NEW RECRUITS On the following pages you’ll find a series of archetypical novice operatives. These can be used many ways by you and the players. First, they can be used as instant NPCs when you need a quick rank 1 operative or henchman. Second, they can be used by players who join a game and don’t have the time to create an operative (just add a name, two descriptors, and a moral code). Third, they can be used as “Skilled Backup” when players purchase backup personnel for a challenging mission. Finally, you might use them merely as examples to players who are trying to build new operatives. Think of them as operative archetypes, several possible examples of how a player character might be built. These archetypes were all built using the standard ability score array of 65, 60, 55, and 50. They follow the same rules as player operatives, including rolling origins, spending bones, etc. Because of this, all of these archetypes have an operative pack and a semi-automatic pistol, just like players. If using these archetypes as NPCs, consider modifying equipment as needed. For instance, if you’re using the Hard Boiled Detective to harass the players when their illicit activities draw unwanted legal attention, consider whether the detective might have a revolver instead of a semi-automatic pistol. When using archetypes in this manner, don’t be overly concerned about equipment allowance totals; that only really applies to operatives working for Command. For NPCs, equipment allowance is more a guideline than a rule. The term “Command” is used generically within these pages. This is also done in the other Covert Ops core rulebooks. Feel free to substitute the name of whatever agency your player’s operatives work for. These pages are designed for you to use at the gaming table. You are not only permitted, but encouraged to print or photocopy these on separate pages for quick reference during games. Future supplements may supply you with additional archetypes for your use and will be formatted similarly.

THE ARMCHAIR AGENT You always really wanted to be an agent. You watched a lot of television shows with your dad when you were little, then dreamed of serving in Her Majesty’s Secret Service. While other kids played cowboys and Indians, you played secret agent. You see conspiracies clearly and document them in a blog. You imagine yourself a capable spy. But the truth is that you’d never really been put to the test. You were all theory and no lab. You have purchased a lot of op tech gear, including a tactical vest, GPS unit, and even got yourself a concealed carry permit for a handgun. But would you be able to pull a trigger if your life depended on it? Last year you were put to that very test when you were in the wrong place at the wrong time, and according to the news reports you seemed to do well. But the truth is a bit disappointing; your success relied on luck and abysmal failure of the other guys. You kept that fact to yourself, even when you were approached by a recruiter from Command. Now you work for a classified organization… and aren’t exactly sure what you’re doing. You have all the right theory – now it’s time to see if you can apply it. Or, run screaming like a little girl. THE BRASH PILOT You’ve flown a chopper into the most dangerous situations the world has to offer. Bullets, missiles, rockets, even flame throwers have tried to bring you down. They haven’t all failed, but they haven’t yet shaken your nerve. You excel at getting from point A to point B and keeping your cargo safe. Sometimes that cargo sits in a large bay, but sometimes it parachutes out of your aircraft and delivers lead-filled messages to foreign recipients. During one of your missions you found yourself shot down behind enemy lines and alone. You managed to escape, stealing a stealth helicopter in the process. You were quickly recruited by Command, and were given custody of the helicopter. You might be a little crazy, but you’re a damned good pilot and are good in a tight spot; your fellow operatives need you. You hope to upgrade your helicopter with more features as you acquire rank within Command.

THE CAT BURGLAR You’re somewhat of a security specialist. You’re skilled at getting into a place and getting out again. You have used those skills to steal things in the past, or to plant things that shouldn’t be there. You’ve snooped where you shouldn’t, and made enemies as quickly as you’ve made potential employers. At one point one of your stealth missions brought you into opposition with Command, who surprised you as a powerful enemy you quickly learned not to cross. Later, when you were hired to find flaws in an employer’s security in his facility, you realized the mission was actually an audition that resulted in a job offer from Command. You worried that refusing such an offer might be dangerous. After all, you just proved their security is lacking in one of their most secure administration buildings. So you said goodbye to your freelance lifestyle and now you work as an operative. The pay is good, and what the heck, it beats making enemies as a freelancer!

THE COMBAT SPECIALIST You spent time in some country’s Special Forces. You’ve been trained in the use of just about everything that fires a bullet or holds an edge. You’ve seen things blown up, and have dealt out your share of death. You’ve probably done things you’re not proud of, though you’ve done it for your country – whichever country that is. You’ve dealt with improvised explosive devices, and seen close friends die in horrible ways. You’re no stranger to war, killing or death. When your unit was routed and disbanded, you found yourself seriously re-considering life, wondering where in society your particular brand of skill would be useful. Were you destined to become some cast-off merc, working for the kinds of people your unit has neutralized over the past several years? Surprisingly, there was an organization willing to give you just what you needed. You were met by a recruiter from Command and offered a chance to help fight in a new kind of war, and you haven’t looked back.

THE CORPORATE ENFORCER Not all corporations operate in the light. Many of them rely on as much shadow operational activity as the espionage organizations and black ops divisions of world governments. When corporations need special investigations and secret operations, they come to someone like you. Whether you performed your services as a freelancer or were attached to a specific corporation, your activities eventually landed you in coordination with Command, who instantly recognized your skill. When they offered you a job, you refused out of loyalty to your current employer. But later, when the corporation you worked for had a PR disaster and you were burned, you quickly looked for the business card they gave you so many years ago and made that call. Now you bring your special brand of corporate knowledge into the shadow world of spies, mercenaries, and global espionage.

THE COVERT COMMANDO You’ve received elite martial arts training from the modern equivalent of a master ninja. You are one with the shadows, you move like the wind. When you must, your martial training makes you a powerful personal combatant, able to eliminate targets without breaking a sweat. You’ve spent a lot of time developing your art, and still have a long journey ahead of you until you are a full master. You are a rare operative in that you knew about Command and approached them. You proved your skill by security testing one of Command’s bases. You were given 24 hours to get in and place the base’s administrator in personal danger. They thought you failed, until the administrator looked in a mirror and found that you somehow managed to get in, leave a black magic marker line across his throat, and get back out… without ever having been seen. They offered you a commission the same day, though that administrator has been cautious around you ever since.

THE EX-MOB ENFORCER You were an inner city youth. You knew gangs, crime, and eventually joined up with organized mafia. You thought you were on top of the world, but then your crime boss got greedy and a war began with another syndicate. Things got ugly. You were armed and turned into a street soldier. You weren’t ready, but you survived. When the dust settled, you found yourself in a position of power within The Family. When the next war occurred, you were the one organizing the thugs into soldiers. To your surprise, you weren’t fighting another mafia family. It was a government agency, and they had more training and gear than your street army could handle. So you opted to work with them instead. After spending time behind bars, you were released. You spent years trying to make ends meet. Eventually you were brought back into the shadows as an informer to an operative. THE FACE MAN You were always good with the ladies. You were good with guys too. There wasn’t a social situation you couldn’t manage to do well in. People generally like you at first glance, and you’ve used that your entire life to get your way. At first it was conning people to do your reports for you in school, then later winning over teachers and professors with a smile. When you joined corporate life, you found it easy to make sales or market a product. You made more than your share of enemies along the way, though. Corporate rivals who see through your façade, jealous husbands or boyfriends, and even angry exlovers who vow to turn your life upside down. When you were recruited to work for Command, you negotiated a certain level of protection in the form of a small group of backup personnel who are never too far away. It might be annoying to give up a certain level of freedom in exchange for security, but it’s a small price to pay for so much awesomeness. STR

THE FEMME FATALE You’ve attended parties that cost enough money to buy a small nation. You’ve danced with princes, and laughed over small talk and tea with wives of prime ministers. You may even have slept with people who affect where lines are drawn on maps. You’ve affected policies of world governments through direct intervention, and seldom have had to twist an arm or pull a trigger. On the other hand, much of what you’ve done has required taking photographs, blackmailing, threatening, deceiving, seducing, and stealing. You’re no saint, and you don’t pretend to be. After coming into competitive contact with agents of a clandestine organization several times, you were finally recruited. You are often chosen for a mission by Command where coercion is needed in forms other than bullets and knives, but sometimes you surprise people… sometimes the knife that comes from the shadows does indeed belong to you.

THE FIELD COMMANDER In school you were always head of whatever team you joined. In the service, you were selected for officer training immediately. In your civilian life you worked your way up the ladder easily. You know how to manage people, and not just how to supervise shift work and coordinate vacation schedules – anyone can do that. No, you’re someone who has always been good at helping people become the best they can be, to work as a team, and to produce results they might never have produced alone. You see what is special about each person and know how to control it, to use it, and to nurture it. A team is only as good as its weakest link, and you know how to mend links and strengthen them. Whatever experience brought you to this, Command finally recognized the leader in you and offered you a commission as an operative. It is a monumental challenge for you; a heavy burden is placed on your shoulders. But the assets you manage help maintain peace in a dangerous world, and that’s worth the price.

THE HACKER You can program anything with a keyboard. While other people see a computer and a monitor, you see the underlying 1’s and 0’s which make it purr. You build your own computers, often modifying their motherboards to allow you more options. You probably wrote your first virus when you were thirteen, just to see how far it would go. You reprogrammed your cell phone to function on all networks. You just aren’t as restricted as the rest of us when it comes to technology. When you were finally cornered and charges were leveled against you as an adult (for just about every electronic crime they have on the books), you were shocked when a few men from Command came into the room and brushed aside the annoyed detectives… and offered you a job. You accepted it, proud to have a place where you’re not only allowed to do what you do best, but you’re paid to do it!

THE HARD BOILED DETECTIVE Some cases were too hard for the common detective. Those were the cases where you were called in. Your situational awareness was unrivaled. Your perception was unequaled. You could assess a crime scene and develop multiple scenarios, and knew processes to narrow those scenarios down to a single plausible one. That kind of skill eventually attracted the attention of Command, an enigmatic organization you’d run into multiple times in your career. When one day you stumbled upon a classified mission in progress, instead of silencing you they offered you a job. You accepted it, but are always on your guard… trying to uncover the nature of your powerful and secretive organization while at the same time engaging in missions which save the country and sometimes the world. As far as you’re concerned, nothing has really changed much except that you now type up your final reports and hand them to a different boss.

THE MEDICAL INVESTIGATOR You spent time as a paramedic, or perhaps a field medic in an armed service. You’ve seen injuries no man should be forced to see. You became good at unraveling the cause of death, helping investigators to separate fact from fiction. Sometimes a burn victim didn’t die from flame, sometimes a drown victim has no water in his lungs, and sometimes – just sometimes – the secrets of the dead stay with the dead. You are one of those people that Command came to when they needed to uncover some type of forensic truth. They relied on you so heavily that one day they stopped midsentence and said “wait… why don’t you come work for us?” A few phone calls later, and your identity as a forensics specialist was erased, all civilian ties broken forever. Now you’ve been placed into a team, and your keen powers of observation and medical know-how help bring that team amazing success at whatever operations Command throws their way.

THE MILITANT REBEL There are many bad people in the world. You worked for one of them. You received tactical and strategic training from a terrorist cell, recruited at a young age and taught their philosophical brain-wash. You killed your first enemy at age twelve, blew up your first public monument at fifteen. You’ve seen friends fight and die, and survived enough battles to grow tired of them. As you aged, you grew wise and realized the fallacy of your teachings. You eventually went to a Command HQ, right through the front door, and told them who you are and what you’ve done. You were imprisoned for a while, but the more information you gave them and the more it led to the arrest or defeat of your former terrorist cell, the more they began to trust you. After a mission where you went along to help get through an enemy base whose floor plan you knew, you were asked to join Command. Your skills are much better applied to this line of work. At least now you kill men and blow up monuments for the good guys. STR

THE NINJA Ninjas weren’t made up for movies and television. They were a sacred order of thieves and assassins who stood against oppression and tyranny embodied by samurai and their unquestioning loyalty to corrupt daimyos. Their methods included espionage, sabotage, infiltration, and combat. They make perfect spies. You were a soldier stationed in Japan. Your interest in personal combat brought you into training with a local teacher. Over time, you embraced the philosophy as well as the technique. When your tour of duty ended, you remained in Japan to continue your training. Last year your teacher fell ill and called you to his death bed. He told you that your destiny held for you both great victory and tragedy. He told you to travel back to your home and seek a new master, one which will use you like the weapon you are, but for the right reasons. THE OLD SEA DOG You were a navy man, as were the men in your family for several generations. You sailed every sea man has a name for. You’ve spent time in the Persian Gulf, evading weapons fire or laying ground cover for troops with boots in the sand. You’ve repelled boarders. You’ve taken down aircraft whose missiles had your name on them. So when you left the military (with an honorable discharge, of course) what profession could you possibly consider other than coast guard? Fisherman, of course. But your days of combat were not over. Even as a fisherman, you found yourself boarded by pirates looking for an American to ransom. Your crew looked to you for leadership, and you rose to the challenge. You not only organized your crew against the armed pirates, you overtook them and their ship, beat them at their own game, and sailed into port to an awaiting task force from Command. The pirates, it turned out, were international terrorists wanted for any number of crimes. Impressed with your efforts, you were offered a commission with Command, accepted it eagerly.

THE POINT MAN You’re an enigma. Your training and background are as indistinguishable as your accent. You are an ace field operative, a point man capable of managing many mission objectives on your own. In fact, you often strike out on your own to accomplish one or more parts of a mission alone. You’re better off that way. The others will just slow you down. But nobody can ever accuse you of not being a team player; you’re also the guy who risks his life to come back for fallen teammates or to avenge a fallen friend. When someone on your team is in danger, you’ll dive into shark infested waters to pull them free, punching a shark in the nose in the process. You were born for this. You speak in spy jargon, refer to teammates as “assets” and “agents” and never use someone’s first name. You seldom smile except when the mission’s accomplished. You would tell your team members how you came to work for Command, but that information is classified and you wouldn’t want to expose them to the danger they’d be in if they knew the truth.

But all of your varied career paths served one important function: networking. There are people in all walks of life who owe you favors, money, apologies, or their careers. You know people in high and low places. You’re the “knows a guy” person. This has served you well in the past, when working odd jobs for cash. But now that you’ve landed a career with Command, those old contacts can sometimes get you into trouble, and so you have to contact them carefully and use them wisely. Additionally, maintaining these contacts can sometimes require some effort on your part, and sometimes they come to you for more favors. With a little time and a little effort, you seem to be able to acquire just about anything you and your team requires. This is as often accomplished through pressuring contacts as it is relying on your seemingly endless supply of bartering material.

THE SHARPSHOOTER Maybe you got these skills in the military, where you knelt in the shrubbery in a ghillie suit and surprised armored targets with a welltimed and well-aimed shot to a weak spot. Maybe you learned what you know in a third-world country where your quick guns (fired directly and rapidly from the hips) rained danger and death on enemies. Or maybe you gained your particular brand of skill sharpshooting in a circus. However you gained them, your hands and eyes are so well coordinated that you are an amazing shot. And you know it. PROFESSIONAL OPERATIVES On the previous pages you saw a large selection of starting-rank operatives. Since that probably represents the bulk of operatives players will likely run into when they’re rookies themselves, they were presented as archetypes, or classifications. In this section you’ll be presented with ten specific operatives. These operatives are more experienced. They likely have been on 8-10 sessions of play and have achieved a level of skill that makes them very good at what they do. They don’t worry too much about equipment, since their equipment allowance is quite high. They have superior ability scores and have diversified their skillset. These professional operatives were built using the following guidelines to approximate the same level of achievement a player would expect from a similar amount of game play: STEP 1: Build a starting rank operative using normal rules STEP 2: Set Rank to 3 STEP 3: Add +5 to any ability score STEP 4: Set the operative’s skills by selecting one of the following: Two at level 3, two at level 1. One at level 3, two at level 2, two at level 1 STEP 5: Choose one of the following: Add +5 to an ability (same or different from step 3) Gain one language as a full native speaker Add a focus to a skill above level 1 Gain another level 1 skill STEP 6: Add +12 to Equipment Allowance and equip operative. Game Masters may use these characters as leader NPCs for challenging missions or as skilled enemy henchmen to threaten inexperienced operatives. If the players’ operatives are themselves of a professional rank, these NPCs could be used as colleagues, teammates, friends, challenging enemies, or even as player characters for visiting players.

AGENT ROBERT SLOAN
BACKGROUND Sloan was a scientist working for an international oil company. He held three patents related to his field and four unrelated. His knowledge in physics and chemistry landed him feature reviews in several published periodicals. Command used him as an outside contractor and information source whenever their forensics teams required analysis that was beyond their capacity. Eventually he was offered a commission. He accepted the responsibility and was sent for nine months of operative training in Belgium.
ACCOMPLISHMENTS AND MERITS Sloan was part of a team responsible for the identification and capture of a network of double agents who had infiltrated the Los Angeles field office. His forensic skill and scientific insight was instrumental in this. Although two members of his team were killed and Sloan himself wounded, the success of this team was unquestionable. Recovery of a shipment of dirty nukes stolen by a terrorist group called Meridian Delta, who continues to steal and sell arms to this day. Tracking the nukes required equipment that didn’t exist, and Sloan invented the technology to do so himself, in the field. Bringing to justice Rona Fannon, a designer bomb maker-for-hire from Ireland whose bombs had been used all over the globe but whose identity evaded Ireland’s G-2 and Interpol for over ten years. Fannon is in a CIA holding cell until age or illness claims her life.

AGENT ANGELA FARADAY
BACKGROUND Special Agent Faraday was an FBI investigator on assignment at Command, investigating them from within. She was suspicious of the organization, believing it corrupt and antiAmerican. Over time, Faraday came to see it as it truly is: a consortium of men and women risking their lives to defeat terrorists and intelligence organizations around the globe (and doing so in protection of, but without the support of, America). She switched sides and joined Command and was sent to Beijing for her operative training. While there she excelled in surveillance, interrogation, and marksmanship. Although Command continues to hold a concern over the possibility that her loyalty remains with the FBI, she continues to impress her superiors and is a valuable asset.
ACCOMPLISHMENTS AND MERITS Hunted, captured and interrogated international criminal William Chen, who had been captured, questioned, and released by the CIA several times. Although he beat lie detectors and sodium pentothal, Chen couldn’t withstand Faraday’s interrogation and gave up information that led to the defeat of a Chinese triad syndicate. While on holiday, Faraday stumbled on a plot to overthrow the sovereign city state of Monaco. She infiltrated the plotters, identified their leadership, and brought the organization down from the inside. Led a team into an old missile silo in Moscow to steal an experimental prototype of a high tech guidance system that could have turned cold war era SCUD missiles into precision warheads, and a terrorist organization into a world power. Although Faraday accomplished the mission, she claims the technology was destroyed during her escape. This is still under investigation.

AGENT VIRGIL BLAKE
BACKGROUND Virgil Blake worked for a private security firm and was assigned a boring job working an offshore oil rig converted to an R&D lab after being shut down for violation of some government regulation or another. When the lab was attacked by terrorists looking to steal some type of tech, Blake organized his small group of security guards, the scientists in the labs, and janitors and orchestrated an amazing resistance force against the assailants. By the time Command arrived to deal with the perceived threat, Blake was already putting a gag on the mouth of the final terrorist. With nothing but a whiteboard and some erasable markers, Blake repelled a superior force. Command recruited him almost immediately, and he was sent to Sydney, Australia for operative training, where he excelled at tactics, scouting, and demolitions.
ACCOMPLISHMENTS AND MERITS As a rookie agent, Blake and a team was sent to do surveillance on a hotel where a known enemy agent was staying. They discovered the entire hotel was a front organization for the enemy organization, and saw they had U.S. government agent prisoners inside. Blake and his team liberated the prisoners and blew up the hotel and got away clean. Last year Blake was given a team of new recruits and asked to escort a visiting dignitary to his embassy from the airport. On the way, a very well-planned assassination attempt unfolded and Blake organized his recruits efficiently against the attackers. He risked his own life and took a bullet to prevent harm to his team or the dignitary. He kept his charge safe from harm, but gained a nasty scar in the process. It was during this time he earned his codename, Garrison.

AGENT MARCO POWELL
BACKGROUND Powell was part of a mercenary company called Winterwood. The company was hired to protect some corporate interests in Indonesia and was massacred by armed enemies. Powell was the lone survivor and when he called his headquarters, Winterwood said it was too expensive to extract him… he was on his own. A few months later Powell resurfaced in an underground street fighting tournament in Jakarta and won a fair amount of money, enough to make his way back home. He entered Winterwood and resigned. A recruiter from Command learned of his situation and offered him a commission. He accepted and was sent to Japan for his training where he excelled in personal combat and wilderness survival.
ACCOMPLISHMENTS AND MERITS First to learn of Echelon, a secret organization of well-trained agents opposed to western ideals. Infiltrated island HQ in Black Sea, and was captured. Upon escape, Powell’s team brought data from their hard drives giving Command intel about their operations. Echelon put a price on Powell’s head. Part of a team which recovered the kidnapped wife of a U.S. Senator who was being ransomed. The kidnappers were employing Winterwood, and Powell’s previous ties to that group made him instrumental in this operation. Winterwood used to care about who it contracted with, but this operation proved they have abandoned that principle and are now working for whoever pays them. Was captured on a mission in Cuba and tortured. Escaped captivity and managed to (one by one) take down every unfriendly in the base before freeing other captives. Was able to walk out the front door and drive away calmly and safely.

BACKGROUND Darryl Hardy saw a lot of death in his life, not because he was involved in war, but because his father owned a funeral home. He was always around death and so it really didn’t bother him. He attended medical school and excelled. Upon graduation he was hired as an assistant to the county coroner, later replacing her when she retired. While on that job he was often sought by various prosecutors, detectives, and government agencies to find answers to unusual questions. Dr. Hardy showed such innovation in identifying ways to find those answers that he was eventually offered a commission by Command. He accepted eagerly and was sent to New York for his operative training. Nine months later, he finds he excels in more than exploratory invasive practices.
ACCOMPLISHMENTS AND MERITS Hardy was part of a team which infiltrated an organization known as the Night Brigade and was supposed to download data from their servers but uncovered a plot to poison the water supply of a large U.S. city with a genetically coded toxin. It would have killed thousands. Hardy and team broke from mission directive and succeeded in creating and deploying an anti-toxin with a faster solution rate than the already-deployed toxin. The city reported an increase in dysentery and nothing more. Night Brigade leadership escaped and is still at large. Cultivated off-book contacts in the illegal organ donor market to identify a large web of killing, cultivating, and selling organs to wealthy recipients. Brought the entire network down. He identified that the network was being organized by an unidentified group who placed tracking chips in each organ. The signals were traced to a facility that was found destroyed, along with all leads to this enigmatic organization.

BACKGROUND Barton tried to be a racecar driver but found the sponsorship reluctant to help a woman beat men. She tried to be a stunt driver, but grew frustrated at Hollywood’s inability to abandon certain safety restrictions. She eventually signed on with a criminal crew dedicated to thefts of an impossible nature, and grew wealthy like she never imagined. When that crew ran afoul of Command, they realized they bit off more than they could chew. She was surprised when Command offered her entire crew jobs. Those who have ridden with her say that Barton is crazy, but Command counselors have cleared her for operational status three separate times.
ACCOMPLISHMENTS AND MERITS Barton drove a group of operatives into a paramilitary base holding an agent of the NSA hostage. After only five minutes within their gates, they left no building standing. The entire crew managed to escape, along with the captive agent, who to this day says that Barton is the scariest woman he ever daydreams about. As part of a team, Barton helped secure a prototype military aircraft from a Japanese R&D facility. When pursued on escape, she was able to keep her team safe and the aircraft unharmed while luring the enemy jets into a canyon where she defeated them through high-risk maneuverability and trickery. Everyone was surprised when she delivered the aircraft with every bullet and missile intact. Barton once jumped a motorcycle out of a window on the seventeenth floor of an office building while chasing an escaping enemy agent. While flying through the air, she shot at and weakened the window on an empty building across the street. She crashed into that building’s window and drove up to the rooftop in time to keep the enemy agent from extraction via helicopter. When asked if she knew how much all the collateral damage cost Command, she said “Serious?! That’s your question? Dude… I jumped across a freaking four-lane street!”

AGENT DAMON WELCH
BACKGROUND Damon Welch was a world-renown hunter. He has stuffed heads of just about every animal on the planet neatly represented in his den. He can live off the land, track just about anything, and leaves no trail of his own. He is as alert as his prey, able to smell scents on the wind that give away most stalkers. He was sought by Command to help navigate a crew of operatives through a jungle environment and ended up saving the operatives once they were captured and finishing their mission for them. Command offered him a commission and he accepted readily, eager for an opportunity to stalk a new type of prey: enemy agents. His training took place near Sao Paulo, where he excelled in wilderness recon and stealth.
ACCOMPLISHMENTS AND MERITS Welch and a team were given possession of top-secret crates and told to get them across the nation to the coast. The team made it to their destination after surviving several ambush attempts. When they arrived, they learned they were decoys, that the real shipment was ambushed and didn’t make it. They were re-deployed to recover the crates, which they did successfully (along with crates’ escort team, who were captured). Upon mission success, Welch’s team was never sent as decoy again. After tracking an assassin to the middle of the Australian outback, Welch and a team went to hunt her down. They tracked her to a large well-defended base run by a group called Night’s Brigade. They stormed the building and stole hard drives from servers and blew up the facility. Although the hard drives self-destructed when far from the base, Welch’s team did capture the assassin. Hopefully interrogators will get more intel out of her than techs were able to get out of the hard drives.

AGENT DWIGHT MANNING
BACKGROUND Lt. Manning was an accomplished Navy Seal. His operations as part of Seal Team Six have been documented as examples for training manuals. It was an honor to be one of Manning’s Men. When a romance with another officer’s wife led to his discharge, alcoholism and depression nearly claimed him. But as he sat alone in his kitchen with a loaded pistol and a bottle of bourbon, pondering ending his life, there was a knock at the door. A recruiter from Command had been keeping tabs on him, and came in to talk him down. A friendship formed and culminated in Manning getting clean and finally accepting a commission. His training in New Delhi brought him back to familiar lands, and he excelled in small arms, demolitions, and unit tactics.
ACCOMPLISHMENTS AND MERITS Manning was part of the team who rescued hostages at an embassy in Nigeria. Despite being in enemy lands and without support, he managed a prolonged siege on the terrorist’s facility after rescuing those hostages in a night raid. Rather than assault the base, Manning’s Men repelled attempts from the outside to break his siege. In the end, the enemy combatants surrendered rather than starve. Interrogations of combatants pending. Entering an undersea base of operations in the Gulf of Mexico, Manning and his team successfully recovered a weather-controlling device. The organization responsible was blackmailing the U.S. with drought, centering on the Texas and much of the Southwest. Manning and his team fought their way in, recovered the device, and fought their way out, leaving explosives behind. Techs have been unable to get the device to function, but the Texas drought ended in the spring of last year.

BACKGROUND After graduating from university, Lopez was offered a job with a manufacturer of handheld digital meters. Unknown to him, the company was a front for a terrorist group called Jericho’s Revolutionary Front. Despite high security, Lopez was able to contact the FBI and became a double-agent. After enough evidence was uncovered, Lopez grew frustrated at all the red tape preventing him from taking down his employer. His cover was blown and he was taken captive, but the FBI didn’t rescue him. He escaped captivity and brought down a large portion of the JRF alone. He then quit the FBI, sought out the Los Angeles field office of Command, walked in the front door, and asked for a job. After a lengthy process of clearing him, Command sent him to China for his agent training where he proved expertise in engineering and security systems.
ACCOMPLISHMENTS AND MERITS After losing a shipment of biological agents, a team that Lopez was a member of found themselves on a canister hunt through Western Europe. Despite coming close, they would never have recovered the shipment had Lopez not been able to field-develop technology that could track the biological residue left by the canister’s passage. The device didn’t survive rugged field use, but its technology can be found in use in other gadgets used by operatives of Command. When sent on a mission to recover stolen data from an Echelon base, Lopez and his team of techno-wizards managed to get the data, copy it to portable media, then replace it with incorrect intel that set the enemy agency back a decade in developing their nuclear arsenal. During debriefing, he said it was his decision to do so, and said he’s feels better knowing they’re busy with his misinformation rather than recovering the real intel he left with.

AGENT MARSHALL FULLER
BACKGROUND Fuller was found in a remote hospital hole in the ground being experimented on by Russian scientists who were so isolated that they didn’t know the Soviet Union had been dissolved for over twenty years. His memory loss was complete, though the cell in which he was kept all those years displayed “Marshall Fuller” under its only window. Despite memory loss, he somehow retained muscle memory of combat, weapons and stealth. He possessed an uncanny ability to predict behaviors of others and he inherently knew things like which vehicle in a parking lot had the highest percent chance of containing a firearm in the glove box. No evidence found onsite during the raid on the hospital explained Fuller’s situation. After five years in a CIA lock-down being studied, SECTOR finally came to Fuller and offered him amnesty and a new life. He was sent to Istanbul for training and continues to be a valuable asset.
ACCOMPLISHMENTS AND MERITS Fuller was part of a team which successfully planted bugs on all vehicles belonging to a terrorist group called Meridian Delta. These vehicles were located within a secure compound. As an overachievement, Fuller snuck into the facilities offices and successfully placed phone bugs on all administrative phones. Not a shot was fired. Fuller and a team were chasing down a stolen asset list which would have compromised all field operations of Command operatives. When he was faced with possible mission failure, Fuller managed to acquire technology from the tech-ops department of MI-6, use it to get back on the trail of the thieves, and return it. Although reprimanded, he wouldn’t explain how he did this without being caught.
