I.SCOPE This document specifies the basic requirements for conducting positive material identification (PMI) tests on alloy steel materials in the shop. PMI i s intended to be conducted on all 55316, SS 3161, 6%Mo, Alloy 825 and Alloy 625 components in piping systems. This document covers the extent of parts to be checked, requirements, approved testing methods, acceptancelrejection criteria, and marking requirements for PMI.

4. DEFINITIONS RevA

I

Alloy Steel Material : All 55316, SS 316L, 6%Mo, Alloy 825 and Alloy 625 material in any form (Plates, pipes, forgings, castings, welds, clad pipe, lined pipe, welding electrodes etc.) Positive Material ldentification (PMI) : The method to determine the nominal composition of a mechanical component. PEC : Petrofac Vendor : Mills, Material Manufacturer, Material Component and Finished Product Supplier, Mill Stockist etc.

5. EXTENT OF VERIFICAl'ION 5.1.

PMI shall be performed by the material manufacturer, fabricator, supplier (for example, mill stockist), or authorized third-party representative. It i s the responsibility of the vendor to ensure that the implementation and conduct of the PMI program i s performed in accordance with this document.

5.2.

The test methods outlined in this document are intended to identify the nominal composition of alloy materials. These test methods are not intended to establish the conformance of a material to a particular alloy specification.

5.3.

PMI shall be performed at the point in time that ensures that proper materials have been used in the fabrication of an identifiable assembly (such as valves). This i s typically at the supplier's shop during fabrication or assembly. PMI shall start at the original supplier premises (mills, forginglcasting shops, stockists etc.). All the wel.ding consumables used in the manufacture/fabrication of a component shall also be subjected to PMI.

5.4.

PMI of weld material shall be performed i n the same manner as for the adjacent base metal.

5.5.

PMI shall not be considered as a substitute for required mill test reports listing chemical composition. Mill test reports shall not be considered as confirming alloy verification.

5.6.

All Alloy materials i n all services shall undergo 100%PMI. The extent of PMI for valve components shall be in accordance with the relevant MESC specification. All Alloy welds including weld overlay for Cladding shall be subjected to 100% PMI. Following elements shall be examined for PMI

6. ALLOY VERIFICATION 6.1.

Rev*

I

When PMI i s performed by the supplier or a third-party agency, the fabricator or supplier shall certify that all PMI tests have been performed by qualified personnel in accordance with the approved procedure. The fabricator or supplier shall also certify that all PMI has been performed at the point in time that will ensure the correct material has been used. A certificate of verification shall be included in the Manufacturers Record Book (MRB) as part of final documentation.

6.2.

The vendor shall ensure that all involved parties fully understand the PMI requirements which include the verification method to be used, the period during fabrication when verification will be conducted, and the method of marking verified material.

6.3.

A PMI procedure shall be issued to PEC for approval. This procedure shall, as a minimum include the following w Name and Manufacturer of the equipment to be used. w Description of PMI equipment operating principle. w Calibration procedure and frequency. w

w @

w w w

Timing of the Test (after manufacturing, before fabrication/assembly for shop fabricated items, after fabrication). Detail procedural steps including any surface preparation requirements. Procedure to be followed in case the material does not conform to the intended chemical composition. Radiation safety operation and emergency procedures (as applicable) Statement of personnel competency or qualification. Documentation / Records Et Formats

6.4.

The PMI procedure shall be subject t o review by PEC as follows. The vendor 1 contractor shall submit the alloy verification procedures to PEC for review, including complete descriptions of the methods and equipment t o be used and personnel qualification procedures. PEC will review the procedures and qualifications and witness sample alloy verification tests to the extent necessary to confirm that the procedures, equipment, and personnel are capable of providing consistent and accurate results. PEC will check procedures to ensure that positively identified materials are traceable to the purchase order and/or any required material documentation or mill test reports. PEC shall have the right to witness the performance of any PMI test. If the performance of any verification activity i s unacceptable to PEC, or i f any material has been incorrectly identified, all further tests shall be subject to approval by PEC until such time as the problem i s corrected.

6.5.

Shop-fabricated piping commodities requiring PMI shall have the verification testing done in the vendor's shop. Alloy verification of weld overlays (Cladding) shall be conducted on similar basis as that of the solid alloy component.

7. VERIFICATION METHODS 7.1.

The instruments or methods used for the examination shall be suitable for identifying the material by quantitative measurement of the major alloying elements required i n the applicable material specification or welding procedure specification. The preferred method is X-ray emission analysis with a calibrated portable instrument. The material manufacturer, supplier, or fabricator performing the verification shall submit procedures for PEC approval. Any X-Ray emission analyser, such as Texas Nuclear analyser Model 9266 or equivalent with computerised read-out is acceptable.

7.2.

Spark emission spectrography or other methods that leave burn marks on the component shall not be used. Instruments utilized for conducting PMI shall be subject to review and approval by PEC.

7.3.

The selection of the test methods shall ensure that PMI testing as required by this specification w i l l not cause damage to the component being examined, which would cause it to fail prematurely in service. The following information regarding the test equipment must be supplied for approval. Make and Model Range of each element Accuracy of the Instrument expressed as ( +/- )% for each element Calibration method and certificate Certificate of Analysis for all calibration standards.

8. ACCEPTANCE CRITERIA 8.1.

Materials shall contain the amount of alloying elements specified i n applicable ASTM specification. Welding electrodes and wires shall be within the amount of each alloying element specified in ASME Section IIC. Alloys, including castings, shall be acceptable i f the alloying elements are each within the minimum and maximum values permitted by the material specification.

9. REJECTION CRITERIA If the PMI test results fall outside the acceptable range using the methods described in Section 7, the concerned items shall be rejected. The supplier shall be responsible for segregating rejected items and assuring that they are properly identified to prevent their unauthorized reuse or removal. Page 5 of 5
