The proponent should choose the right and effective lot size or land area that would suit to the totality of the whole project since it will comes into a complex and moreover, in a horizontal planning and design development.

Minor Site Criteria Land use Since the proposal will classify into recreational or leisure projects, land use should be properly considered in selecting the site or location for the complex. It should cater large no. of tourist which would be market with other municipalities and cities surrounding the chosen site. Allocating the project will definitely affects and makes an impact in relation to the norms, culture, and existing condition of the community, so choosing the right site or location should bring positive effect such as good development and the total productivity of the locality that it will cover. Utility Utility comes into different types depending on its importance and its circumferential effectiveness to the project. This may come into public and private transportations, water supply, waste treatment system, drainage system, electrical supply, communication system, and many more that will definitely needed by the projects development as well as with the users of the said project. GROSS SITE SELECTION 1. Rodriguez, Rizal Rodriguez is a municipality in the province of Rizal. It is the northernmost town in the province and surrounded by Antipolo City, Quezon City, Bulacan, Quezon Province, and Marikina City which comes after San Mateo. The town is located on the slopes of the Sierra Madre mountain range and features many resorts. It is also one of the largest towns in Rizal province with 172.85 km². According to the 2007 census, it has a population of 223,594 inhabitants (115,167 people in 24,524 households in census 2000). With the continuous expansion of Metro Manila, the municipality is now included in Manila built up area which reaches Cardona in its westernmost part. Headed by Mayor Pedro “Ping” S. Querpo and considered as 1st class, partially urban municipality which consist of 11 barangays. 2. Antipolo City, Rizal It is a 1st class component city in the province of Rizal, Philippines. It was made the capital of Rizal when the former capital, Pasig City became part of Metro Manila. According to the 2007 census, it has a population of 633,971 inhabitants (470,866 people in 97,415 households in census 2000). It has a land area of 306.10 km². Antipolo City is located in the central part of Rizal Province. It is approximately 26 kilometers east of Manila which conurbated with the NCR but still under Region 4-A CALABARZON. It is bounded by the municipalities of San Mateo, Rodriguez, Tanay, Angono, Taytay, Teresa, and Cainta, Quezon Province, and city of

Marikina in Metro Manila. Headed by honorable, Mayor Danilo O. Leyble with its 16 barangays. 3. San Mateo, Rizal San Mateo is one of the largest municipalities in Rizal Province in terms of land area with 55.09 km² contributing 4.68% of the total land area of Rizal. San Mateo lies in the Marikina Valley. The valley extends south towards Marikina City, Pasig City and Cainta, Rizal. The Marikina River runs through the western portion of the municipality and the Nangka River runs through the southern portion. San Mateo is a lush valley bounded by mountain ranges and sliced by a river. Located along the western border of Rizal Province, it is bordered by Quezon City, Marikina City, Antipolo City, and Rodriguez. According to the 2007 Philippine census, San Mateo has population of 184,860 inhabitants. This contributes 8.09% of the total population of Rizal. Headed by of honorable, Mayor Jose Rafael E. Diaz with San Mateo’s 15 barangays. DISCRETE SITE SELECTION 1. Rodriguez, Rizal Site A, which situated along the Mayon Avenue, Barangay San Jose, Rodriguez, Rizal, covered a total lot area of more than 7 hectares or an area of exactly 71,719 sq. m. Although it’s located in the upper portion of Rodriguez Rizal, buildable areas and slightly sloping terrain land on the side create a more beautiful site configuration that will give the great allocation of the project viewing the lower part of the municipality.

San Mateo, Rizal Site C, which situated along Delos Santos Street, Barangay Ampid 1, San Mateo, Rizal, covered only 1 hectare or an area exactly 14,542 sq. m. Existing vacant lot was once use for motor cross but it’s too small to accommodate other stunts and extreme sport facilities and activities. Physical Profile

History Background Rodriguez is the northernmost town of Rizal. It is a land full of history, culture and wonders of nature. The name "Rodriguez" is given to the town in memory of the Former Senate President, Eulogio "Amang" Rodriguez. The first name of this land comes from the Spaniards who named this land Monte Alba, which means "White Mountain". The Spaniards have given this name to this town because of what they saw on the Wawa River, a river between the mountains, are white rocks. These white rocks are limestone which gives the idea that this place was once before under the ocean. So, from the Spanish term, Monte Alba comes the name "Montalban", a name which is used by the most of the residents of the town.

Geography and Geology Rodriguez is said to be the largest municipality in the whole Rizal province out of 14 existing municipalities of the town. It is the northernmost town in the province and surrounded by Antipolo City, Quezon City, Bulacan, Quezon Province, and Marikina City which comes after San Mateo. The town is located on the slopes of the Sierra Madre mountain range and features many resorts. It is also one of the largest towns in Rizal province with 172.85 km². According to the 2007 census, it has a population of 223,594 inhabitants (115,167 people in 24,524 households in census 2000). With the continuous expansion of Metro Manila, the municipality is now included in Manila built up area which reaches Cardona in its westernmost part.. Rodriguez rizal is under the Region 4- A CALABARZON wherein R stands for the Rizal province. It was classified as 2nd dstrict and a 1st class, partially urban municipality of Rizal which oriented to the 14°43' N, 121°7' E. It is politically subdivided into 11 barangays (7 urban, 4 rural): San José, Burgos, Geronimo, Macabud, Mascap, San Isidro, San Rafael, Balite, Manggahan, Rosario, and Puray. General Land Use The broad land use categories of the whole town are orchard, grassland, woodland/forest, built-up, quarry, and rice field/agriculture. There are 372 hectares of orchards or 0.9 percent the total town area. These are mostly devoted to mangoes and are located near the ricefields in Bgys. Mascap and San Isidro. The grasslands which have widened through the years and intruded partly into the declared Marikina watershed to the east total 16,218 hectares or 43.3 percent of the municipal area. These are mostly cogonal and talahib lands with scattered/scrubby growth that are underutilized as grazing lands. The woodland or forested area comprises 18,887 hectares or 50.4 percent of the town's aerial extent. The forest lands used to be much more extensive (91.3 percent in 1980) but these have been reduced by shifting

cultivation, logging and mining. The remaining forested area lies in the east within the Marikina watershed reservation which has been declared by EO No. 33 and Pres. Proc. No. 1637 as a critical watershed that cannot be subjected to commercial logging and other destructive activities. The municipality has only 791 hectares of urban or built-up land or 2.1 percent of the town area. This relatively small urban area is located mainly in Bgys. Burgos, San Rafael, Manggahan, Rosario, Balite, Geronimo and San Jose, with a small portion in the southern part of Bgy. San Isidro. This portion is in the flat lands close to Metro Manila. There are a number of sand and gravel quarry sites in the town totaling 72 hectares or 0.2 percent of the municipal extent. The more significant quarrying activities are in Bgy. San Rafael, particularly beside the Montalban River and the Maly River. The agricultural or ricefield area covers 1,148 hectares or only 3.1 percent of the town's total expanse. The ricelands are scattered in Bgys. San Isidro, San Jose, Mascap, Burgos and Macabud where flat lands are also found. Urban Land Use The more detailed existing urbanized areas of Rodriguez lie in the southwest corner, particularly in the barangays of Burgos, Manggahan, San Jose, Rosario, Geronimo, and Balite. They are located in the flat lands that are also accessible to Metro Manila via Rodriguez Highway and Rizal Ave. and they roughly occupy 791 hectares or 2.1 percent of the total municipal area. The most extensive urban land use is residential and these lie alongside Rodriguez Highway, Rizal Ave., M.H. del Pilar St., A. Bonifacio St., Daan Bakal St. and the north-south stretch of Tanguile, Forestry, Banaba, Sampaguita, Calantang and E. Manuel Sts. near San Mateo River in the west. The squatter residential or temporary housing areas are found mostly along the Montalban River in the west and north of the whole built-up area. They are found in Bgys. San Jose, Balite, Rosario, Geronimo and San Rafael. Next to the residential use in extent is the industrial, which occurs either as agroindustrial or light and medium industry. The more extensive of the two is the agroindustrial use which are scattered in Bgy. San Isidro in the northwest, Bgy. Manggahan in the middle and Bgy. San Rafael in the northeast--all being generally located in the periphery of the residential areas. The light- and medium- scale industries are mostly located in Bgy. San Jose on the western banks of the San Mateo River. The business/commercial areas are mainly strung in ribbon development along Rizal Ave., Rodriguez Highway and M.H. del Pilar St. where they service the densest grouping of residential areas.

The Central Business District (CBD) lies around the

intersection of Rizal Ave. and Rodriguez Highway. The public and government land uses are scattered over the whole built-up area. Government and quasi-public institutional uses such as the municipal hall are located

Near the municipal hall are educational and

cemetery land uses, with other smaller schools scattered in the different barangays. A large park/recreational area is found in Bgy. San Jose to the west in-between Calantang and Banaba Streets. It must be mentioned that surrounding the urban land uses are agricultural and forest land uses, part of which are also located in the flat portions of the town. The most extensive use in the plain areas are the ricelands in the north and south. Croplands devoted to vegetables are scattered all over while the mango and banana plantations are not so extensive and they lie mostly in the more hilly northern and western peripheries. The whole built-up area is surrounded by a wide expanse of grassland with scattered patches of broadleaf forests, brushes and scrubby growth. Land Zoning Residential Zone: Three types of residential areas have been designated for Rodriguez--low-density (R-1) housing, medium-density (R-2) housing, and high density (R-3) housing. This variety of residential densities is possible in Rodriguez because of its large size relative to other municipalities of Rizal. The low-density (R-1) housing sub-zone is located in Bgy. San Jose west of the poblacion near the open lands of Quezon City and Caloocan City which occupies about 450.30 hectares. The medium-density (R-2) housing sub-zone can be seen as an irregular block north of the town proper in Bgy. San Isidro and as a wedge in Bgy San Rafael adjoining the boundary with Mascap and comprised by this housing type is about305.72 hectares. The high-density (R-3) sub-zone surrounds the Central Business District in Bgys. Balite, Geronimo, Rosario, San Jose, Manggahan and Burgos which covered approximately 507.90 hectares. Commercial Zone:

Two types of commercial areas have been designated for the

municipality--the major commercial (C-1) and the minor commercial (C-2) areas which run through Rizal Ave., M.H. del Pilar St., Rodriguez Highway, the proposed road going to Bgy. San Rafael and then down through the extension of Rodriguez Highway in Bgy. San Rafael. The major commercial (C-1) area or the Central Business District (CBD) is located around the intersection of Rizal Ave. and Rodriguez Highway and in a strip on both sides of Rodriguez Highway from the above intersection up to the San Jose Elementary School in Bgys. Manggahan and Rosario. This is an area where land values are highest and commercial activity is intense particularly in terms of retail and wholesale trade, professional, financial and related services as well as recreational activities and covers an area of approximately 61.22 hectares. The minor commercial (C-2) area can be seen in the northern, southern and eastern spokes of the whole commercial zone, i.e., in strips along both sides of M.H. del Pilar St. and the eastward

and north-south extensions of Rodriguez Highway in Bgys. Geronimo and San Rafael. This sub-zone is characterized by quasi-commercial and residential establishments engaged in retail trade and service industries performing supplementary functions to the major commercial area which encompasses an area of about 181.44 hectares. Industrial Zone: The town has decided to have only one zone for the time being under this land use category--the light industrial (I-1) areas. The light industrial (I-1) area is located in the southwest corner of the town extending east and west of San Mateo River. This zone which is already partly occupied by residential activities will be the first to absorb the influx of industrial activities from the metropolis via the Rodriguez-Quezon City Road. Allowed in this area are industries classified as non-pollutive/non-hazardous, i.e., the relatively less environmentally destructive ones. The space reserved for this land use covers 319.3 hectares, with the southwestern portion occupying 219.3 hectares and the northern strip comprising 100.00 hectares. General Institutional Zone: The conspicuous general institutional zone (GIZ) area in the town is the spot where there is a concentration of local government, educational, health, religious, civic and cultural facilities, and this is the area dominated by the municipal hall and the multi-purpose covered court along Rizal Ave. after Bonifacio St. going north. Small institutional sub-zones can also be found in the different barangays in small neighborhood complexes usually containing the barangay hall, the elementary school, the barangay health center and the chapel. These institutional structures are supplementary to the functions of the major institutional sub-zone in the poblacion. Roughly, the aggregate areas covered by institutional uses total about 9.70 hectares. Parks and Recreation Zone:

The parks and recreation zone (PRZ) include the

Montalban Memorial Park behind the municipal hall. Parks is designed both for recreational pursuits and for the maintenance of ecological balance in the community. It may be observed that the main multi-purpose hall of the town, the playgrounds of elementary schools and the wide spaces and tourist attractions of the production forest zone also constitute part of the parks and recreation zone. In the built-up part of the town, this sub-zone covers about 6.4 hectares. Agricultural Zone: The agricultural zone is divided into three sub-zones--the agricultural zone used as riceland (AGZ-R), agricultural zone under CARP (AGZ-CARP) and the agri-industrial zone (A1Z). These zones are found above the Montalban River. The agricultural zone under rice (AGZ-R) is located in San Isidro immediately above the Montalban River. These have to be retained as riceland as required by DA Administrative Order No. 20, being irrigated and irrigable. However, this land may give way to industrial uses in the near future and comprises 927.12 hectares. The whole of Bgys. Macabud and Mascap have been declared as agricultural lands under the Comprehensive Agrarian Reform Program (AGZ-C), is on predominantly hilly land that is mostly under grass or scrub cover. Since the rolling topography limits the production of

lowland rice, this portion is better devoted to vegetables for which there is constant demand from nearby Metro Manila and it covers approximately 2235.00 hectares. The agri-industrial zone (AIZ) occurs northwest of the poblacion in Bgy. San Isidro close to the boundary with Bgy. Macabud. This sub-zone is devoted to industries which are agriculturally derived and have compatible uses which this sub-zone is estimated to occupy 204.92 hectares. Production Forest Zone:

The production forest (PdFZ) in Bgys. San Isidro and

Mascap and as expansion area for orchard/production forest in most of Bgys. San Isidro, Puray, Mascap, San Rafael and in most of the Marikina watershed. This zone covers those areas between 18 to 50 percent and can be devoted to multiple uses such as orchards, silviculture, grazing, tourism and recreation activities and small-scale mining. This zone should be subjected to the forest development programs and projects recommended by the DENR which observe sustainable development principles. Included in this zone are areas within and outside the Marikina watershed, with those within the watershed requiring more careful and less intensive use. Protection Forest Zone:

The protection forest zone (PtFZ) includes existing

woodland/protection forest within the Marikina watershed and as expansion areas for woodland/protection forest in portions of Bgy. San Isidro and the Marikina watershed. This zone pertains to areas above 50 percent in slope that should be put under forest cover and withdrawn and protected from utilization, exploitation and development. This zone includes areas within and outside the Marikina watershed. The total area reserved for this zone which includes both the existing woodlands and the expansion area for protection forest is about 8,566.94 hectares. Tourism Zone: The tourism zone (TZ) mostly coincides with the Pamitinan Protected Landscape as declared and delineated by Proclamation No. 901, dated October 10, 1996. The area is located in Bgys. Mascap and San Rafael and is highlighted by the Pamitinan Cave, its surroundings and other cave ecosystems found therein. It was also majorly covered the picturesque WaWa Dam nearby where people can bathe and hold picnics.

Other tourist activities in the protected landscape are mountain climbing,

spelunking, nature trekking, camping, fishing and bird watching. Because of the area's ecologically fragile nature, it should be used on a regulated basis, where provisions for tourist carrying capacity may be considered, for instance. This rectangular landscape which measures 3,000 by 2,000 meters covers an area of 600 hectares. Climate Condition Just like with the other municipalities of Rizal province, Rodriguez has only two seasons: the wet and dry. It is relatively dry from December to May and wet during the rest of the year. Northeast winds prevail in the province. It is not directly hit by typhoons, low-pressure systems, and strong winds.

One is located in Brgy. San Jose and its area is 40.404 square meters. The other one is the Town Plaza which has a total area of 2,060 square meters including the school located within the perimeter. Also, a total number of 15 basketball courts are available for use. Moreover, there is a cockpit locally known as the Montariza Cockpit. Tourism There are 3 noted resorts in the area, namely: Le Arms, Rolling Hills in San Rafael and Sabah in San Jose. Wawa River in Barangay San Rafael is also a potential tourism site with its river, dam and nearby caves which can be developed for excursions, picnics, hiking, spelunking and other outdoor activities. At Wawa may be found the “naguumpugang bato” which legend says were prevented from bumping each other and flooding the river by the legendary strong man Bernardo Carpio. They are actually two hills whose sides slope at the river bed near Wawa Dam. The hills and mountains of Montalban have been used as location sites for moviemaking. The limestone rock formations north of Wawa Dam are presently used for mountain climbing by various mountaineer groups. Puray has waterfalls that can attract bathers.

It is also a historic place during the Philippine Revolution where Andres

Bonifacio and his men fought battles and stored arms. General Emilio Aguinaldo - the first President of the Philippine Revolutionary Government and a native of Rodriguez assigned General Licerio I. Geronimo as commander of the revolutionary forces in Rodriguez who helped the former retreat to Biak-na- Bato. During the Filipino-American War, Gen. Geronimo killed the famous American General Henry Lawton. The town has statues of Gen. Geronimo which can be potential tourist attractions. Rodriguez has the natural resources to develop a viable tourism industry that will cater to both local and foreign tourists. Utility Systems Road Network There are two major avenues that serve as access route of Rodriguez to Metro Manila and its periphery. From the west, through the Constitution Hills in Quezon City, the municipality can be reached via the Rodriguez-San Jose-Quezon City Road, which has a total length of 3.55 kilometers. The road on the Rodriguez side is gravel-paved such that only heavy trucks and jeeps can traverse it especially during rainy days. The road on the Quezon City side through Payatas is concreted. One can also get to the town by passing through Marikina via JP Rizal and San Mateo by way of the San MateoRodriguez Road which stretches 14.28 kilometers. Among the different barangays, San Jose has the most extensive barangay and municipal roads totaling 15.54 kilometers. This is followed by San Isidro with 14.39 kilometers and Mascap with 11.9 kilometers. However, comparing the ratio of roads to land area, Rosario has the greatest road density at 37.35. Closely behind is Geronimo with 34.99 and Manggahan with 31.93. There are also six (6) bridges within Rodriguez.

Each one is made of concrete. The largest bridge is the E. Rodriguez in Barangay San Jose which is 120 meters long and 15 meters wide. Constructed in 1977, it is made of concrete and has a loading capacity of 30 tons. Modes of Transportation The means of transportation in the municipality is only by land with vital access to Metro Manila and the surrounding towns. The main thoroughfares are utilized by buses, utility vehicles, trucks, motorcycles, tricycles, and private vehicles in transporting goods and commuters. The fact that vehicles are mobile, a substantial number of them travel to, within and from Rodriguez. A large volume of the vehicles traverse the two national roads which link the municipality to the metropolis and neighboring towns.

The

Rodriguez-San Jose-Quezon City Road has an annual daily average traffic of 10,145 while the San Mateo-Rodriguez Road has 1,381.An alternative way of getting to Metro Manila particularly Quezon City is through the Rodriguez-San Jose-Quezon City Road and Commonwealth Avenue. Power Supply The electric power requirements of Rodriguez are being supplied by the Manila Electric Company (MERALCO). The entire municipality is fortunately under its franchise area. Ever since 1985, the majority of the users have consistently been residential areas. The general trend is that almost 94 percent are composed of residential users, about 5 percent commercial while less than 1 percent each correspond to industrial and other users . Communications There is one postal office in the Municipal Hall being maintained by Philippine Postal Corporation under Postal Region IV.

In the telecommunication services the

Bureau of Telecommunications maintains an office within the Municipal Hall. Only recently, the Philippine Long Distance Telephone Company (PLDT) had begun its services in Rodriguez last April 15, 1995. Considering the proximity of Rodriguez to Metro Manila, it is also served by other private telecommunications companies. In order to circumvent the limitations of existing telecommunications facilities in the area, people who can afford acquire the services of major Paging Operators and/or Cellular Mobile Telephone System Operators. Solid Waste Management Solid wastes generated by the people of Rodriguez daily are collected by street sweepers or garbage collectors using two garbage trucks. Garbage is dumped to the Rodriguez Landfill where in methane gas became an energy source which produced in the recent Montalban Methane Power Plant (MMPP) located at barangay San Isidro. Water Supply The principal source of water in Rodriguez is groundwater. Lowland barangays are currently though under the service area of Manila Water Company Inc. which supply all the water needs for the whole municipality together with the other cities and municipalities of the whole Rizal Province.

Path (See Image Map) Path was a very important factor for the site allocation and navigation. It serves as driving tool to push and pull the target users in relation to identify and locate the project to them. These consist of the major and minor roads such as E. Rodriguez Highway, J. P. Rizal Avenue, Mayon Avenue, Litex Road, and many important road patterns as seen in the map. Edges (See Image Map) Edges come in many forms. It comes from different aspects such as a welcome arc upon entering to the municipalities and each of the barangays, concrete fences that usually bordered the locality and each of the vacant lot allotted here in Rodriguez, and many more which can be seen in the image map.
