INTRODUCTION AND OBJECTIVE This Health, Safety and Environmental (HSE) Philosophy provides guidance on the HSE criteria to be followed for the off-shore and on-shore pipeline as well as Habshan, for the COMPANY Front End Engineering and Design (FEED) phase of the Integrated Gas Development Expansion (IGD-E) Project. The philosophy covers the HSE aspects of the Habshan Facilities design, pipeline, equipment design and equipment selection associated with the Project to provide a design that complies with the applicable laws of Abu Dhabi, ADNOC Codes of Practice, COMPANY Procedures and incorporates the requirements detailed in Annexure 2 – Part B and C and Annexure 4, Scope of Services, of the AGREEMENT. The principal objectives of this FEED HSE Philosophy are:     

To ensure a safe design and minimize the possibility of injury to personnel from the consequences of an accidental event To reduce the probability of an accidental event occurring To minimize potential for damage to plant, equipment, structures and the environment should an accidental event occur To minimize any degradation to the local environment, be it wildlife habitat, ground water, air quality or marine life To ensure health and hygiene aspects associated with the new facilities are addressed in the design.

SCOPE This HSE Philosophy for IGD-E Project adopts COMPANY’s HSE Design General Specification (DGS) 1900 002 Rev 1 in its entirety with modifications as described below. 2.1

DGS-1900-002 Rev 1 Section 3 - Reference Documents Section 3 of DGS-1900-002 Rev 1 provides a tabulation of many specifications pertinent to the HSE Philosophy; however, the table does not address some DGS specifications mentioned in the body of the document. Therefore, Section 3 of DGS-1900-002 Rev 1 is amended to include these unmentioned specifications as follows.

Portable emergency breathing apparatus At the end of section 28.7 add the following paragraphs: “CONTRACTOR shall provide single piece H2S escape sets, of the full face hood type to all CONTRACTOR personnel entering the existing Habshan facilities. CONTRACTOR shall ensure that the make and model of H2S escape set provided fully complies with the current standard of equipment used at Habshan. CONTRACTOR shall provide single piece H2S escape sets, of the full face hood type for personnel to carry when working at Habshan 5 site during the commissioning and operating phases of the plant, in case of an emergency involving a release of H2S. The validity/expiry date of the equipment shall be clearly shown on each H2S escape set. Two piece escape sets are not considered acceptable by COMPANY”.
