01.

Introduction. Oil and Gas business is a High Risk business. Risks are identified, assessed and evaluated periodically & control measures are introduced to reduce risks to acceptable level or eliminated by introducing Engineering / Administrative / Substitute methods. However, its, needless to say, Emergency situation arise at anytime in all proportions. Its, therefore, we aim to visualize Emergency situation in all possible manner and to be ready, to contain such situation with minimum loss to personnel, property and environment where Gulf Spic Operates. In this plan, we enumerate the philosophy adopted to contain Emergency.

02.

Scope.

The scope of this plan covers all camps & worksites operated by Gulf Spic for the purpose of, Installation of Gravity System in GC’s 17, 27 & 28, KOC- Kuwait North and are described for Fire, Chemical Release/Spill, and Toxic emission. Natural calamity and security threat will be dealt by Security procedure.

Serious Incident – All except small & minor. Incident – Any undesired event or condition that result or could have resulted in harm to people or damage to property / environment. Resource – Contractor / client infrastructure or facility given such as fire fighting equipment, first aid facility, transportation, telephone / fax, radio etc. Clinic – KOC Clinic Alarm – Either Gong or Siren provided by the Client. Communication – Mobile, telephone, fax, radio, voice or whistle blow. Notification – Intimating the focal point (Emergency response control). Emergency number – Telephone number at which Emergency to be notified. Accident/Incident report form- A formal report initiation after communicating the Emergency (see Attachment1). Signal – Intensity of sound raised by alarm (either continuous or intermittent)

Responsibilities Management Representative Take charge of the incident and monitor the progress with PM. If it goes out of proportion he will liaise with Client. Project Manager

Implementing the procedure and ensure an infrastructure is made available for emergency preparedness. Particularly, selecting the ERT’s and ensuring them trained periodically to meet the likely emergency expected. Safety Manager Ensure a system in place to meet emergency such as Assembly point, Emergency exits, ECC, ERC & ERT are in place. Also there is adequate amount of personnel trained to tackle exigencies. Safety Officer Ensure the system provided works satisfactorily and rectifies as and when there is a need to review it. Carry out inspections to ensure equipments are well maintained. Act in close liaison with SM and PM to contain the incident /accident. Emergency Response Controller Initiate action according to the situation demands and keep updating the ECC the progress made in containing incident / accident. He will take into confidant of the safety Engineer at site for all technical details in tackling the situation. 05.

Notification

Intimate any accident/incident to Emergency Response Control by available means enumerated in communication & also forwards the report in attachment-01 immediately to Emergency Control Centre.

06.

Emergency Control Centre (ECC)

A portable-cabin will be earmarked as ECC where all drawings, exits, important telephones displayed & equipped with all stationary, equipment for communication required. ECC is the place from where it operates till the situation comes under control. If situation goes beyond contractor purview, it intimates the Client and acts according to the instruction received from Client.

Emergency Response Control (ERC)

An Individual is nominated in consultation with the ECC and acts according to the situation required. Normally, an expertise with adequate knowledge and experience in the operation will be selected. ERC will keep updates posted to ECC periodically. ERC also liaise closely with the Client.

08.

Emergency Response Team (ERT)

A roster of Fire fighting team, First aid team & Oil Spill recovery team is nominated and are continually trained through various mock drills and exercises. Their performance are periodically observed and recorded. ERT will be prominently displayed in all notice boards and also at the ECC. Individual involved in, are appropriately briefed to act fast as the situation demands. 09.

Continuous Alarm for 3 minutes – Evacuate the facility Intermittent Alarm for 30 seconds – Evacuate the plant Know your emergency signal where ever you are

Walk calmly to Muster- point/ Assembly point. Walk cross wind of the area. Follow strictly instruction of supervision. On all-clear signal, disperse off.

11. Emergency Evacuation Exit

Emergency evacuation exits will be clearly marked and indicated by visible labels. In case, emergency occurs inside the refinery wherein Gulf spic employee need to be evacuated, it will be through the route earmarked by KOC or as per Client instruction it will be carried out. Personnel will assemble in the respective muster point.

12. Toxic release

Individual walk up-wind by observing the direction of wind sock posted in the plant area. No individual will be advised to enter pits / closed area for rescue as some of the inert gas are heavier tending to flow down. Area will be completely cordoned off and entry will be restricted. Strictly no smoking will be done and area will be restricted for any hot works. Continuous monitoring of area will be done till such time it’s declared safe. 13. H2S Escape Hydrogen Sulphide gas is generally present in the Refinery due to its nature of activities. However, its presence is controlled by introducing various measures. In case, there is an H2S Release all individual will walk up-wind direction. No individual is allowed to work beyond 10 ppm. SCBA is used to rescue individual when the concentration exceeds specified limit. 14. Chemical Spill Small spill will be contained locally using spill recovery kits. Where it is necessary that, a large amount of spill was to be recovered it will be intimated to Client for recovery procedure. For all recovery, MSDS will be consulted and PPE will be used as demanded by MSDS. 15.

Fire Small fire will be contained by the Fire fighting team, whereas, a large fire will be extinguished through Fire brigade, KOC. Type of fire, quantum of heat produced, radiation level, material involved, all will be taken into consideration. Smoke, heat, poisonous gas emission, blasting materials such glass etc are the most life threatening hazards when the fire is large.

16. Firefighting equipment Fire extinguishers capable of extinguishing all fires such as Class A, B & C will be placed at accessible points. All extinguishers will be inspected periodically and certified. It’s ensured that extinguishers are

placed at accessible place without any physical obstructions. Adequate number of personnel is trained to fight fire with extinguishers.
