According to Ramona Winkler (2005), “Traditionally a portal denotes a gate, a door, or entrance. In the context of the World Wide Web, it is the next logical step in the evolution to a digital culture”. Formerly, portals are defined as search engines where it offers a full text index of document content. Today’s Internet portals offer a more structured, navigable interface compare to Internet search engines. Internet portal is more focused on better delivery of specific information among a group with the same interest.

According to Connolly (2002), it is important to understand the differences between internet web sites, intranet, and portals before developing and integrating portal technology and enabling Web-based solutions. An Internet is the most basic manifestation of web technology, providing information through hypertext markup language (HTML) that allows for cross referencing with hyperlinks. is one that is containing within an organization. Its purpose is to provide more relevant, useful web-based solutions to an internal community. A portal, on the other hand, is a gateway to the web that allows plethora of information available an internet and intranet websites to be organized and customized to a single entry point.

Morrison (2002) defined as supported the idea of Murray (1999): “A portal is an application that provides a personal and adaptive interface enabling people to discover, track, and interact with other people, applications, and information relevant to their interests. According to Heng (2009), he discussed the essential step-by-step guide in making a website. First, get a domain name. Second, choose a web host and sign up for an account. Third, design the web pages. Fourth, test your website. Fifth, collect credit card information in making money. And sixth, get the website noticed.

According to Wikipedia.org that was last updated on February 15, 2010, 3:42 pm, “a web portal, also known as a link page, presents information from diverse sources in a unified way. Apart from the standard search engine feature, web portals offer other services such as e-mail, news, stock prices, information, databases and entertainment. Portals provide a way for enterprises to provide a consistent look and feel with access control and procedures for multiple applications and databases, which otherwise would have been different entities altogether.”

LOCAL LITERATURE According to the Online-Student Information System of Benguet State University (2013) it would be a new way of record management and transaction processing that would achieve efficiency on processing student information. It would be a great help to the administrative personnel, academic personnel, grantors or stakeholders, and students in updating, retrieving and generating student data. The main objective of the study was to design as a standalone student information system of Benguet State University (2012). In order to achieve the general objective, the following specific objectives of the study were identified: 1. To identify the information requirements in the existing student information system of BSU. 2. To identify the problems encountered in the existing system. 3. According to Swartz(2013), SIS process is typically completed into students school career and encapsulates each of the facets of knowledge built up and literacy value, including learning what type of SIS is available, finding and accessing system sequence, evaluating tools for the information and then synthesizing the student information system into certain and product for a better career patterns as it seemed like the ideal project to focus SIS and relate it to ample literacy instruction around. Student Information System for the University of the Cordilleras According to Marrero (2011) in his study entitled “Student Information System for the University of the Cordilleras” stressed that the concept of Information Systems (IS) emerged in the early 1960s.
