BACKGROUND •

Statistics from both Bomba Kuala Lumpur and Bomba Selangor show a rejection rate of 47% for building plan submissions



Bomba has been asked to look into reducing plan approval period to within 7 days.



To achieve this, the rejection rate must be minimized.

ARCHITECTURAL CONSIDERATIONS •







Purpose group to be established based on 5th Schedule (By-law 134); Percentage perimeter road access based on volume of building (By-law 140); Limit of compartment to be based on 5th Schedule (By-law 136); Maximum travel distance to be based on 7th Schedule (By-law 165)

BOMBA REQUIREMENTS SITE PLAN 1.

Provide XX No. of two-way outlet pillar hydrants with discharge of 1135 l/min at each hydrant as shown in the plans; Provide 2 length of hose of 65mm dia. 30 m. long with jet and spray nozzle in a box cabinet near each hydrant; Provide fire appliance access road of not les than 6 m. wide and capable of withstanding a load of 25 tons; Gradient of access road shall be not more than 1 in 12; Overhead clearance for access road shall be not less than 5 m. Distance between buildings shall comply with the Sixth Schedule of the Uniform Building By-laws.

All electrical wiring for emergency systems shall be in metal conduit or of mineral insulated fire rated cables routed in areas of minimum fire risks; All structural elements shall have the fire resistance period complying with the UBBL; Provide ventilation system of the natural or mechanical type for escape staircases; LPG system of the bulk storage type shall comply with the requirements of MS830 and MS930; For buildings exceeding 30 m. all exit staircases shall extend to the roof to provide access; All fire safety signs shall comply with MS982.

Provide first aid hose reel complying with MS1489 Part 1 or as required by the Fire and Rescue Department; 3. Provide fire alarm of the manual break glass type in accordance with the requirements of the Fire and Rescue Department; 4. Provide smoke extractor system complying with MS1780 or requirements as approved by the Fire and Rescue Department; 1.

Installation of ceilings shall comply with the requirements of Schedule Eight of the UBBL; All exit staircases shall be of masonry of 115mm thick or open in accordance with the requirements of UBBL as shown in the plans; Provide 1 hour rated fire doors of the self-closing type as indicated in the plans; Walls for store rooms of hazardous materials shall be of 100mm thick masonry with 1 hour rated fire doors and door-closers;

All service shafts shall be sealed at every floor with 2 hour rated fire seal; All fire pump rooms and generator rooms shall be constructed with masonry walls of 2 hour fire rating with fire doors of 1 hour fire rating; Separating walls shall be of masonry 200mm thick constructed to a height of 225mm above the roof level or as approved by the Fire and Rescue Department; Provide deflector wall of 450mm and 115mm thick as indicated in the plans.
