General Administrative Information
Administrative Procedures
General Administrative Information Warranty Overview Most products sold by Cummins Power Generation are sold with a base warranty (provided coverage) that defines the responsibilities of Cummins Power Generation and the customer in the event of a failure caused by a defect in Cummins Power Generation’s material or factory workmanship (a warrantable failure). In addition to the base warranty, Cummins Power Generation markets programs that provide coverage for extended periods (purchased coverage). These programs also define the responsibilities of Cummins Power Generation and the customer in the event of a failure caused by a defect in Cummins Power Generation’s material or factory workmanship (a covered failure). In the event of a warrantable or covered failure, the customer must contact a Cummins Power Generation authorized repair location. The product must be made available and the repair started within the warranty or coverage period.
Determining Warranty Coverage The repair location determines if the failure is a warrantable or covered failure, and to what extent the repair is covered by Cummins Power Generation. Extent of coverage depends on the following: •
Type of product
•
Application
•
Hours on product and time in service
•
Coverage extensions purchased
If the repair is covered, the repair location is responsible for the following: •
Performing the repair.
•
Billing the customer for their portion of the repair, if any.
•
Preparing a claim for the amount due under the program.

Freight Damages and Shortages
Administrative Procedures
Freight Damages and Shortages Damages Cummins Power Generation warranties do not cover damages during shipping. When products are shipped by Cummins Power Generation, they are accepted by the carrier who assumes liability for loss and damages incurred during transportation. The receiver is responsible for inspecting all items upon receipt and for filing damage claims with the transportation company. Upon delivery you should perform the following: •
Make an accurate count of all items listed on the waybill.
•
Carefully inspect for visible damage or signs of improper handling.
•
Open crates, cartons, and packages immediately and inspect the contents thoroughly. Concealed damage can occur even if the container appears undamaged. If damage is found, save the packaging and request a Concealed Damage Inspection Report from the transportation company as quickly as possible (within 15 days after delivery).
•
Note any damage or shortage on all copies of the waybill (called “making an exception”) and have the driver sign to confirm an exception was made at the time of delivery. It is always the responsibility of the receiver to inspect and note exceptions on all shipments.
Shortages •
Check each item against the packing slip or waybill. Shortages must be reported in writing to the transportation company and Cummins Power Generation Unit Order or Parts Department within 10 days of delivery.
•
If Cummins Power Generation records confirm the item as shipped, you must file a claim with the transportation company. If the item was not shipped, it will be furnished at no charge, freight prepaid.
•
International distributors should report shortages to the transportation company and their corresponding International Regional Office.
Filing a Claim The Cummins Power Generation Traffic Department may assist in a damage or shortage claim.

Responsibilities
Administrative Procedures
Responsibilities Overview Cummins Power Generation warranty and extended warranty programs represent a contract between Cummins Power Generation Corporation and the end user of its products. Administration of the programs requires a warranty partnership between Cummins Power Generation, the end user, and the authorized repair location. To fulfill the terms of the warranty or extended warranty contract, each of the warranty partners have certain responsibilities.
Dealer & Distributor Responsibilities: General •
Dealers and distributors should instruct the customer in proper care and use of the product. A planned maintenance program is critical to the efficient operation and useful life of the product.
•
The dealer, distributor, and customer are responsible for initial service such as adding fluids, depreservation, inspection, equipment settings, and adjustments. These and similar items are not covered under warranty.
•
Repair work conducted by a Cummins Power Generation dealer, distributor, or authorized contractor to correct an improper installation is not covered under warranty. All Cummins Power Generation products must be installed according to the published instructions. If an installation is found not in compliance, the customer must be notified in writing of the deficiency. Problems experienced by the customer resulting from improper installation are the responsibility of the dealer, distributor, or authorized contractor.
•
Dealers are responsible for submitting claims to the Cummins Power Generation distributor.
•
Distributors are responsible for reviewing and submitting claims to Cummins Power Generation for their own repairs, together with claims from the dealer. (Distributors credit dealers in accordance with the program definition.) Then, Cummins Power Generation reviews the claims and credits the distributor the amount due in accordance with the program definition.
•
Note: Submit claims as soon as possible after the repair. Claims received by Cummins Power Generation more than 90 days after the failure date will not be accepted. Continued

Responsibilities
Administrative Procedures
Dealer & Distributor Responsibilities: Before or at Time of Sale •
Accurately record and maintain the in-service date of the product.
•
Prior to closing the sale of the warranted product, present and explain to the customer the written warranty that applies to the Cummins Power Generation product.
•

Distributor Responsibilities: Dealer Repairs Distributors are responsible for training authorized dealers in product repair, customer service, warranty coverage, failure cause analysis, claim preparation and administration. In turn, dealers are responsible for keeping records complete and available for audit as required. Distributors must make the following checks on dealer claims: Is the claim complete and required data included? If not, correct or reject the claim. Is the product or part in the warranty period? If not, reject the claim. Is the defective part claimed covered by warranty? If not, reject the claim. Were approved parts used? If not, reject the claim. Were approved repair procedures used? If not, provide required training. Is warranty start date documentation complete? If not, hold the claim until the supporting documentation is furnished or reject the claim. Is labor claimed at standard time? If not, adjust to standard time and provide required training. Is the failure analysis logical and complete? If not, assist the dealer in failure cause analysis. Adjust claims as appropriate Note: Incomplete claims will be denied and directed back to the distributor for complete/ correct information.

Customer Complaint/Failure Procedure
Administrative Procedures
Customer Complaint/Failure Procedure Record the customer’s complaint. Be factual and accurate. Do not characterize, editorialize, or state opinions. Examine the failed product and determine what caused it to fail using the Cummins Power Generation’s published troubleshooting procedures. If the product was not maintained as specified by the Cummins Power Generation Operator and Service manuals, or was abused or neglected as described in the Manufacturer’s Limited Warranty, then Cummins Power Generation coverage does not apply. If the failure was caused by a material defect or Cummins Power Generation factory workmanship, determine whether the product is covered by Cummins Power Generation. a) Determine the warranty start date to make sure the product is still covered. b) Determine if the product has a Cummins Power Generation serial number. All warranty and extended warranty claims, except new defective parts, require a product serial number. c) Determine if the product is covered by warranty. Warranties are transferable to subsequent owners until the warranty term expires. Warranty may be voided if product is moved. If the product is covered, determine the extent of Cummins Power Generation’s responsibility for the damage resulting from the failure. a) Cummins Power Generation is not responsible for damage that occurred after the product should have been shut down, or after the problem should have been noticed and corrected. b) Cummins Power Generation is not responsible for the repair or replacement of units required because of normal wear, accident, misuse, abuse, improper installation, lack of maintenance, unauthorized modifications, improper storage, negligence, improper or contaminated fuel, or use of parts that do not meet Cummins Power Generation specifications. c) Failures resulting from workmanship of a previous repair location are the responsibility of that repair location. Do not claim the failure with Cummins Power Generation. d) The owner is responsible for communication expenses, meals, lodging, and similar costs incurred by the owner as a result of a warrantable failure. e) The owner is responsible for non-product repairs, downtime expenses, cargo damage, fines, all applicable taxes, all business costs, rental expenses during warranted repairs, and other losses resulting from a warrantable failure. f) Cummins Power Generation is not responsible for progressive, incidental or consequential damages. Introduction
Commercial Generator Sets
Introduction Section Description This section of the manual describes the details of Cummins Power Generation commercial base and extended warranties. The section is organized into the following categories: •
Warranty Administrative Procedures - Outlines warranty policies that are common to all commercial warranties.
•
Base Warranty - Details coverage and limitations of the Commercial Products Base Warranty.
•
Extended Warranties - Details coverage and limitations of specific Commercial Products Extended Warranties.
Due to Y2K and the sudden decline of the tele-com market, there are a number of surplus Cummins Power Generation gensets for sale from equipment salvage companies and over the internet. None of these gensets will be covered by extended warranty. The gensets have been out of the control of the Cummins Power Generation delivery channel and have been sold at salvage prices.

Warranty Start Dates Determining Start Dates •
The warranty start date is when the unit is first placed in service (start-up) and is capable of providing power for its intended purpose. Distributor Letter The following letter was sent to distributors on October 25, 2001 to clarify the difference between a Recreational Commercial (RC) application and a Recreational Vehicle (RV) application, which have different warranty coverages. Dear Distributor/Dealer: We have had many instances where the lines between what is a Recreational Vehicle (RV) application versus what is a Recreational Commercial (RC) application have become blurred. An example of this occurs when a customer takes an RV and outfits it with an RV generator but ends up using the motor home or trailer on a race circuit and makes a living as a mechanic using the generator to run power tools etc. Typically, we would consider an application to be RC if the owner uses it as part of a business. However, this is not always a clear point to make, particularly when the user may be running the generator in a manner more consistent with RV usage.
© 2000 Cummins Power Generation October 21, 2008
Consignment Order Process For warranty reporting purposes, all RV sets sold into commercial mobile applications must be coded RC. As in all situations, please be sure to evaluate the total load requirements of the customer application and size the generator set accordingly. The following criteria should be used to determine whether the application is RV or RC: RV Applications (has living quarters) Horse trailers Race trailers Show buses
RC Applications Satellite vans TV vans Food vending wagons Studio vehicles Display coaches Team buses
Living quarters are not to be interpreted as a 'cot in the front of the trailer'. Living quarters are designed into a section of the trailer and include a bed, lavatory, sink, cook-top, and microwave, etc. We understand that some of the applications that qualify as RV are used in commercial ventures. To combat this problem, we strongly recommend that you install an hour meter with every generator sale. This helps solve much of the issue because all warranty statements include an hour cap as well as a time limit (whichever comes first). In the case where a customer’s generator set has heavier usage, we will know because the hours will be logged and the warranty coverage will expire more quickly. In addition, you can sell this as an important feature to ensure that the customer's investment is properly maintained. Without an hour meter, a customer has no way of knowing when to change the oil and filters and will likely under service their generator set. In this situation, you have a greater chance of selling more maintenance parts. Our accessories book will continue to have remote start panels that include only the on/off toggle because in many situations, OEMs install more than one remote. However, we request that you sell these only as an extra remote, not the primary one. Thank you for your cooperation.

Field Campaigns
Other Programs
Field Campaigns Description Cummins Power Generation Field Campaigns are designed to locate a specific group of products or service parts after Cummins Power Generation has sold them. When located, repairs or product modifications are performed during a specified period of time or amount of operation. Field Campaigns are communicated via the CPG field service website (wwwi.onan.com/www.cummins05.cummins.com), the Lotus Notes network or postal delivery to the U.S. and Canadian distributors (and international distributors when applicable), division and regional offices. Certified mailing is used on safety-related field campaigns. This is a formal notice to the OEM, dealer or distributor of a unique repair that must be completed. This notification includes a Campaign number, a fail code and often an instruction sheet including allowed labor hours. Account Code 65 should be used. Campaigns are not currently on the Warranty Intranet site. Enter the 3-digit Campaign number only in the authorization field.
Program Entries Follow the instructions for repair procedures and claim instructions in the Field Campaign notification issued by Cummins Power Generation. A multiple product serial claim number may be submitted if the failure code, model number, account code, parts used, labor claimed, pay code, repair expense, and field campaign number is the same for each product listed. The repair location is responsible for assuring that only one claim is filed per product repaired. Note, the claim must be for campaign work only. If an additional warrantable failure is repaired at this same time, two claims must be filed.

Before in Service
Other Programs
Before in Service (95) Description (95) The BIS (Before in Service) program applies to RV, Commercial Mobile, Marine, and Industrial Engines. The BIS program, created by the consumer group, establishes a relationship between an OEM (or their distribution network) and the closest Cummins Power Generation (CPG) distributor or dealer. The BIS program is designed to accomplish two goals: It allows servicing of products at the OEM’s location. This program is limited to servicing products that (a) have not been sold to the end user, or (b) cannot conveniently be brought to the dealer or distributor site. The phone call to the BIS agent at CPG alerts the CPG Quality Department of a possible quality issue and permits their swift response. When a new CPG product fails to perform, the OEM calls their Cummins Power Generation (BIS) distributor/dealer and explains the problem. The distributor/dealer calls the BIS representative at CPG for an authorization number and then makes the repairs. The following information is required when calling or faxing: •
Your name
•
Cummins Power Generation customer number
•
Model (any quantity of serial numbers can be used on one claim, but each claim/authorization number is limited to one model)
•
Serial number(s)
•
OEM or dealer name and location
•
Problem description, diagnosis, and corrective action
•
Your phone number or fax number
Description (96) Account Code 96 is used for all Cummins Power Generation Consumer (mobile) products and Cummins Power Generation Commercial products that are (a) in stock or can be brought to the distributors/dealers site, and b) have not been sold or placed into service. Travel is only covered on products that include travel coverage in their warranty.

On Spot Claim Settlement (94)
On Spot Claim Settlement (94) Description The On the Spot Claim Settlement (OSCS) process authorizes Cummins Power Generation distributor DFSE counterparts to make policy decisions to resolve customer complaints and product problems that occur after the standard Cummins Power Generation warranty has expired. The OSCS program promotes customer satisfaction by allowing repair locations to make quick decisions in order to resolve customer complaints and problems without undo delay. The statements listed in the “Responsibilities” section of the Warranty Administration Manual still apply. This is a partial listing of these responsibilities: •
Failures resulting from workmanship of a previous repair location are the responsibility of that repair location.
•
Cummins Power Generation is not responsible for improper installation, misapplication, contaminated fuel, poor storage practice, normal wear, abuse, etc.
DFSE Guidelines •
The District Field Service Engineer (DFSE) counterparts are responsible for any delegation of their authority.
•
The DFSE counterpart is expected to use authority with discretion and to ensure that in the DFSE's judgement, the customer is treated fairly. Factory service will not circumvent any decision without the involvement of the original DFSE that made the decision, should the customer contact the factory at a later date.
•
The DFSE counterpart may exercise this authority without Cummins Power Generation factory approval for each incident. The DFSE may delegate OSCS authority to a Branch Service Manager, if so desired.
•
Cummins Power Generation dealers must make OSCS requests to the DFSE counterpart (or the delegated Branch Service Manager, if applicable).
•
The Warranty Department will sort and audit OSCS claims by DFSE counterpart authorization number.

Completing and Submitting Claim
Warranty Adjustment Form
Completing and Submitting Claim Before Starting Warranty Claim Verify Warranty - Verify the validity of the warranty. New Warranty Personnel – If you are a new administrator, you need to (1) download Warranty Manual, Fail Code Manual and Job Aid from wwwi.onan.com/www.cummins05.cummins.com. The warranty manual can also be ordered from Western Graphics (Manual F-1117). (2) Request Security for Warranty Claims and Registration.
Completing the Claim •
Form Standards - Complete the form in English, and enter dollar amounts in U.S. dollars.
•
New Parts Warranty Claims - Cummins Power Generation considers new parts warranty as parts installed in a product that have failed within 90 days. The serial number of the product must be included in the claim. If the serial number is before 1990, use the miscellaneous serial number for the product. New Parts claims should be filed as Account Code 62. Standard warranty applies for travel time, mileage and labor. See section 9.
•
Non-Cummins Part Numbers - There are cases when a non-Cummins Power Generation part must be used to complete a warranty repair. Some examples are Cummins Inc. parts used after a genset is out of its base engine warranty and still covered by Cummins Power Generation extended warranty, a network component, or a non-serialized component. In these cases, the part number should be entered in the miscellaneous consumables field of the claim and an explanation included in the correction section.
•
Standard Repair Times (SRTS) Consumer Product: Refer to SRT manuals. See Warranty Literature, Section 2. Commercial Product: There are limited SRTs available. When filing a claim, please verify if a family code has been established. If a family code has been established, please use the correct family when you file your warranty claim. If there are no established SRTs for the failure, at minimum you must use the administrative SRT. For models that have no family code/SRTs established, please file your claim using non-SRT time (99).
•
Material Return Freight Claim - You may file a claim for return freight on parts that are requested for return for analysis. The request will be noted on your claim. File these claims as Account Code 63 and include a list of the corresponding claims in the correction section of the claim. This process should be done on a monthly basis.

(This can be the original invoice from the selling company or a copy of the Start Up/Commissioning form and maintenance records.) Your Cummins Power Generation Warranty Administrator reserves the right to request supporting documentation for review on any claim and may be requesting this information periodically.
•
When required, supporting documentation should be sent to the Cummins Power Generator Warranty Administrator. The distributor code, claim number, and product serial number should be visible on each page of the supporting documentation. Supporting documents should be sent only after the claim has been acknowledged.
Submitting the Claim •
Electronic Submittal - All warranty claims may be filed electronically in the U.S. and Canada through the Cummins BMS (Business Management System). Electronic claims submitted to Cummins Power Generation are subjected to a series of edits. The results of these edits are then communicated to the submitting location on a Claim Acknowledgment. Other dealers submit claims as specified by your Cummins Power Generation distributor. ∗ North American Cummins Power Generation distributors must submit claims electronically to the Warranty Administration via BMS (Business Management System). ∗ International distributors may file claims electronically through the Warranty Claims and Registration System.
•

Manual Introduction
Material Returns Material Return Tags All parts removed from a Cummins Power Generation product, when a warranty repair is performed, shall be tagged and retained. All distributors should have material return tags for commercial and consumer products. Return tags may be ordered through Sir Speedy (see Section 2 for instructions.) Include the Cummins Power Generation claim number on the tag and attach to the part, not the box. Clearly identify the package as Warranty Parts Return and include the number of parts in the package. (The daily activity sheet with claim info makes a good packing list.) Questions with parts or material return request lists or warranty returns may be directed to Warranty Returns personnel. Material Return Tag Example
Minimum time to hold a part: •
North American Cummins Power Generation Distributors – 30 days after the claim is submitted to Cummins Power Generation.
•

•
International Distributors – 90 days after the claim is submitted to Cummins Power Generation.
Material Return Request A material return request will be issued to the distributor via the Daily Activity Report printed at the distributor location or mailed to those without remote printers. This Daily Activity Report can be viewed on the Cummins Power Generation Warranty Claims and Registration System. See Section 4. Upon receipt of the return request, parts must be shipped within 15 days. If parts are not received within 90 days, the claim will be debited back to the distributor.
