WHAT IS EN81-28? • • • •

EN81-28 is an extension to the European norm EN81. EN81-28 applies to all new and modernized lifts in EU member states where the directive has been implemented. After 2003, the EN81-28 was adopted into the legislation of all the EU member states EN81-80 (SNEL) was adopted to improve the security of existing lifts and has been taken into the national legislation of most EU countries.

WHY WAS EN81 EXTENDED? • • • •

The safety rules of the EN81 needed reviewing, relating the safety components. The design and implementation of most “lift emergency telephones” was inappropriate for actual use in lifts. Many lift telephones did not function when needed. The accessibility had to be improved for people with disabilities.

WHAT DOES THIS MEAN TO US? WHICH PARAGRAPHS APPLY? §4.1.6 IDENTIFICATION •

The standard requires that the call centre should be able to determin the exact location of the lift, even if the entrapped person speaks a foreign language, or if the microphone/loudspeaker is defective.

All SafeLine telephones identify themselves by protocols, caller ID or a recorded voice message. The SafeLine telephones include easy recording of voice messages and car announcements for location identification.

§4.2.1 AUTOMATIC SELF-TEST MAX EVERY 3 DAYS According to EN 81-28, the functioning of the emergency call system must be verified at lest every 3 days. Failures and malfunctions must be detected and transmitted as soon as possible. Formerly, the verification of the lift telephone and the telephone line was done during each maintenance visit. This often resulted in the fact that the lift telephone could be out of service for a longer period of time, without anyone noticing it.

All SafeLine emergency telephones are automatically making test calls to the emergency call centre or to a supervising computer. The SafeLine Call Centre (SLCC) is designed to receive those test calls. If the test fails or the call is not made as scheduled, the SLCC will send out alerts by e-mail or/and SMS (Text) to one or several people.

§4.1.4. (EN81-28) §5.4.4.3. (EN81-70) PICTOGRAMS IN THE LIFT CAR •



A pictogram is a symbol. According to EN81-70, two pictograms should be installed in the lift car to inform the entrapped passengers about the status of the voice connection. The yellow pictogram indicates that the telephone connection with the emergency call centre is in progress, the green pictogram indicates that the voice connection is established, i.e. the entrapped person can speak to the operator in the emergency call centre. These pictograms visualise the status of the voice connection to the deaf and hearing impaired.

The SafeLine MX2 have the pictograms integrated in the front panel. SafeLine 3000 and SafeLine SL1, additionally have two potential-free relay outputs to drive pictogram indicators.

§4.1.2. ACTIVE ALARM/END OF ALARM •



The emergency call system should include means by which the call centre can be informed that the emergency call (active alarm) has been acted upon and that all passengers have been evacuated from the car. The “end of alarm” signal has to be activated exclusively from the lift emergency call system from which the emergency call originated. The “end of alarm” activation should therefore be located beyond the reach of unauthorized persons; only the lift engineer is authorised to activate the “end of alarm” signal. The remote reset of the “end of alarm” signal, can also be performed by calling to the lift emergency telephone. With this procedure, the call centre is assured of the presence on-site of a lift engineer (feedback).

SafeLine emergency telephones meet this requirement. The “SLCC” alarm receiver can automatically receive, log, acknowledge and forward those alarms (by e-mail/SMS).

§4.1.3. BATTERY CHECK • •

The emergency alarm telephone should function autonomously for at least one hour, in case of power failure (e.g. emergency power supply). The battery capacity must be automatically monitored. If the capacity is too low, an alarm must be generated and transmitted.

SafeLine emergency telephones automatically monitor and check the condition and the capacity of the battery. The “SLCC” receiver can receive such battery alarms and forward those alarms (by email/SMS). Safeline MX and SL range of telephones include a unique battery Capacity verification method (pat Pend) which supervises the capacity of the lift’s emergency battery. Alarms are sent when the battery’s capacity is reduced due to ageing or lack of proper charging.

§5.3. VOICE COMMUNICATION WITH THE LIFT •

The emergency call centre must be able to establish a two-way voice communication with the entrapped passengers at any time, in order to calm them, to regularly speak with them and to inform them about the status of the rescue operation.

All SafeLine telephones feature the possibility to call to the lift car at any time. Up to nine SafeLine telephones can be connected to the same telephone line and still be selectively called.

§4.1.5. EMERGENCY CALL FILTERING •

The remote alarm system should be able to filter false emergency calls. To this end, the filter must be set to detect non emergency situations, e.g. when the car is in the door zone and the car and shaft doors are completely open (“filtering false emergency calls”).

SafeLine emergency telephones have a separate input to filter false emergency calls.

OTHER REQUIREMENTS OF EN81 INTERCOM FUNCTION • In the absence of direct contact between the machine room and the lift car or shaft pit (e.g. hydraulic lifts or travel > 30 meters), a voice communication is required between the machine room and the lift car, the car top or the shaft pit.

SafeLine 3000 offers full intercom and alarm generation by additional communication modules in the machine room, the car-top and the shaft pit. The SafeLine SL1 allows for additional communication from the machine room and above/below the car. SafeLine MX2 allows for communication from machine room to the car. Hereby a maintenance engineer can contact the persons trapped in the car or, in case of maintenance works, communicate with his colleagues.

SPEECH UNITS IN THE SHAFT AND THE PIT • •

It should be possible to initiate emergency calls from the lift pit or from the car roof. The trapped lift engineer must have a bidirectional voice communication with the emergency call centre centre.

SafeLine 3000 (option) connects three additional speech units (machine room, car-top, pit). SafeLine SL1 connects two additional units (machine room, car-top/ below car) and SafeLine MX2 connects one additional unit (machine room)

TYPE OF SIGNAL TRANSMISSION • • • •

EN81-28 does not require any particular type of signal transmission. GSM and PSTN are equally suitable. ”PSTN” does not mean a copper wire any more since telecom companies use various differnt technologies which include wireless solutions. EN81-28 assumes that the public telepone network is working and available. There are no breakdown scenarios to be considered.

SafeLine offers PSTN and GSM-solutions of equal quality to allow the customer to choose which is best suited.

BLACKOUT A regional blackout does not need to be considered; i.e. a multiple trapping of persons in one region at the same time.
