Standardization in Germany Organization and principles Standardization is instrumental in the creation of order in our technical world. It is an integral part of the existing economic, social and legal structure. DIN Deutsches Institut für Normung e. V. (DIN, for short), a self-governing institution of trade and industry, is the body responsible in Germany for the preparation of national standards. It performs this function on the basis of its statutes and of the principles set out in DIN 820, and pursuant to the agreement concluded with the German Federal Government in 1975. As the representative of Germany, it fulfils an equivalent function in the European (CEN/CENELEC) and international (ISO) standards organizations, while in the field of electrical engineering such activities are coordinated through the DKE Deutsche Kommission Elektrotechnik Elektronik Informationstechnik im DIN und VDE. The standards work undertaken by DIN is a service that profits the whole of the national economy. This work is defined as the systematic standardization of tangible and intangible objects by the mutual efforts of all interested parties for the benefit of the entire community.
The { symbol The { symbol is the visible representation of DIN’s work for the benefit of the community. Its use is not restricted to DIN members, but all products bearing the { symbol must comply with the pertinent DIN Standards and meet other justified requirements with regard to their serviceability. If products bearing the symbol are found not to comply with the provisions laid down for its use, permission to use the mark will be withdrawn.
Membership of DIN Membership of DIN is open to companies and corporate bodies from any country. Members of DIN pay an annual subscription fee which is based on the number of salaried staff and wage-earners (discounting apprentices/trainees) employed in their organization. The current minimum fee is EUR 744.00 (for all organizations with up to 100 employees). Members of DIN are granted, among other benefits, the following reductions: – 15 % discount on orders for the DIN-Katalog für technische Regeln, © DIN Deutsches Institut für Normung e. V. – 15 % discount on orders for DIN Standards, including translations, – 15 % discount on subscriptions to DIN-Mitteilungen + elektronorm, and – permission to reproduce DIN Standards for in-house purposes against payment of a small flat-rate fee.
Information on standards The results of DIN’s activities in the field of standardization are recorded in DIN Standards. In special fields and areas of responsibility, other German private-sector regulatory bodies also issue normative documents.
The main annual catalogue published by DIN is the DIN-Katalog für technische Regeln, edited by the DITR-Datenbank der DIN-Software GmbH. Volume 1 of the DIN Catalogue represents the single most comprehensive printed source of information on the technical rules which are valid in Germany; volume 2 contains the corresponding references to international collections of technical rules. Both volumes are also available on CD-ROM. The technical rules listed in this catalogue are not only DIN Standards and documents published by other regulatory bodies, but also those statutory provisions (laws, regulations, etc.) that contain technical specifications. The titles of the documents are in many cases given in both German and English. DIN publishes a monthly journal, the DIN-MITTEILUNGEN + elektronorm which, besides featuring articles and reports on standards work in Germany and abroad, also includes a gazette of new publications and other activities in the field of technical rules, the DIN-Anzeiger für technische Regeln. Translations of German standards DIN-Sprachendienst, the language services section of DIN, publishes official English translations of the most important DIN Standards. These translations may be purchased singly or on a subscription basis. In addition to the printed translations, the Auslandsnormen-Service (Foreign Standards Sales Section) maintains a large collection of typescript translations in English, French and Spanish which outside companies and organizations have been authorized to prepare, but which have not been reviewed by DIN. The essential bibliographic data of all available translations, in both printed and typescript formats (2005: 18,500), are referenced in the translations catalogue published annually as Volume 3 of the main DIN-Katalog für technische Regeln.

Terms of delivery and payment of Beuth Verlag 1.
Unless otherwise expressly confirmed by Beuth Verlag in writing, the terms of delivery and payment of Beuth Verlag apply to the exclusion of all others. They are also binding in cases where contrary purchase conditions of the customer are not explicitly rejected. In transactions with book trade distributors, the provisions of the current version of the German book trade code apply supplementarily.

For electronic products, these terms of delivery and payment are supplemented by the general terms and conditions applicable to the product concerned and incorporated in the contract relating to it.

Delivery of goods shall be subject to their availability. In accordance with §§ 447 and 448 of the Bürgerliches Gesetzbuch (German Civil Code), all goods are consigned for the account and risk of the purchaser. This expressly includes the forwarding charges.

The period of warranty shall be twelve months. The customer shall report any faulty goods in writing to Beuth Verlag within eight days of receipt.
5.
Claims for damage occurring in transit shall be made to the carrier and not to Beuth Verlag.
6.
Claims for damages by the customer on any legal grounds are excluded, in particular those arising from breaches of contract and unlawful acts. This does not apply in cases where, for example, the Produkthaftungsgesetz (German Product Liability Law) applies, in cases involving intent, gross negligence or injury, where a warranty covers a
particular aspect of the goods or where contractual obligations are breached. Liability for breaching contractual obligations shall be limited to damage that can be reasonably predicted within the terms of the contract, provided there is no evidence of intent or gross negligence and no liability is to be accepted for a specific aspect of the goods. This shall not shift the burden of proof to the disadvantage of the customer. 7.
Until final payment of all claims resulting from the business transaction has been made, the goods supplied shall remain the property of Beuth Verlag. In the case of more than one claim or an unpaid invoice, reservation of ownership shall serve as a warranty against payment pending payment in full, even if payment for individual deliveries has already been made. With the order, the customer assigns to the seller all claims deriving from resale and the seller accepts such assignment on taking the order.

The invoice amounts are, unless otherwise indicated on the invoices, due immediately and without deductions. No cash discount shall be granted. At least EUR 5.00 will be charged for requesting payment, in addition to interest at the standard bank rate. Beuth Verlag is entitled to submit claims to the customer for any additional costs incurred. If the customer defaults on payment or if Beuth Verlag has reason to believe that the creditworthiness of the customer is at risk, Beuth Verlag is entitled to hold back delivery or to demand prepayment.
9.
Technical rules, such as DIN Standards and VDI Codes of practice, are not book trade articles. Beuth Verlag grants no trade discount on them. They may not be returned or exchanged unless faulty.
10. If Beuth Verlag, despite being under no legal obligation to do so, agrees to take back goods at the request of the customer, it may charge a handling fee of 10 % of the invoice amount or at least EUR 15.00. 11. The place of performance and jurisdiction is Berlin. 12. Transactions with customers abroad shall be subject to German substantive law only. The Hague Conventions relating to a Uniform Law on the International Sale of Goods and the UN Sales Convention shall not apply.

13. Beuth Verlag uses data processing facilities and stores customer information for its business purposes and within the scope permitted by the Bundesdatenschutzgesetz (Federal Data Protection Act). A data protection officer has been appointed. The customer agrees to Beuth Verlag storing and processing his data, and making it available to businesses within the DIN Group for advertising purposes. The customer may withdraw his consent at any time for his data (name, title and address only) to be made available for advertising purposes. E-mail advertising may not be used without the express consent of the customer. Valid as of August 2002.

Compliance with DIN Standards As a rule, the specifications given in DIN Standards are implemented because they are deemed to represent good practice, and not because legislation has made compliance with them mandatory. An obligation to comply with DIN Standards may, however, devolve from contractual agreements (e.g. between supplier and purchaser), or in those instances where DIN Standards have been incorporated in German laws or statutory regulations. Even if compliance with DIN Standards is not explicitly stipulated, many contracts, regulations and specifications state in general terms that certain products or procedures must conform to the state of the art or good practice as documented in DIN Standards.
Exclusion of liability DIN Standards are available for use by anyone, this person being directly responsible for correctly applying the information contained therein. DIN Standards are not the sole source of information on correct technical procedures applicable under normal conditions, but just one such source. It should also be borne in mind that DIN Standards can only reflect the state of the art existing at the time of their publication. Compliance with DIN Standards does not, in itself, confer immunity from legal obligations. In this regard, each person bears the risk of his/her own action. Any liability on the part of DIN Deutsches Institut für Normung e. V. or of those persons involved in the preparation of DIN Standards is excluded.

Foreword The move away from standardization at the national level towards an emphasis on the European level continues at a rapid pace. This dynamic process presents a special challenge for those working in the iron and steel sectors, especially since steel grades and product forms are being standardized for which no German standard exists. In fact, national steel standards are being replaced almost daily by European Standards. In order to keep abreast with this progress, it was necessary to bring out new editions of the DIN Handbooks on iron and steel within a relatively short period of time. As with the previous edition, this set of Handbooks (DIN Handbooks 401 to 405) is divided up according to subject area. This volume, DIN Handbook 401, contains 13 new European Standards which have replaced national standards. Three standards (DIN EN 10027-1, DIN EN 10163-1 to 3, DIN EN 10204) have been revised. It should be noted that, although draft standards appear in the original German Handbooks, the English versions of these drafts are not included here. Such temporary editions may be significantly altered in their final form, and so a decision was made to await the publication of the ‘official’ versions of DIN EN Standards. The English versions of such standards become available shortly thereafter and may be ordered individually from Beuth Verlag.

Amendments This standard differs from the September 1989 edition as follows: a) The class ‘base steels’ has been combined the class for unalloyed quality steels. b) Based on their chemical composition, steels are now classified as unalloyed steels, stainless steels and other alloy steels. c) The ‘70 % rule’ for specified combinations of elements has been dropped. d) The alloying contents relevant to the classification into unalloyed and alloy steels have been brought into line with the Harmonized System Nomenclature of the World Customs Organization (WCO). e) Annexes A to E have been deleted, with Annexes A and B having been superseded by CEN Report CR 10313. f) The standard has been editorially revised.

Foreword This European Standard has been prepared by Technical Committee ECISS/TC 6 ‘Steels – Definition and classification’, the Secretariat of which is held by AFNOR. At the Co-ordination Committee (COCOR) meeting of May 31/June 1, 1995, ECISS decided to revise EN 10020 : 1988. That standard used EURONORM 20 : 1974 as the basis for work, revising it to align EN 10020 as far as possible at that time: – with the Harmonized System nomenclature of the World Customs Organization (WCO); – with ISO 4948-1 and ISO 4948-2; – taking into account experience gained from using the EURONORM together with new developments in the steel industry. This European Standard is more closely aligned with the Harmonized System in that the same limit values have been adopted for alloy elements, together with deletion of the previous ‘70 % rule’ for specified combinations of elements. One main quality class in EN 10020 : 1988, base steels, has been deleted and merged with unalloyed quality steels. Further developments in the iron and steel industry and progress in European standardization have also been taken into account. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, and conflicting national standards withdrawn, by September 2000 at the latest. In accordance with the CEN/CENELEC Internal Regulations, the national standards organizations of the following countries are bound to implement this European Standard: Austria, Belgium, the Czech Republic, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, and the United Kingdom.

This European Standard defines the term ‘steel’ (cf. clause 3) and classifies steel grades into: – unalloyed steel, stainless steel and other alloy steels, by chemical composition (cf. clause 3); – main quality classes (cf. clause 4), defined by main property or application characteristics for unalloyed steel, stainless steel and other alloy steels.

Term and definition
For the purposes of this standard, the following definition applies:
2.1
Steel
Material which contains by mass more iron than any other single element, having a carbon content generally less than 2 % and containing other elements. A limited number of chromium steels may contain more than 2 % of carbon, but 2 % is the usual dividing line between steel and cast iron.
3 3.1
Classification by chemical composition Applicable alloying contents
For European Standards, the classification given in the product standard or specification applies regardless of the steel which is actually produced, provided that the chemical composition complies with the requirements of the standard concerned.
Page 3 EN 10020 : 2000 3.1.1 Classification is based on the ladle analysis specified in the product standard or specification and is determined by the minimum value specified for each element. 3.1.2 Where for elements other than manganese a maximum value only is specified in the product standard or specification for the ladle analysis, a value of 70 % of this maximum value shall be taken for classification as set out in tables 1 and 2. For manganese, see note a) to table 1.

Page 4 EN 10020 : 2000 3.1.3 Where a product standard or specification is based on product analysis, an equivalent ladle analysis is calculated using the permitted deviations from ladle analysis specified in the product standard, specification or corresponding European Standard or EURONORM. 3.1.4 In the absence of a product standard or specification or a precisely specified chemical composition, classification is based on the actual ladle analysis reported by the manufacturer. 3.1.5 The results of product analysis may deviate from those of the ladle analysis to an extent permitted by the appropriate product standard or specification (such deviations do not affect the classification of the steel as unalloyed or alloy). If the product analysis indicates a value which would place the steel in a class other than intended, then its inclusion in the class originally intended shall be separately and reliably substantiated. 3.1.6 Composite or coated products are classified according to the specified chemical composition of the product which has been coated or clad. 3.1.7 For each alloying element, the specified, calculated or actual ladle analysis value is expressed to the same number of decimal places as the corresponding limit value shown in table 1. For example, in this European Standard a specified range of 0,3 % to 0,5 % corresponds to a range of 0,30 % to 0,50 %. Similarly, a specified content of 2 % is taken to mean a content of 2,00 %.
3.2
Definition of classes
3.2.1 Unalloyed steels Unalloyed steels are steel grades in which none of the limit values in table 1 is reached by the contents as defined in 3.1. 3.2.2 Stainless steels Stainless steels are steels with at least 10,5 % of chromium and not more than 1,2 % of carbon. 3.2.3 Other alloy steels Other alloy steels are steel grades not complying with the definition of stainless steels in which at least one of the limit values in table 1 is reached by the contents as defined in 3.1.

Classification of main quality classes Unalloyed steels
4.1.1 Unalloyed quality steels 4.1.1.1 General description Unalloyed quality steels are steel grades for which generally property requirements such as toughness, grain size control and/or formability are specified.

4.1.1.2 Definition Unalloyed quality steels are unalloyed steels other than those defined in 4.1.2.2 as unalloyed special steels. Unalloyed electrical steels are defined as: unalloyed quality steels with specified requirements for maximum values of specific total loss or minimum values of magnetic induction, polarization or permeability. 4.1.2 Unalloyed special steels 4.1.2.1 General description Unalloyed special steels have a higher degree of cleanness than quality steels particularly in respect of nonmetallic inclusions. In most cases, they are intended for quenching and tempering or surface hardening and are characterized by consistent response to such treatment. Precise control of chemical composition and special care in manufacture and process control ensure improved properties to meet exacting requirements. These properties, which are generally in combination and within closely controlled limits, include a high or closely controlled yield strength or hardenability values sometimes associated with suitability for cold forming, welding, or toughness. 4.1.2.2 Definition Unalloyed special steels are steel grades which comply with one or more of the following requirements: – specified minimum impact strength in the quenched and tempered condition; – specified hardness penetration depth or surface hardness in the quenched, quenched and tempered or surface-hardened conditions; – particularly low contents of non-metallic inclusions are specified; NOTE: This class includes grades where the product standard or specification specifies such limitations of inclusions subject to agreement at the time of ordering. However, specified through thickness reduction of area properties do not change the classification of the original steel.
Page 5 EN 10020 : 2000 – specified maximum phosphorus and sulfur content: – for ladle analysis ß 0,020 %; – for product analysis ß 0,025 % (e.g. rod for high strength springs, electrodes, tyre cord wire); – specified minimum impact strength on Charpy-V-notch test pieces at –50 °C greater than 27 J for test pieces taken in the longitudinal direction or greater than 16 J for test pieces taken in the transverse direction 1); – steels for nuclear reactors having the following specified elements simultaneously restricted on product analysis to: – copper ß 0,10 %, cobalt ß 0,05 %, vanadium ß 0,05 %; – specified electrical conductivity > 9 S ë m/mm 2; – precipitation hardening steels with minimum specified carbon contents of 0,25 % or more in the ladle analysis and a ferritic/pearlitic microstructure, containing one or more micro alloying elements such as niobium or vanadium, with contents less than the limit values for alloy steels; precipitation hardening is generally achieved by controlled cooling from the hot forming temperature; – prestressing steels.
4.2
Stainless steels
Stainless steels are defined by chemical composition in 3.2.2. They are subdivided further according to the following criteria: – by nickel content into grades: – with a nickel content less than 2,5 %; – with a nickel content of 2,5 % or more; – by main property into: – corrosion-resisting; – heat-resisting; – creep-resisting.
4.3
Other alloy steels
4.3.1 Alloy quality steels 4.3.1.1 General description Alloy quality steels are steel grades for which requirements exist with regard to, for example, toughness, grain size control and/or formability. Alloy quality steels are not generally intended for quenching and tempering or for surface hardening. 4.3.1.2 Definition Alloy quality steels are those listed in 4.3.1.2.1 to 4.3.1.2.5. 4.3.1.2.1 Weldable fine-grained structural steels, including steels for pressure vessels and tubes, other than those defined in 4.3.1.2.3, which meet all of the following conditions: – specified minimum yield strength: < 380 N/mm2 for thicknesses ß 16 mm; – alloying contents as defined in 3.1 are less than the limit values given in table 2; – specified minimum impact strength on Charpy-V-notch test pieces at –50 °C: ß 27 J for test pieces taken in the longitudinal direction or ß 16 J for test pieces taken in the transverse direction 1).

4.3.1.2.5 Alloy electrical steels are steels mainly containing silicon or silicon and aluminium as alloying elements to meet specified requirements for maximum values of specific total loss or minimum values of magnetic induction, polarization or permeability.

4.3.2.2 Definition Alloy special steels are all alloy steels not excluded by the definition given in 4.3.1. Alloy special steels include alloy engineering steels and alloy steels for pressure vessels, bearing steels, tool steels, high-speed steels, and steels with special physical properties such as ferritic-nickel steels with controlled expansion coefficient, or electrical resistance steels.

This standard has been prepared by Technical Committee ECISS/TC 7 ‘Conventional designation of steel’ (Secretariat: Italy). The responsible German body involved in its preparation was the Normenausschuss Eisen und Stahl (Steel and Iron Standards Committee), Technical Subcommittee 19/1 Einteilung, Benennung und Benummerung von Stählen. Amendments This standard differs from the September 1992 edition and DIN V 17006-100, April 1999 edition, as follows. a) The standards have been combined and editorially revised. b) References to steel names as in EU 27-74 have been removed. c) Symbol O for offshore steels has been omitted (table 1). d) Specifications for steels for engineering have been extended to allow for names for steel casting and for steels where impact properties are specified (table 4). e) Steels for or in the form of rails are not designated by their minimum tensile strength, but by their minimum hardness (table 7). f) High strength steel flat products for cold forming are no longer restricted to cold rolled flat products, and four more additional symbols have been included in group 1 (table 9). g) Specifications for tin mill products have been completely revised (table 10). h) Tool steels manufactured by powder metallurgy and high speed steels with the principal symbol PM have been included (tables 14 and 15). i) For alloy steels where the average content by weight of at least one alloying element is ö 5 %, it is now possible to add the chemical symbol and average percentage content for alloying elements that characterize the steel with a content of 0,20 % to 1,0 % (table 14). j) The symbol + CH (for core hardenability) has been included for special requirements (table 16). k) In table 17, the symbol + AR (aluminium rolled) has been omitted. l) In table 18, the symbols + CPnnn (cold work hardened with a minimum 0,2 proof strength of nnn Mpa) and + SR (stress relieved) have been included. DIN EN ISO 6507-1 and DIN EN ISO 9556 are the standards corresponding to International Standards ISO 6507-1 and ISO 9556, respectively, referred to in clause 2 of the EN. This European Standard was approved by CEN on 2002-04-11. Foreword International Standard ISO 15630-3 : 2002 Steel for the reinforcement and prestressing of concrete – Test methods – Part 3: Prestressing steel, which was prepared by ISO/TC 17 ‘Steel’ of the International Organization for Standardization, has been adopted by Technical Committee ECISS/TC 19 ‘Concrete reinforcing and prestressing steels – Properties, dimensions, tolerances and specific tests’, the Secretariat of which is held by DIN, as a European Standard. This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, and conflicting national standards withdrawn, by October 2002 at the latest. In accordance with the CEN/CENELEC Internal Regulations, the national standards organizations of the following countries are bound to implement this European Standard: Austria, Belgium, the Czech Republic, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, Malta, the Netherlands, Norway, Portugal, Spain, Sweden, Switzerland, and the United Kingdom.
