharges to Land Areas: Discharges to the land are not permitted unless written approval is obtained. 4.12.2 Sanitary Wastewater - Sludge Sanitary wastewater sludge shall be stabilized (aerobic digestion) prior to drying in sludge drying beds. Dried sludge shall be disposed in an approved sanitary landfill designed as per SAES-S-007 and operated as per G.I. 151.006. 4.12.3 Sanitary Wastewater - Grit & Screenings Screenings and grit shall be washed, dried, bagged (or stored in a covered container) and disposed in an approved sanitary landfill designed as per SAES-S-007 and SASC-S-14. 4.12.4 Sanitary Wastewater - Oil & Grease Oil & Grease collected in a sanitary wastewater treatment system shall be disposed in an approved sanitary landfill designed as per SAES-S-007 and SASC-S-14.

4.12.5 Sanitary Wastewater Reuse All sanitary wastewater reuse applications must be designed and installed as per SAESA-104, Section 13. Adequate control measures must be taken to prevent inappropriate alterations in the piping that could result in cross connections with potable water. All warning signs, backflow preventors, and cross connection control measures shall be maintained as originally designed. Discharge and treatment requirements for the various reuse applications are as follows: 4.12.5.1 Unrestricted Reuse Applications: Family Communities. Unrestricted reuse applications must provide an effluent quality that meets Saudi Aramco Sanitary Code requirements in SASC-S-14, Section 8.3. 4.12.5.2 Unrestricted Reuse Applications: Non-Family Communities. Unrestricted reuse applications must provide an effluent quality that meets Saudi Aramco Sanitary Code requirements in SASC-S-14, Section 8.4. 4.12.5.3 Restricted Reuse Applications: Restricted reuse applications must provide an effluent quality that meets Saudi Aramco Sanitary Code requirements in SASC-S-14, Section 8.3. 4.12.6 Septage / Portable Toilet Waste Septage and portable toilet wastes shall be disposed at an approved wastewater treatment system (as per SAES-A-104 and G.I. 151.006). 4.12.7 Sanitary Wastewater - Onsite Treatment Systems Onsite wastewater Treatment Systems (septic tank & disposal fields, seepage pits and holding tanks) are an acceptable wastewater disposal option if the system will handle wastes from less than 30 people and the systems are designed as per Section 12 of SAES-A-104. Table 1 discharge limitations are not required. Any wastewater being trucked off-site for disposal must be treated in an approved wastewater treatment plant. Any facility using off-site disposal of wastewater must maintain records that can demonstrate that the wastewater shipments were received by the approved wastewater treatment system. 4.12.8 Industrial Wastewater 4.12.8.1 Discharges to Marine Environment from Onshore Facilities: Industrial wastewater shall be treated in a process that will achieve the discharge limits shown in Table 1. 4.12.8.2 Discharges to Marine Environment from Offshore Facilities: No discharge of an oil-based drilling fluid is allowed. Other discharges shall comply with Table 1 requirements except as allowed in SAES-A-103.

4.12.8.3 Discharges to an Evaporation Pond: Exceptions to the Table 1 requirements may be granted on a case-by-case basis for industrial wastewater that is discharged into an evaporation pond that meets the design requirements of Section 14.2 of SAES-A-104. 4.12.8.4 Discharges to an Injection Well: Wastewater disposal to an injection well must be approved on a case-by-case basis. EPD shall be contacted for guidance on the actions necessary to obtain approval. 4.12.8.5 Discharges to an Off-Site Facility: Off-site disposal of industrial wastewater must be approved. It shall be transported and treated by an approved carrier and facility, respectively. Manifest records shall be kept to assure that the waste arrives at the intended waste disposal facilities. 4.12.8.6 Discharges to Land Areas: Discharges to the land are not permitted unless written approval is obtained. 4.12.8.7 Discharges to Sanitary Sewers: Industrial wastewater shall not be discharged into a sanitary sewer system without prior approval. 4.13 Miscellaneous For any waste or mixture of wastes not specifically mentioned in this General Instruction or in the event of incidents involving wastes, EPD shall be contacted for advice.
5.0
RESPONSIBILITIES: 5.1
Waste Generators 5.1.1
Contracts for treatment, transportation and disposal of Industrial and Hazardous wastes shall be separate from all other general service contracts. All contracts for waste disposal shall be prepared by the waste generator, in conjunction with the Contracting Department, reviewed by EPD and procured by the Contracting Department (for long form contracts) or waste generator according to established Saudi Aramco Contracting Manual Policies and Procedures.
5.1.2
Waste generators shall contact EPD to obtain a list of all approved company and private contractors disposal facilities, (e.g. incinerators, landfarms, weathering areas, etc.).
5.1.3
Prior to awarding any waste disposal contract, proponents and/or Contracting Department shall, in consultation with EPD, ensure that: A. B. C. D.

The terms and conditions of the contract comply with applicable Saudi Aramco standards and requirements. The contractor is specialized in waste disposal and is on the EPD list of approved contractors. The contractor has a valid MEPA license. Waste generators are responsible for managing and budgeting funds associated with waste handling and disposal.
Environmental Protection Department Provides environmental consulting and technical services to all Company organizations that generate wastes. This includes services and studies in the areas of wastewater, air emissions, solid and hazardous waste disposal, and groundwater monitoring. Surveys contractors' facilities to ensure compliance with all pertinent environmental regulations and standards. Advises Corporate management and all Company organizations on waste issues affecting the environment and occupational health.
5.3
Loss Prevention Department Assists Company organizations in identifying and resolving safety issues associated with waste generation, handling, and disposal. As the Responsible Standardization Agent for Class-21 safety materials, assists proponents in determining appropriate personal protective equipment, labels, and signs.
5.4
Material Supply/Storehouse Operations Storehouse Operations (SO) is the company contact point for handling of redundant, spent, and expired chemicals. The HMA or designate, approves the disposition of these chemicals sent to SO's reclamation facilities.
5.5
Lab Research & Development Center Provides specialized technical service support for air, ground and surface water quality assessment and hazardous waste characterization.
6.0
WASTE MANIFEST FORM: A waste manifest form has been developed as part of this G.I. as shown in Attachment III. This form shall be used to track the generation, transport, treatment, and final disposal of all waste covered by this G.I. A copy of the first page of this form is attached. Attachment III can be used until the official Saudi Aramco form becomes available at Stationery Units.

Definitions Approved Facility: Contaminated Product:
Any waste management facility approved by EPD. Any product that is contaminated with hazardous or toxic compounds that render it unsuitable for its intended use. Disposal: The final deposition of waste that is not reused. Hazardous Waste: Wastes that are hazardous to public health and detrimental to the environment. These include materials that are flammable, corrosive, reactive, toxic, radioactive, infectious, or carcinogenic (cancer causing). Industrial Waste: Wastes from industrial processes and operations, e.g., construction, refineries, chemical plants, power plants and demolition. Incineration: The process by which combustible materials are burned in a controlled manner, producing combustion gases and noncombustible residue and ash. Landfarming: A controlled disposal process that uses naturally occurring bacteria to biodegrade non-leaded oily sludges in soil. Leaded Oily Sludge: Any oily sludges, whether solid or semi-solid, collected from leaded gasoline and tetraethyl lead tanks and vessels containing 100 mg/Kg total lead or greater. Municipal Solid Waste: Solid waste generated from a community or facility including garbage, rubbish, ashes, street cleanings, animal carcasses, or abandoned automobiles. Non-Leaded Oily Sludge: Any oily sludges, whether solid or semi-solid, containing less than 100 mg/Kg total lead.

Off Specification Product: Any product that cannot be used for its intended purpose. Oily Water: Water that contains more than 8 mg/L of oil. Pyrophoric Material: Any material that ignites spontaneously, or emits sparks when rubbed, scratched, or struck in air. Iron sulfide is an example of a pyrophoric material generated by the Company. Treatment: A process in which the physical and/or chemical characteristics of a waste are modified to make it acceptable for reuse or disposal. TEL Weathering Area: This refers to a facility developed for the treatment of tetraethyl leaded (TEL) sludges. Wastewater: Used or discarded water from domestic or industrial activities. Waste Characterization: The process used to define the composition and specific properties of the waste.
