COMMAND THOUGHTS Listen actively before deciding. Involve all crewmembers in all stages of problem solving. Positively delegate flying and monitoring responsibilities. Communicate intent (share your Mental Model). Divide priorities and work on the highest one first. Set an example and insist on high quality performance. Encourage respect and understanding. Be responsive to all comments and requests. Ensure there is an on-going evaluation of performance.

CLEAR / DECISIVE / FIRM (or Common Dog Fxck) “Article 32 of AN(HK)O makes the Commander responsible for ensuring that the a ircraft is fit for the intended flight.” MEL 00-02 p1 “If a failure occurs during the taxy phase before the start of the take off roll, any decision to continue the flight shall be subject to pilot judgement and good airmanship. The commander may refer to the MEL before any decision to continue the flight is taken.” MEL 00-02 p2 (para 5) “The Commander of an aircraft is responsible for the safe operation of a flight and for the safety of the passengers, crewmembers, cargo, mail and the aircraft. ” Vol 1, 2-1-1 (para 6.2) “The Commander has full control and authority in the operation of the aircraft, without limitation, over other crewmembers in the performance of their duties from doors closed, or engine start, whichever occurs first, until any external door is opened on arrival and all engines shut down. ” Vol 1, 2-1-2 (para 6.5)

Tokyo Convention of 1967 “clarifies and justifies the actions of the aircraft commander to suppress the actions of passengers committing offences or actions that may otherwise jeopardize good order and discipline onboard. The Captain has powers of arrest and can delegate those powers to Vol 2 Pt 2, 6-2-1 (para 1.1) members of the crew and to passengers onboard the flight. ”
