1 Activating and testing Support for Enhanced Measurement Report Before you start

Support for Enhanced Measurement Report is an application software product. It can be handled with the FIFILE parameter EMR_SUPPORT_IN_BSC , which is by default always set to OFF. You can activate Support for Enhanced Measurement Report at any time. Make sure that the following network elements and mobile stations are available:  •

1 MSC

 •

1 BSC with S11 software or later 

 •

1 GSM cell

 •

Release '99 MS (or newer) supporting the EMR

 •

NetAct supporting the EMR

g Enhanced Measurement Report can be used for reporting if the MS supports EMR and the idle state BCCH allocation list is not used for the serving cell. However, if you have activated Dynamic Frequency and Channel Allocation ( DFCA) in your network, EMR can be used for reporting together with the idle state BA list. For a description of Support for Enhanced Measurement Report, see Support for Enhanced Measurement Report. For deactivation instructions, see Deactivating Support for Enhanced Measurement Report. Steps

Check that you have the required version of the BCF software (EWO). ZEWO:;

Set the EMR_SUPPORT_IN_BSC  parameter to ON (WOA). ZWOA:2,776,A;

Check the activation of the EMR_SUPPORT_IN_BSC  parameter (WOS). ZWOS:2,776;

When the parameter state is changed, it takes about 16 minutes before the new state is active.

Modify the value of the cell bar qualify (QUA) parameter (EQM). ZEQM:BTS=::QUA=N;

or  ZEQM:BTS=::QUA=Y;

 After the EMR_SUPPORT_IN_BSC  parameter is activated, the new system information messages have to be sent to all the sites. This can be done, for example, by modifying

the value of the cell bar quality (QUA)  parameter from N to N (or from Y to Y) in all the cells of the BSC.

Set the FER_USAGE parameter to ON (WOA). ZWOA:2,628,A;

Set the RXQ_HAC_USAGE_P parameter to ON (WOC). ZWOC:10,28,FF;

Modify FER Measurement (TPM). ZTPM:MEASUR,FER:,,;

Start the measurement (TPS). ZTPS:MEASUR,FER:,;

Wait until the measurement is enabled.

Interrogate FER Measurement (TPI). ZTPI:MEASUR,FER;

Establish a call.

The real downlink FER counters of FER Measurement are updated immediately when mobiles use EMR for reporting.

Disconnect the call.

Check the measurement data.

 At the end of the measurement period, check the measurement data in Nokia NetAct or in BSC using the MEFICO tool. Check that the real downlink FER counters of FER Measurement are updated. For more information, see:  •

2 Deactivating Support for Enhanced Measurement Report Before you start

For a description of Support for Enhanced Measurement Report, see Support for Enhanced Measurement Report. For activation instructions, see Activating and testing Support for Enhanced Measure ment Report. Steps

Check that the FER Measurement is in the UNLOCKED/ENABLED state (TPI). ZTPI:MEASUR,FER;

Set the EMR_SUPPORT_IN_BSC  parameter to OFF (WOA). ZWOA:2,776,D;

Check the deactivation of the EMR_SUPPORT_IN_BSC  parameter (WOS). ZWOS:2,776;

The deactivation takes effect during the next 16 minutes.

Modify the value of the cell bar qualify (QUA) parameter (EQM). ZEQM:BTS=::QUA=N;

or  ZEQM:BTS=::QUA=Y;

 After the EMR_SUPPORT_IN_BSC  parameter is deactivated, the new system information messages have to be sent to all the sites. This can be done, for example, by modifying the value of the cell bar quality (QUA)  parameter from N to N (or from Y to Y) in all the cells of the BSC.

Establish a call. Expected outcome

The real downlink FER counters of FER Measurement are not updated.

Disconnect the call.

Check the measurement data.

 At the end of the measurement period, check the measurement data in Nokia NetAct or in BSC using the MEFICO tool. Check that the real downlink FER coun ters of FER Measurement are updated. For more information, see:  •
